This recommendation was presented to the entire Civic Lubbock, Inc. Board of Directors on December 13, 2016 and was approved as recommended. All applicants recommended for grant awards are in good standing with the City of Lubbock and Civic Lubbock, Inc. The Hotel Occupancy Tax allocated for the 2016 Cultural Arts Grant Program provided for $402,642.00 to be granted over two granting cycles. In addition, interest earned ($608.29) and carryover funds of $.15 from the 2015 Cultural Arts Grant Program are available for the 2016 program, making the amount designated for the 2016 Cultural Arts Grant Program a total of $403,250.44. The Board of Directors elected to absorb all expenses related to administering the program, therefore no administrative expenses were deducted and the entire allocation was available for the 2016 Cultural Arts Grant Program. The Cultural Arts Grant Review Committee is comprised of five members; three Civic Lubbock, Inc. Directors assigned by Civic Lubbock, Inc. and two members -at -large appointed by the City Council. A Grant Workshop was held on October 26, 2016 for organizations wishing to apply for a Cultural Arts Grant. Included among the workshop presenters were representatives from Visit Lubbock and the Lubbock Hotel Motel Association. Accompanying this document are the results of the Cultural Arts Grant Review Committee meeting held on December 8, 2016. Fifteen applications were received for this second grant (December 2016) funding cycle. All fifteen applications are recommended for full or partial funding. The total amount of funding requested for this grant cycle was $265,375.00 of which $181,460.00 is recommended for funding from the 2016 City of Lubbock Cultural Arts Grant Program. This amount will come from the remaining balance ($181,460.44) of the funds available for the 2016 Cultural Arts Grant Program, after the deduction of the first grant (June 2016) funding cycle. The unexpended $ .44 will be carried over to the 2017 grant program. The Civic Lubbock, Inc. Each One Reach One strives to bring music and arts education back to the students of East Lubbock. Each One Reach One believes that students can learn about success, self-esteem and teamwork through the tool of gospel music. The funds requested will be used to bring in gospel artists Paul Porter, Deborah Barnes, Carolyn Traylor and Buddy Buchanan to work with the students and perform at the event. Committee Comments: • Project has good educational and artistic merit • Applicant plans to block rooms at two local hotels • Applicant plans to target West Texas and Eastern New Mexico in their marketing using newspaper advertising, television spots and PSA's • Applicant plans to track tourism through audience surveys and hotel room blocks • Cultural Arts Grant funds recommended ($15,470) will be used towards the cost of Professional Services (Artist Fees) 1612-002 Ballet Lubbock Click Amount Requested: $ 7,500 Amount Recommended: $ 6,350 Ballet Lubbock requested $7,500 to assist with promotion/publicity associated with the presentation of their spring production of Click. The production will be performed on April 7-8, 2017 in the Lubbock Memorial Civic Center Theater. Ballet Lubbock has commissioned local musicians Amy and Scott Farris to compose an original 90-minutes ballet score. The eclectic score will feature a wide range of live musicians and music styles including classical, hip -hop, rock and electronic music to create a mixed -repertory program of vignettes. Local and guest choreographers will use the new music to develop new choreography that explores the relationship between technology and humanity. In addition, the production will utilize an extensive array of technologies including video mapping with original video productions, infrared lasers and modern stage lighting techniques that will interact with both dancers and musicians. 1 Committee Comments: • Project has strong artistic merit • Application indicates a good marketing plan for promoting the event outside the local area • Application indicates a substantial increase in tourism and room nights generated for the 2016 spring performance as well increased attendance over prior years; applicant is striving to continue to grow their already strong out-of-town audience • Applicant plans to block rooms at a local hotel • Cultural Arts Grant Funds recommended ($6,350) will be used towards the cost of Promotion/Publicity 1612-003 University Interscholastic League — TTU 2017 UIL Region 14A and 5A One -Act Play Competition Amount Requested: $ 7,900 Amount Recommended: $ 6,000 The University Interscholastic League-TTU requested $7,900 to assist with costs associated with hosting the UIL Region 1 4A and 5A One -Act Play Competition to be held April 4-7, 2017. The competition targets student thespians in 4A and 5A schools with the hopes of advancing to the State Competition. UIL expects over 1,300 visitors, including 350 competitors, to come to Lubbock for the competition. Region 1 consists of cities from El Paso to Dallas and from Amarillo to Junction. Committee Comments: • Project has good artistic and educational merit • Project has a strong history of generating room nights; application indicates a good plan for tracking tourism and room nights • Project is marketed to over 350 schools in Texas • Cultural Arts Grant funds recommended ($6,000) will be used towards the cost of Professional Services (Judges/Contest Hosts/Director/Timers) and/or Facility Rental 1612-004 University Interscholastic League — TTU 2017 UIL Summer Theatre/Technical Camps Amount Requested: $ 9,000 Amount Recommended: $ 6,000 