This recommendation was presented to the entire Civic Lubbock, Inc. Board of Directors on December 15, 2015 and was approved as recommended. All applicants recommended for grant awards are in good standing with the City of Lubbock and Civic Lubbock, Inc. The Hotel Occupancy Tax allocated for the 2015 Cultural Arts Grant Program provided for $380,150.06 to be granted over two granting cycles. In addition, interest earned ($784.89) and retumed/unused grant funds from the 2014 Cultural Arts Grant Program ($7,157.20) are available for the 2015 program, making the amount designated for the 2015 Cultural Arts Grant Program a total of $388,092.15. The Board of Directors elected to absorb all expenses related to administering the program, therefore no administrative expenses were deducted and the entire allocation was available for the 2015 Cultural Arts Grant Program. The Cultural Arts Grant Review Committee is comprised of five members; three Civic Lubbock, Inc. Directors assigned by Civic Lubbock, Inc. and two members -at -large appointed by the City Council. A Grant Workshop was held on November 3, 2015 for organizations interested in applying for a Cultural Arts Grant. Included among the workshop presenters were representatives from the Lubbock Hotel -Motel Association and Visit Lubbock (the Lubbock Convention and Visitors Bureau). Accompanying this document are the results of the Cultural Arts Grant Review Committee meeting held on December 8, 2015. Fourteen applications were received for the second grant (December 2015) funding cycle. All fourteen applications are recommended for full or partial funding. The total amount of funding requested for this grant cycle was $217,675.00 of which $193,392.00 is recommended for funding from the City of Lubbock Cultural Arts Grant Program. This amount will come from the remaining balance ($193,392.15) of the funds available for the 2015 Cultural Arts Grant Program, after the deduction of the first grant (June 2015) funding cycle. The unexpended $ .15 will be carried over to the 2016 grant program. The Civic Lubbock, Inc. Board of Directors requests that the City Council consider approval of the Cultural Arts Grant allocations in the amount of $193,392.00 as recommended by the Cultural Arts Grant Review Committee and approved by the Civic Lubbock, Inc Board. The show provides artists more creative license in the use of water media and materials as they create their original art pieces for the show. The exhibit will be in place for the April First Friday Art Trail which will provide an opportunity for additional audiences to view the artwork. Exhibiting artists are encouraged to attend the First Friday Art Trail to interact with the public. Committee Comments: • Project has good artistic merit • Applicant has a good marketing plan in place; plans to promote the show through various online tourism websites and calendars • Application indicates a good history of room night and tourism numbers • The artists will gain additional exposure through the many tourists who visit the Buddy Holly Center; • Funds will enable the organization to attract quality artists and judges • Cultural Arts Grant funds recommended ($750) will be used towards the cost of Professional Services (Artist Judge) and Other (Artist Awards) 1512-002 Lubbock Arts Alliance, Inc. 38th Annual Lubbock Arts Festival Amount Requested: $35,000 Amount Recommended: $34,250 The Lubbock Arts Alliance requested $35,000 to assist with artist/performer fees and promotion/publicity associated with the 38th Annual Lubbock Arts Festival to be held on April 15-17, 2016 at the Lubbock Memorial Civic Center. Highlights of the Festival will be "Let Them Eat Art", an exhibit and demonstration featuring the creation of a large sculpture made entirely from butter by artist Jim Victor; a "Canstruction" public art display featuring an original sculpture made out of cans of food; and a storytelling performance of "Hank the Cowdog" by its author, John Erickson. Other components of the Festival will include booth artists from around the nation, demonstrating artists, a Juried Gallery, a Children's Art Area, Young Artist and Writers Competitions, School Day and multiple performance stages. Committee Comments: • Project has strong artistic merit • Applicant continues to bring in innovative and unique exhibits to stimulate interest in the Festival; attendance continues to maintain good numbers • Application indicates a good history of room night and tourism numbers • Application indicates strong corporate and other grant/foundation support • Cultural Arts Grant funds recommended ($34,250) will be used towards the cost for Professional Services (Artists/Performers) and Promotion/Publicity 1512-003 University Interscholastic League — TTU 2016 UIL Region 14A and 5A One -Act Play Competition Amount Requested: $ 7,900 Amount Recommended: $ 7,150 The University Interscholastic League-TTU requested $7,900 to assist with costs associated with hosting the UIL Region 1 4A and 5A One -Act Play Competition to be held April 19-21, 2016. The competition targets student thespians in 4A and 5A schools with the hopes of advancing to the State Competition. UIL