RESOLUTION
WHEREAS,the CityCouncil previously authorizedthe CityManagerto submit
an application tothe Office of the Governor fora Homeland Security Grant to purchase
lifesafetyequipmentto supportthe missionsof the LubbockFireRescue specialty teams,
as set forth in 2015-R0275;and
WHEREAS, if a grant was awarded, the City Manager was directed to present the
amount,terms and conditions of any such grant to the Council for approval prior to
acceptance of any grant funding; and
WHEREAS,the Office of the Governor has tentatively awarded a Homeland
Security grant in the amount of $28,490 for the benefit of the City of Lubbock;
NOW THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
LUBBOCK:
THAT the City Manager is hereby authorized to accept life safety equipment
purchased through successful application to the Homeland Security Grant Program
administered by the Office of the Governor in the amount of $28,490. The equipment will
be purchased by the South Plains Association of Governments,the local sub-granlee for
the Homeland Security Grant Program,and provided to the City of Lubbock to support
the missions of the Lubbock Fire Rescue Hazardous Materials team.

The City Manager is hereby authorized to accept life safety equipment purchased through a successful
application to the Homeland Security Grant Program administered by the Office of the Governor in the
amount of $28,490. The equipment will be purchased by the South Plains Association of Governments, the
local sub -grantee for the Homeland Security Grant Program. The equipment will be used to support the
missions of the Lubbock Fire Rescue Hazardous Materials teams.
Item Summary
The Homeland Security Grant Program (HSGP) is one tool among a comprehensive set of measures
authorized by Congress and implemented by the Administration to help strengthen the Nation against risks
associated with acts of terrorism and other catastrophic events. The HSGP plays an important role in the
implementation of the National Preparedness System by supporting the building, sustainment, and delivery
of core capabilities essential to achieving the National Preparedness Goal of a secure and resilient Nation.
One aspect of the HSGP is the State Homeland Security Program (SHSP). The goal of the SHSP is to
support the implementation of the National Preparedness System to address planning, organization,
equipment, training, and exercise needs to prevent, protect against, mitigate, respond to, and recover from
acts of terrorism and other catastrophic events. SHSP also provides funding to implement initiatives that
address shortfalls and deficiencies identified in the State Preparedness Report.
No match is required for any grant monies received through the SHSP grant.
The SHSP grant for Texas is administered by the Office of the Governor.
Lubbock Fire Rescue was awarded $28490 in funds for the purchase of a handheld chemical identifier for
use by the Lubbock Fire Rescue HazMat Team. The handheld identifier applications include detection of
chemical weapons, explosives, hazardous materials and unknown solid, liquids and powders.
Fiscal Impact
The will be no fiscal impact to the City of Lubbock for the purchase of this equipment.