The University Interscholastic League-TTU requested $9,000 to assist with costs associated with the UIL Summer Theatre/Technical Theatre Camps to be held July 5-15, 2017. The Theatre Camp focuses on the art of acting and will include auditions, casting and rehearsing for four plays as well as classes in movement, character development, voice and diction. In addition to the Theatre Camp, there will be a Technical Theatre Camp which will provide the students with training in lighting and set design, costume design and publicity package design. The culmination of the technical camp will be to construct all the sets, run the lights, design and 2 secure the costumes and run the four performances of plays performed by the Theatre camp students. The Camps will be marketed to all high schools in the state of Texas. Committee Comments: • Project has good artistic and educational merit • Application indicates a good marketing plan in place to generate overnight stays • Application indicates that the final performances by the students should bring in family members from around the state; additional potential for tourism and overnight stays • The Camps will be held at the same time as some of the Moonlight Musical and Concert in the Park performances; this will provide opportunities for cross -promotion and additional activities for family members accompanying the camp students • Cultural Arts Grant funds recommended ($6,000) will be used towards the cost of Professional Services (Camp Directors) and/or Supplies/Materials (Technical Theatre Supplies) 1612-005 Lubbock Community Theatre Lubbock Community Theatre 2017 Spring Season Amount Requested: $ 9,000 Amount Recommended: $ 6,000 The Lubbock Community Theatre requested $9,000 to assist with professional services and promotion/publicity for its 2017 Spring Season. The spring productions, with 34 total performances, will include the Pulitzer Prize and multiple Tony Award winning The God of Carnage, the production Over the River and Into the Woods, a story of three generations of a family and a Summer Theatre for Youth production. The performances will be held on various dates between March 1 and August 31, 2016. Committee Comments: • Project has good artistic merit • A large number of TTU, LCU and high school students are used in the productions; creates the potential to generate tourism through family members visiting Lubbock to attend the performances • Applicant plans to list the performances on the Visit Lubbock website and continue to use television/radio promotion as well as online social media to market the performances • Application indicates strong foundation grant support • Tourism tracking will be accomplished by tracking zip codes through their online ticketing service; applicant will also be using an audience survey form to gather additional hotel usage/tourism data • Cultural Arts Grant funds recommended ($6,000) are to be used towards the cost of Professional Services — Directors/Designers/Technicians ($1,000) and Promotion/Publicity ($5,000) 3 1612-006 Lubbock Christian University Choir LCU/Wayland Baptist University Combined Choir Amount Requested: $ 9,000 Amount Recommended: $ 5,000 Lubbock Christian University Choir requested $9,000 for orchestra musicians' services and advertising for the April 7, 2017 combined choral concert featuring the Lubbock Christian University and Wayland Baptist University choirs. The choirs will be performing Morten Lauridsen's "O Nata Lux" and Ola Gjeilo's "Dark Knight of the Soul" and "Luminous Night of the Soul." While spring choral concerts have been a tradition at LCU, the combined concerts began in 2008 as an effort to perform oratorio -style major choral works that employ both a choir of over 120 voices and a full orchestra. Committee Comments: • Project has good artistic merit • Application indicates that tourism numbers and room nights generated have increased over prior years • The application indicates that marketing efforts will be targeted to alumni and families of current students from both Universities; applicant also plans to post the event on state tourism websites. and Visit Lubbock's website; will provide postcards to local hotels • Applicant plans to block rooms at a local hotel • Cultural Arts Grant funds recommended ($5,000) will be used towards the cost of Professional Services (Orchestra Musicians) and/or Promotion/Publicity 1612-007 Art League of West Texas Foundation Art League of West Texas Foundation 2017 Spring Show Amount Requested: $ 525 Amount Recommended: $ 525 The Art League of West Texas Foundation requested $525 to assist with costs associated with their Spring Show which will be held April 7 - May 21, 2017 at the Buddy Holly Center. The Art League of West Texas Foundation supports artists of numerous 2D and 3D artistic media. The organization hopes to expand the participation of LISD students for this show. Committee Comments: • Project has good artistic merit • Applicant has a good marketing plan in place; plans to promote the show through various online tourism websites and calendars • The artists exhibiting in the Spring Show will gain additional exposure through the many tourists who visit the Buddy Holly Center • Applicant is hoping to continue to work with LISD and expand the participation which will introduce the more students to the local art community • Cultural Arts Grant funds recommended ($525) will be used towards the cost of Professional Services (Judge) and Other (Artist Awards) M 1612-008 West Texas Watercolor Society West Texas Watercolor 2017 Spring/Summer Membership Show Amount Requested: $ 650 Amount Recommended: $ 650 The West Texas Watercolor Society requested $650 to assist with the costs associated with the presentation of its Spring/Summer Membership Show which will be held at the Municipal Garden and Arts Center from June 2-June 30, 2017. The West Texas Watercolor Society strives to promote the highest aesthetic standards and the interchange of ideas among persons interested in all forms of watermedia. The exhibit will be in place for the June First Friday Art Trail which will provide an opportunity for additional audiences to view the artwork. Exhibiting artists are encouraged to attend the First Friday Art Trail to interact with the public. Committee Comments: • Project has good artistic merit • Applicant has a good marketing plan in place; plans to promote the show through various online tourism websites and calendars • Application indicates a good history of room night and tourism numbers • Grant funds will enable the organization to attract quality artists and judges • Cultural Arts Grant funds recommended ($650) will be used towards the cost of Professional Services (Artist Judge) and Other (Artist Awards) 1612-009 Lubbock Arts Alliance, Inc. 39th Annual Lubbock Arts Festival Amount Requested: $46,000 Amount Recommended: $36,000 The Lubbock Arts Alliance requested $46,000 to assist with artist/performer fees and promotion/publicity associated with the 39th Annual Lubbock Arts Festival to be held on April 21-23, 2017 at the Lubbock Memorial Civic Center. The theme of the 2017 Festival will be "A Tribute to Fairytales" and will include a full-length theatrical performance of "Peter Pan", produced and presented by Moonlight Musicals; a 40' tank containing a real life swimming mermaid; an enchanted forest of animals made of plastic bags; and artistically altered princess slippers. The featured artist will be Tim Oliver who uses watercolor to paint bold colorful West Texas landscapes. Other components of the Festival will include booth artists from around the nation, demonstrating artists, a Juried Gallery, a Children's Art Area, Young Artist and Writers Competitions, School Day and multiple performance stages. Committee Comments: • Project has strong artistic merit • Good collaboration with other arts groups to have additional activities during the Festival, i.e. Lubbock Moonlight Musicals • Applicant continues to bring in innovative and unique exhibits to stimulate interest in the Festival; attendance continues to maintain good numbers • Application indicates a growing history of room night and tourism numbers Application indicates strong corporate and other grant/foundation support Cultural Arts Grant funds recommended ($36,000) will be used towards the cost for Professional Services (Artists/Performers) and/or Promotion/Publicity 1612-010 Lubbock Arts Alliance, Inc. Maines Brothers Band 2017 Amount Requested: $25,000 Amount Recommended: $15,000 The Lubbock Arts Alliance requested $25,000 to assist with artist fees associated with producing the Maines Brothers Band 2017 concert at the Lubbock Memorial Civic Center on August 12, 2017. This project seeks to further develop Lubbock as an arts destination by highlighting the legacy of local artists who have made an impact on the national music scene. All original members of The Maines Brothers Band will be performing. Committee Comments: • Project has good artistic merit • Project has good potential for generating tourism as the Maines Brothers Band only performs when all band members are available to perform • Application indicates that fans well beyond the Lubbock area come to their performances; as mentioned in the application, 30% of the 2016 audience came from outside of Lubbock, including fans from throughout Texas as well as New Mexico, Oklahoma and Montana • Application indicates good marketing strategies; applicant plans to use local, regional and state-wide media • Applicant plans to block rooms at a local hotel • Cultural Arts Grant funds recommended ($15,000) will be used towards the cost of Professional Services (Performer Fees) 1612-011 Broadway Festivals, Inc. 2017 Fourth on Broadway Celebration Amount Requested: $50,000 Amount Recommended: $35,115 Broadway Festivals requested $50,000 for the 2017 Fourth on Broadway Celebration to be held on July 2-4, 2017 with activities to be held at Mackenzie Park and the Lubbock County Courthouse Square. The 2017 event will include La Raza on the Plaza featuring Tejano music, a Texas Country Street Dance, a Parade, a Classic Car Show, Picnic in the Park with 300 singers and musicians performing on four different stages, a massive Kid's Area, and an Evening Concert with fireworks choreographed to the live music of the Youth Orchestra. The grant funds requested will be used to secure the headliner acts for both the Street Dance and La Raza on the Plaza events. Committee Comments: 0 • The music components of the project reflect strong artistic merit • Application indicates strong tourism and room night numbers were generated the 2016 event; this was largely due to the establishment of a subcommittee that formulated and executed new strategies in collecting demographic and geographic information from attendees • Applicant plans to block rooms at local hotels with the assistance of Visit Lubbock • Application indicates that a marketing committee will be put in place to brainstorm new and innovative ways to expand the reach of their marketing efforts • Application indicates strong in -kind and corporate support • Cultural Arts Grant Funds recommended ($35,115) will be used toward the cost of Professional Services (Music Contract) 1612-012 Cindy