RESOLUTION
BE, IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock is hereby authorized and directed to execute for
and on behalf of the City of Lubbock and the Lubbock Police Department, an acceptance of the
FY20 Coronavirus Emergency Supplemental Funding Program, by and between the City of
Lubbock and the United States Department oi' Justice, and the Office of the Attorney General, in
the amount of $605,451.00, and related documents. Said Acceptance agreement is attached hereto
and incorporated in this resolution as if fully set forth herein and shall be included in the minutes
of the City Council.

1. Police Department
Supply Items
Due to the Coronavirus outbreak in our City we did not have near enough personal
protection equipment (PPE) on ]land. Due to the virus we are using hand sanitizer,
masks, gloves, PPE suits, disinfecting wipes and many other associated PPE
equipment/supplies in order to keep our employees safe as they perform their essential
functions. We are also having to have our patrol vehicles and work spaces sanitized if a
person showing symptoms or has been potentially exposed is placed/transported in a
vehicle or was in a work space. The Lubbock Police Department will use grant funds to
purchase PPE items along with any other associated items or services that are required as
a direct result to the pandemic in our community. The grant funds will also be used to
reimburse for expenditures directly related to any PPE equipment/supplies purchased as a
direct result of the Coronavims outbreak in our community.

2. Police Department
Equipment
Due to the Coronavirus outbreak in our City we have had to deploy numerous personnel
to work in the field or work from home to abide by the social distancing and shelter -in -
place orders while at the same time maintaining the performance of our essential
functions. In order to accomplish this we treed to issue those employees computer tablets
so they can continue to work. The computer tablets also need a NetMotion license to be
able to access the City of Lubbock drives, software and programs while out in the field or
from home. The tablets also need keyboards and the ability to get mobile internet access.
Due to the size of our department it was necessary to have employees work from home or
in the field in order to perform our essential functions yet keep our community and
employees safe. Once this pandemic has passed we will still have the need for the
equipment and will still utilize this equipment for our officers to be able to work out in
the community. This computer equipment will also be able to be issued to newly hired
officers. We are in the process of hiring in order to fulfill the need for more officers in
our community. The Lubbock Police Department with utilize the grant funds to purchase
computer equipment and accessories in order to allow our personnel in Investigations and
Administration to continue their essential functions from hone in a safe environment.

3. Police Department
Overtime
Due to the Coronavirus outbreak in our City, this has caused the City to deploy officers to
assignments that are directly related to the Coronavirus. Due to currently being
understaffed and the employees dealing with the effects of the pandemic at hone these
assignments are not able to be covered by on duty officers. Several examples of overtime
deployments include staffing the Emergency Operations Center, hiring officers for
overtime to cover minimum staffing due to officers being sick or other unplanned
hardships as a direct result to the virus outbreak, and other overtime assignments directly
related to the outbreak including nursing home security. At the time of this application
Lubbock has over 400 confirmed cases and the numbers are still rising including a major
outbreak involving several nursing home facilities. The grant funds will be utilized to
reimburse for overtime expenditures directly related to COVID which will have an
enormous impact on reducing the economic hardships on our community caused by this
pandemic.
