HomeMy WebLinkAboutResolution - 2016-R0027 - Annexation W Of I27, East Of Ave P, CR 5900 And CR 5800 - 01/14/2016Resolution No. 2016-R0027 I M 111M MVA IJanuaryl4, 2016 RESOLUTION WHEREAS, the City Council of the City of Lubbock recognizes the value of in- depth, relevant discussion on certain matters within the jurisdiction of the City Council, as well as the input of key participants and stakeholders in those matters; and WHEREAS, in light of continued population growth and migration trends in the Lubbock metropolitan area, the City Council desires to have a more comprehensive understanding of the intricacies of the annexation process, the implications of community growth for that process, as well as meaningful recommendations regarding present and future annexations initiatives by the City of Lubbock; and WHEREAS, the City Council, on October 23, 2014, by way of Resolution 2014- R0358, created the Annexation and Growth Advisory Committee (the "Committee") to study the issues of growth and annexation and their impact on City of Lubbock development and infrastructure, and to report its findings and recommendations to City Council; and WHEREAS, the Committee presented its findings and recommendations to the City Council, and on September 10, 2015, the City Council adopted the Committee's Annexation and Growth Policy Report (the "Report") by way of Resolution 2015-R0306; and WHEREAS, the City Council, by way of Resolution 2015-R0307, tasked the Committee to hold regular meetings to continue to study the issues of growth and annexation and their impact on City of Lubbock development and infrastructure, to develop an annexation schedule based on the initiatives set forth in the Report, and to recommend to the City Council specific annexation projects that correlate with the annexation schedule adopted by the Committee; NOW, THEREFORE: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: A. THAT the City Council herein accepts the Committee's recommendation to annex the area generally described as a 300 -acre tract of land south of County Road 5800, east of Avenue P, north of County Road 5900, and west of the current city limits running along Ash Avenue (see Exhibit A), and with such recommendation being based on the Committee's findings that the annexation in this area will improve the Interstate 27 corridor north of Lubbock and will promote commercial, manufacturing, and industrial development in the area (see Exhibit B); and B. THAT the City Council hereby authorizes and directs City Staff to begin drafting, preparing, and assembling the necessary documentation required for the annexation of the property described in Exhibit A, including, but not limited to, a development agreement with the current land owner(s), a survey of the land, and an annexation service plan. Annexation & Growth Committee— Suggested Annexation —Area North of the City Limits— Amended January 15, 2016 No Text EXHIBIT COMMITTEE RESOLUTION WHEREAS, the City Council, by way of Resolution 2015-R0307, tasked the Annexation and Growth Committee (the "Committee") to hold regular meetings to continue to study the issues of growth and annexation and their impact on City of Lubbock development and infrastructure, to develop an annexation schedule based on the initiatives set forth in the Annexation and Growth Policy Report (the "Report") adopted by the City Council on September 10, 2015, and to recommend to the City Council specific annexation projects that correlate with the annexation schedule adopted by the Committee; NOW, THEREFORE: BE IT RESOLVED BY THE ANNEXATION AND GROWTH COMMITTEE: THAT the Committee recommends that the City Council authorize the annexation of the area described in the Report as "Area H," otherwise generally described as all of the land lying north and west of the current city limits near Interstate Highway 27, south of County Road 5800, and east of Avenue P, with such recommendation being based on the Committee's findings that the annexation of this area will improve the Interstate 27 corridor north of Lubbock and will promote commercial, manufacturing, and industrial development in the area.