Hughlett Music Ministry Richie McDonald — Smallest Gifts Amount Requested: $10,000 Amount Recommended: $ 7,500 Cindy Hughlett Music Ministry requested $10,000 to assist with promotion/publicity and professional stage set design/production for a family concert event benefitting Texas Boys Ranch featuring Richie McDonald. The Concert will be held in June 24, 2017 in the Civic Center Theater. In previous years, Cindy Hughlett Music Ministry has brought in national major label musical artists for a family concert event. In addition, the concerts typically debuts local artists giving them an opportunity to perform at a major concert event. Committee Comments: • Project has artistic merit • Application indicates a good marketing plan to promote the event; will utilize regional and state tourism websites, promote the event on area event calendars and social media platforms and run promotional ads in area newspapers • Application indicates strong in -kind and corporate support • Application indicates that tourism will be tracked through tickets sold through Select -a - Seat and its zip code tracking capabilities • Cultural Arts Grant funds recommended ($7,500) will be used towards the cost of Promotion/publicity and/or Professional Services (Stage Production) 1612-013 Lubbock Moonlight Musicals, Inc. Lubbock Moonlight Musicals 2017 Summer Season Amount Requested: $35,000 Amount Recommended: $26,500 Lubbock Moonlight Musicals requested $35,000 to assist with the cost of producing the Lubbock Moonlight Musicals 2017 Summer Season. The season will feature three large-scale musical theatre productions presented throughout the summer of 2017 at the Moonlight Musicals 7 Amphitheatre. The shows planned are The Adventures of Tom Sawyer. Sister Act, and Seven Bridges for Seven Brothers. The 20 performances will feature local artistic talent, students from the Texas Tech University College of Visual and Performing Arts, other college age students of the area, high school students from Lubbock ISD, Lubbock Cooper ISD, and Frenship ISD and students from other area middle schools and high schools with professional stage direction, choreography and musical leadership. Committee Comments: • Project has strong artistic merit and strong educational value for the students who participate in the productions • Application indicates increases in tourism numbers and room nights generated over the prior year; historically, overall attendance numbers have been strong • Application indicates that zip code tracking through the use of Select -a -Seat will be used for tracking tourism • Applicant plans to promote the shows to touring bus companies to generate additional tourism • Application indicates strong foundation grant support • Cultural Arts Grant funds recommended ($26,500) will be used towards the cost of Professional Services (Professional Orchestra), Rentals (Royalties/Music/Scripts) and/or Promotion/Publicity 1612-014 Louise Hopkins Underwood Center for the Arts Latino Arts and Culture Festival Amount Requested: $16,500 Amount Recommended: $10,350 The Louise Hopkins Underwood Center for the Arts (LHUCA) requested $16,500 to assist with performer fees and promotion/publicity for a two-day Latino Arts and Culture Festival to be held on April 7-8, 2017. Highlights of the Festival will include three Latino exhibitions featuring 12 Texas artists of all media; musical and dance performances featuring both local and regional bands; a variety of children's activities; and an arts and crafts show and sale by local and regional Latino/Latina artists. The activities will be held on the Plaza, in the Icehouse and Graffiti Buildings, in the Firehouse Theatre and in the main exhibitions spaces, all on the LHUCA Campus. Committee Comments: • Project has strong artistic and cultural merit • Since this is a new project, there is no history of room nights or tourism; however LHCUA has established a Latino Advisory Committee that includes representatives from Texas Tech as well as Latino/Latina artists and musicians to help promote and implement the project. • The application indicates a good marketing plan that will target the South Plains, throughout Texas and Eastern New Mexico; marketing and curatorial materials will be in English and Spanish; the members of the Latino Advisory Committee will publicize the project to their constituents, including alumni of TTU; applicant also plans to encourage 8 regional and national bloggers to preview and/or review the exhibition and festival programming on their blogs • Application indicates strong corporate and foundation grant support • Cultural Arts Grant funds recommended ($10,350) will be used towards the cost of Professional Services (Performer Fees) and/or Promotion/publicity 1612-015 Lubbock Centro Aztlan/Ballet Folklorico Aztlan Viva Aztlan Festival 2017 Amount Requested: $ 8,000 Amount Recommended: $ 5,000 Lubbock Centro Aztlan requested $8,000 to assist with professional services and promotion/publicity for Viva Aztlan Festival 2017 which will be held March 10-11, 2017 at the Lubbock Memorial Civic Center. The two-day Festival will include Mexican folklore dance groups of all ages competing and participating in workshops taught by Masters of the field. Folklorico groups are invited from all over the nation to compete and display their artistry and traditions of Mexico through dance and music on a professional stage. Other activities planned include a jam session with local Mariachi groups on Friday evening and a performance on Saturday evening by three -time winner of the Houston Rodeo Mariachi Competition, Mariachi Azteca from San Antonio.