expects over 700 visitors, including 300 competitors, to come to Lubbock for the competition. Region 1 consists of cities from El Paso to Dallas and from Amarillo to Junction. Committee Comments: • Project has good artistic and educational merit • Project has a strong history of generating room nights; application indicates a good plan for tracking tourism and room nights • Project is marketed to over 350 schools in Texas • Cultural Arts Grant funds recommended ($7,150) will be used towards the cost of Professional Services (Judges/Contest Hosts/Manager/Timers) and Facility Rental 1512-004 Art League of West Texas Foundation Art League of West Texas Foundation 2016 Spring Show Amount Requested: $ 525 Amount Recommended: $ 375 The Art League of West Texas Foundation requested $525 to assist with costs associated with their Spring Show which will be held March 18 -April 24, 2016 at the Buddy Holly Center. The Art League of West Texas Foundation supports artists of numerous 213 and 3D artistic media. Committee Comments: • Project has good artistic merit • Applicant has a good marketing plan in place; plans to promote the show through various online tourism websites and calendars The artists exhibiting in the Spring Show will gain additional exposure through the many tourists who visit the Buddy Holly Center Applicant is hoping to work with LISD and open the show to middle school art students which will introduce the students more fully to the local art community Cultural Arts Grant funds recommended ($375) will be used towards the cost of Professional Services (Judge) and/or Other (Artist Awards) 1512-005 Lubbock Moonlight Musicals, Inc. Lubbock Moonlight Musicals 2016 Summer Season Amount Requested: $35,000 Amount Recommended: $34,000 Lubbock Moonlight Musicals requested $35,000 to assist with the cost of producing the Lubbock Moonlight Musicals 2016 Summer Season. The season will feature three large-scale musical theatre productions presented throughout the summer of 2016 at the Moonlight Musicals Amphitheatre. The shows planned are Seussical the Musical, The Pirates of Penzance, and Rodgers and Hammerstein's Carousel. The performances will feature local artistic talent, students from the Texas Tech University College of Visual and Performing Arts, other college age students of the area, high school students from Lubbock ISD, Lubbock Cooper ISD, and Frenship ISD and students from other area middle schools and high schools with professional stage direction, choreography and musical leadership. Committee Comments: • Project has strong artistic merit and strong educational value for the students who participate in the productions • Application indicates good attendance numbers, particularly the last two seasons • Application indicates that zip code tracking through the use of Select -a -Seat will be used for tracking tourism • Application indicates strong foundation grant support • Cultural Arts Grant funds recommended ($34,000) will be used towards the cost of Professional Services (Professional Orchestra), Rentals (Royalties/Music/Scripts) and Promotion/Publicity 1512-006 Lubbock Arts Alliance, Inc. Maines Brothers Band: Celebrating 50 Years of Making Music Amount Requested: $25,000 Amount Recommended: $18,617 The Lubbock Arts Alliance requested $25,000 for to assist with artist fees associated with producing a concert, Maines Brothers Band: Celebrating 50 Years of Making Music, at the Lubbock Memorial Civic Center on June 25, 2016. This project seeks to further develop Lubbock as an arts destination by highlighting the legacy of local artists who have made an impact on the national music scene. All original members of The Maines Brothers Band will be performing. Committee Comments: • Project has good artistic merit • Project has good potential for generating tourism as the Maines Brothers Band only performs when all band members are available to perform, which isn't that often • Application indicates that fans well beyond the Lubbock area come to their performances; as mentioned in the application, fans from throughout Texas as well as New Mexico, Wyoming, Colorado and Virginia attended the 2015 concert • Application indicates a good plan for marketing outside the region • Applicant plans to block rooms at a local hotel • Application indicates that, due to the overwhelming response to the 2015 Maines Brothers Band event, applicant plans to schedule the Maines Brothers Band to perform on an annual basis • The committee suggested that the applicant might want to consider highlighting other local artists when planning future concerts, either as opening acts or as headliners • Cultural Arts Grant funds recommended ($18,617) will be used towards the cost of Professional Services (Artist Fees) 1512-007 Lubbock Symphony Orchestra, Inc. North American Saxophone Alliance Conference — LSO Featured Concert Amount Requested: $ 8,000 Amount Recommended: $ 7,500 Lubbock Symphony Orchestra requested $8,000 to assist with promotion/publicity costs associated with the presentation of a featured symphony concert in conjunction with the North American Saxophone Alliance (NASA) Biennial Conference. This international