RESOLUTION
WHEREAS, the City Council of the City of Lubbock recognizes the value of in-
depth, relevant discussion on certain matters within the jurisdiction of the City Council,
as well as the input of key participants and stakeholders in those matters; and
WHEREAS, in light of continued population growth and migration trends in the
Lubbock metropolitan area, the City Council desires to have a more comprehensive
understanding of the intricacies of the annexation process, the implications of community
growth for that process, as well as meaningful recommendations regarding present and
future annexations initiatives by the City of Lubbock; and
WHEREAS, the City Council, on October 23, 2014, by way of Resolution 2014-
R0358, created the Annexation and Growth Advisory Committee (the "Committee") to
study the issues of growth and annexation and their impact on City of Lubbock
development and infrastructure, and to report its findings and recommendations to City
Council; and
WHEREAS, the Committee presented its findings and recommendations to the
City Council, and on September 10, 2015, the City Council adopted the Committee's
Annexation and Growth Policy Report (the "Report") by way of Resolution 2015-R0306;
and
WHEREAS, the City Council, by way of Resolution 2015-R0307, tasked the
Committee to hold regular meetings to continue to study the issues of growth and
annexation and their impact on City of Lubbock development and infrastructure, to
develop an annexation schedule based on the initiatives set forth in the Report, and to
recommend to the City Council specific annexation projects that correlate with the
annexation schedule adopted by the Committee; NOW, THEREFORE:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
A. THAT the City Council herein accepts the Committee's recommendation
to annex the area generally described as lying south of the current city limits, east of
proposed Avenue U, approximately 660 feet south of CR 7500, and no further west than
Milwaukee Avenue (see Exhibit A), and with such recommendation being based on the
Committee's findings that the area is adjacent to a high growth area in Lubbock, is
currently composed of primarily vacant land, and future development of the area will
maximize the efficiency of the 130th Street sewer main (see Exhibit B); and
B. THAT the City Council hereby authorizes and directs City Staff to begin
drafting, preparing, and assembling the necessary documentation required for the
annexation of the property described in Exhibit A, including, but not limited to, a
development agreement with the current land owner(s), a survey of the land, and an
annexation service plan.

initiatives set forth in the Report, and to recommend to the City Council specific
