AN ORDINANCE AMENDING IIIE FY 2019-20 BUDGET FOR MUNICIPAL PURPOSES
RESPECTING T'I Il GRANTFUND TO ACCEPT AND APPROPRIATE FUNDING FROM
THE U.S. DEPARTMENT OF .IUSTICE AND THE OFFICE OF THE ATI'ORNEY
GENERAL FOR THE FY 2020 CORONAVIRUS EMERGENCY SUPPLEMENTAL
FUNDING (CESF) PROGRAM GRANT; PROVIDING FOR FILING; PROVIDING FOR A
SAVINGS CLAUSE; ANI] PROVIDING FOR PASSAGE ON FIRST READING AS AN
EMERGENCY.
WHEREAS, Section 102,010 of" the Local Government Code of the State of Texas
authorizes the City Council to make changes in the budget for municipal purposes; and
W11FRI AS. in accordance \\iih (lie City Budget Ordinance the City Council shall
approve all transfers between funds: and
WHEREAS, the City Council deems it advisable to change the FY 2019-20 Budget for
municipal purposes and reallocate funds as follows; and
WHEREAS, on March 16, 2020, the Mayor of the City of Lubbock issued a Declaration
of Disaster for the City of Lubbock regarding, the novel coronavirus (COVID-19) epidemic and
the City Council of the City of l..ubbock passed a resolution continuing and affirming the
Mayor's Declaration of` Disaster, and said Declaration of Disaster was continued and affirmed
on April 28, 2020, and
WI 1FREAS, in accordance with Article IX, Section 16 of the City of f.,ctbbock Charter,
the City CollnciI f rods that there is an emergency situation and must ensure that his Ordinance is
passed on first reading, NOW. THEREFORE,
B 1T ORDAINED BY THE CITY COUNC11, OF THE CITY OF LUBBOCK:
SECTION 1. T1 IAT the City Council of the City of Lubbock hereby approves changes
to the City of Lubbock Budget FY 2019-20 (Budget Amendment 923) for municipal purposes,
as follows;
Accept and appropriate $603,451 for the Coronavirus Emergency Supplemental Funding
Grant,
SECTION 2. T] IAT a copy ❑f' the changes made to the City of Lubbock Budget
pursuant to this Ordinance shall be filed with the City Secretary and County Clerk of Lubbock
as required by law.
SECTION 3. THAT should any section, paragraph, sentence, clause, phrase or word of
this Ordinance be declared unconstitutional or invalid for any reason, the remainder of this
Ordinance shall not be affected thereby.
SECTION 4. THAT this Ordinance shall take effect and be in e #'lcct immediate after its
passage as an emergency measure.

Passed by the City Council by unanimous vote on the first and only reading as an emergency on
M4y 1122020.