conference draws hundreds of professional performers, university professors, public school teachers, students of all levels and others from all over the world. The Concert will be performed on March 11, 2016 at the Broadway Church of Christ. Musicians performing with the Symphony will include alto saxophonist Julia Nolan, the Mana Saxophone Quartet, alto saxophonist Taimur Sullivan, alto saxophonist Claude Delangle and soprano saxophonist Kenneth Tse. The Lubbock Symphony Orchestra is collaborating with this year's NASA Host and Texas Tech University Professor of Saxophone David Dees to promote the concert. Committee Comments: • Project has strong artistic merit • Since this is a new project, there is no history of room night or tourism numbers; however the application indicates that the conference itself will generate national and international attendees • Application indicates that hotel room blocks are being held at six local hotels • Application indicates a good plan for tracking room nights and tourism • Application indicates strong corporate support • Cultural Arts Grant funds recommended ($7,500) will be used towards the cost of Promotion/Publicity Id 1512-008 Louise Hopkins Underwood Center for the Arts Exhibition Promotion for "Ezio Gribaudo: Theatres of Memory" Amount Requested: $14,500 Amount Recommended: $13,500 The Louise Hopkins Underwood Center for the Arts requested $14,500 to assist with promoting an exhibition featuring the work of artist Ezio Gribaudo of Turin, Italy. This special exhibition will be held at the Underwood Center for the Arts during the months of April and May of 2016. The Underwood Center is partnering with Texas Tech University, specifically Victoria Surliuga who is an Associate Professor of Italian at Texas Tech and who will be curating the exhibit. This exhibition represents a rare opportunity to present the work of an internationally recognized artist and art publisher. Ezio Gribaudo's artistic roots are in modernism and surrealism. The Underwood Center will be the only venue in the U.S. that will exhibit the artist's paintings and sculptures. In addition to cultural tourists, Italian diplomats representing the Consulates and Italian Institutes in Houston and Los Angeles will be present for the opening of the exhibition. Committee Comments: • Project has strong artistic merit • The application indicates a good marketing plan that includes not only regional advertising, but listing the exhibition on numerous tourism websites and nationally distributed art and travel magazines; applicant also plans to encourage regional, national and international arts writers to list, preview and review the exhibition in their publications and blogs • Since this is a new project, there is no history of room nights or tourism; however the exhibition has the potential to generate tourism since it will be the only venue in the US that will exhibit this artist's work • Application plans to block rooms at a local hotel • Application indicates strong foundation grant support • Cultural Arts Grant funds recommended ($13,500) will be used towards the cost of Promotion/Publicity 1512-009 University Interscholastic League — TTU 2016 UIL Summer Theatre/Technical Camps Amount Requested: $ 9.000 Amount Recommended: $ 9,000 The University Interscholastic League-TTU requested $9,000 to assist with costs associated with the UIL Summer Theatre/Technical Theatre Camps to be held July 5-17, 2016. The Theatre Camp focuses on the art of acting and will include auditions, casting and rehearsing for four plays as well as classes in movement, character development, voice and diction. In addition to the Theatre Camp, there will be a Technical Theatre Camp which will provide the students with training in lighting and set design, costume design and publicity package design. The culmination of the technical camp will be to construct all the sets, run the lights, design and secure the costumes and run the four performances of plays performed by the Theatre camp students. The Camps will be marketed to all high schools in the state of Texas. 5 Committee Comments: • Project has strong artistic and educational merit • Application indicates that the final performances by the students should bring in family members from around the state; good potential for tourism and overnight stays • The Camps will be held at the same time as some of the Moonlight Musical and Concert in the Park performances; this will provide opportunities for cross -promotion and additional activities for family members accompanying the camp students • Cultural Arts Grant funds recommended ($9,000) will be used towards the cost of Professional Services (Camp Directors) and Supplies/Materials (Technical Theatre Supplies) 1512-010 Lubbock Community Theatre Lubbock Community Theatre 2016 Spring Season Amount Requested: $ 9,500 Amount Recommended: $ 9,150 The Lubbock Community Theatre requested $9,500 to assist with promotion and publicity for their 2016 Spring Season. The spring productions, with 26 total performances, will include Other Desert Cities and Leading Ladies and a Summer Theatre for Youth production. The performances will be held on various