HomeMy WebLinkAboutResolution - 2016-R0153 - High Plains Underground Water Conservation District No. 1 - 04/28/2016Resolution No.2016-R0153 Item No.6.14 April 28, 2016 RESOLUTION BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK THAT the Mayor of the City of Lubbock is hereby authorized and directed to execute for and on behalf of the City of Lubbock, a Grant Funding Agreement by and between the City of Lubbock and High Plains Underground Water Conservation District No. 1 for Research of the Dockum Aquifer in the amount of $100,000.00,and related documents.Said Agreement is attached hereto and incorporated in this resolution as if fully set forth herein and shall be included in the minutes of the Council. This agreement is entered into between High Plains Underground Water Conservation District No.1 (HPWD) and City of Lubbock ("grantee"). 2. HPWD wishes to promote study and understanding of the Dockum aquifer. The HPWD board of directors was given an overview of the project and request for funding at its regular meeting on March 8, 2016. 3. The HPWD board subsequently approved a request for funding from the City of Lubbock in the amount of $100,000. The funding source is the HPWD Designated Fund for Technical Development. 4. Based on the proposed task budget, HPWD will provide geophysical logging via its existing agreement with the USGS, and a cash contribution up to $90,000. 5. The grantee acknowledges receipt of the HPWD research/demonstration policy and will adhere to its provisions. 6. The grantee shall deliver a progress report to the HPWD general manager no later than July 1, 2017. The progress report shall include: ■ Successes or setbacks observed with the project. ■ Conservation impacts to the District. • Budget and expense report showing how the grant funding was spent. 7. The HPWD Board of Directors requires a progress report/final report to be presented at one of its regular monthly meetings during the 2017 fiscal year. 8. Grantee will share all data, findings, conclusions and reports with HPWD. HPWD shall be allowed to review all such information at any time it is requested. 9. All news releases, news articles, or other information submitted to the media or other outlets relating to the project will be forwarded to HPWD for review/comment prior to release. All such media information shall recognize HPWD as a sponsor of the project. This agreement is entered into this, the 28th day of April, 2016.
