HomeMy WebLinkAboutResolution - 2017-R0016 - Creation Of The Emergency Medical Service Advisory Committee - 01/12/2017Resolution No. 2017-R0016 Item No. 7.10 January 12. 2017 RESOLUTION WHEREAS, the City Council of the City of Lubbock desires an ongoing study and comprehensive examination of whether and to what extent the level of emergency medical services available, including ambulance service, are adequate to serve the needs of the Lubbock community, and whether those services could be enhanced; and WHEREAS, the City Council of the City of Lubbock now desires to appoint a standing committee of individuals representing various segments of the local emergency medical services provider community, and other appropriate stakeholders, to assist the City Council in making the aforementioned determination by studying the relevant issues, and reporting the findings, conclusions, and recommendations, if any, of the committee back in the City Council; NOW, THEREFORE: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the City Council of the City of Lubbock hereby creates an Emergency Medical Service Advisory Committee (the "Committee") that shall be comprised of five (5) members, with each member and the chairperson of the Committee being appointed by the City Council as a whole; 2. THAT the City of Lubbock Fire Chief is designated and shall serve as the chair of the Committee; 3. THAT each of the following entities, which number and representation may be expanded or reduced by the City Council from time to time as appropriate, shall recommend to the City Council for appointment a person to represent that entity on the Committee: a. Covenant Health System; b. Lubbock County Hospital District; c. Lubbock Heart & Surgical Hospital; and d. Grace Health System; 4. THAT meetings of the Committee shall be held at least quarterly, and at other times as may be called by the Chair of the Committee. A simple majority of the entire membership shall constitute a quorum, and a majority vote of the quorum shall be required for any action to be taken by the Committee. All meetings and procedures shall be consistent with the policies of the City of Lubbock concerning advisory Commissions and Boards; provided, however, that topics confidential by law, including patient private health information and medical provider peer reviews, shall be discussed in executive session, as well as, at the discretion of the Chair, other sensitive topics including, but not limited to, proprietary information and personnel matters. The City Manager of the City of Lubbock and the City Attorney of the City of Lubbock, or their designees, shall serve as a resource to the Committee as requested; 5. THAT the subject matter jurisdiction of the Committee shall include the review and study of the following areas: a. Production standards related directly or indirectly to clinical performance and patient care by each provider, including number of responses and transports by type, monthly response time percentages by zone and priority, complaint summary, performance metrics, financial status, and facility destination; b. Diagnosis -specific and problem -oriented medical protocols to serve as the required standard of pre -hospital emergency care; c. Procedures governing the relative provision of 24-hour medical control, including destination management; d. Procedures and protocols for the operation of the ambulance control center; e. Procedures for the provision of medical control over the delivery of basic and advanced life-support procedures by ambulance personnel and first responders; f. Standards for the medical control communications system; g. Elements of a disaster plan designed to provide prompt quality care and rescue of persons in disaster situations; h. Emergency Medical Service and First Responder compliance with annual system commitment deliverables, a copy of which is attached hereto as Exhibit "A" and incorporated herein for all purposes; i. Independent survey of patients served by the primary Emergency Medical Service provider to rate patient satisfaction and system performance; and j. Any other matter deemed relevant to the subject matter by the Chair of the Committee. 6. THAT the Committee may offer advice on, and in connection with, the appointment by any emergency medical service system of its medical director, which medical director shall not be eligible to serve on the Committee; 7. THAT Committee members shall serve for a term of two (2) years, or until such time as their successors are appointed. There shall be no limit upon the number of terms, including successive terms, that a Committee member may serve; and 8. THAT Committee members shall serve at the pleasure of, and may be removed by, the City Council of the City of Lubbock; and 9. THAT the Committee shall study and report back to the City Council, at a minimum, on an annual basis, and shall include with such report a summary of any findings or conclusions reached, as well as any recommendations made, by the Committee regarding the subject matter studied. 10. THAT unless renewed and extended by the City Council, the Committee shall be dissolved on January 1, 2023. 11. THAT the report of the ad hoc Emergency Medical Service Advisory Committee, established on February 16, 2016 by Resolution No. 2016-R0062, is hereby accepted by the City Council, and said committee is dissolved.