dates between March 1 and August 31, 2016. Committee Comments: • Project has good artistic merit • A large number of TTU students are used in the productions; creates the potential to generate tourism through family members visiting Lubbock to attend the performances • Applicant plans to list the performances on the Visit Lubbock website and continue to use television/radio promotion as well as online social media to market the performances • Application indicates strong foundation grant support • Tourism tracking is accomplished by tracking zip codes through their online ticketing service; applicant is revising their information form to gather additional hotel usage data • Cultural Arts Grant funds recommended ($9,150) will be used towards the cost of Promotion/Publicity 1512-011 Cindy Hughlett Music Ministry Richie McDonald Concert Amount Requested: $ 5,000 Amount Recommended: $ 5,000 Cindy Hughlett Music Ministry requested $5,000 to assist with promotion/publicity for a concert featuring one of country's best singer/songwriters, Richie McDonald. The Concert will be held in June of 2016 in the Civic Center Theater. In previous years, Cindy Hughlett Music Ministry has brought in national major label musical artists for a family concert event. 0 Committee Comments: • Project has good artistic merit • Application indicates a good marketing plan to promote the event throughout the region • Application indicates good in-kind and corporate support • Application indicates that tourism will be tracked through tickets sold through Select -a - Seat and its zip code tracking capabilities • Cultural Arts Grant funds recommended ($5,000) will be used towards the cost of Promotion/Publicity 1512-012 Ballet Lubbock Snow White Amount Requested: $ 7,500 Amount Recommended: $ 7,500 Ballet Lubbock requested $7,500 to assist with promotion and publicity associated with the presentation of their spring production of Snow White. The production will be performed on April 8-10, 2016 in the Lubbock Memorial Civic Center Theater and will include three ticketed performances and a free outreach performance. This will be the first year that Ballet Lubbock will present an outreach performance of their spring performance. Snow White will feature original choreography and utilize over 75 students from the Lubbock Ballet School and Ballet Lubbock Company. Committee Comments: • Project has strong artistic merit • Application indicates a good marketing plan for promoting the event outside the local area • Applicant plans to block rooms at a local hotel • Application indicates strong corporate and foundation grant support • Cultural Arts Grant Funds recommended ($7,500) will be used towards the cost of Promotion/Publicity 1512-013 Broadway Festivals, Inc. 2016 Fourth on Broadway Celebration Amount Requested: $50,000 Amount Recommended: $37,600 Broadway Festivals requested $50,000 for the 2016 Fourth on Broadway Celebration to be held on July 2-4, 2016 with activities to be held at Mackenzie Park and the Lubbock County Courthouse Square. The 2016 event will include a Street Dance on July 2nd featuring regional Texas Country Bands with a prominent Texas Country headliner; the 5th annual La Raza on the Plaza on July 3rd featuring popular Tejano acts; the Parade, Picnic in the Park, Fun Run, Kid's Area, Musical Stages, which will feature 350 regional artists performing on seven different music stages and the Evening Concert with the Fireworks Extravaganza on July 4th. The grant funds requested will be used to secure the headliner acts for both the Street Dance and La Raza on the Plaza events. Committee Comments: • The music components of the project reflect strong artistic merit • Applicant plans to block rooms at local hotels with the assistance of Visit Lubbock • Application indicates a good marketing plan to reach potential visitors • Application indicates strong in-kind and corporate support • The Committee would like future applications to include the potential headliner acts for the street dances, if possible • Cultural Arts Grant Funds recommended ($37,600) will be used toward the cost of Professional Services (Music Contract) 1512-014 Lubbock Centro Aztlan/Ballet Folklorico Aztlan Viva Aztlan Festival 2016 Amount Requested: $10,000 Amount Recommended: $ 9,000 Lubbock Centro Aztlan requested $10,000 to assist with the costs to produce the Viva Aztlan Festival which will be held March 11-12, 2016 at the Lubbock Memorial Civic Center. The two- day Festival will include Mexican folklorico dance groups and Mariachi groups of all ages competing and participating in workshops taught by Masters of the field. Folklorico and Mariachi groups are invited from all over the nation to compete and display their artistry and traditions of Mexico through dance and music on a professional stage. On Friday evening, Ballet Folklorico de Navarro from San Antonio, TX will perform. The world-renowned Mariachi Los Arrieros from El Paso have been approached to teach a Master class workshop and will be featured in a concert with workshop participants on Saturday evening. In addition, special guest Sebastian De La Cruz, "El Charro de Ord' will perform on Saturday.
