Said Amendment is attached hereto and incorporated in this resolution as if fully set forth herein and shall be included in the minutes of the City Council. Energy Analysis and Pump Optimization H.1 Document Pump Efficiency Curves: FNI will coordinate with City staff to obtain pump efficiency curves for all high service pumping units. FNI will review original shop curves and energy consumption by pumping unit if available to document existing pump efficiency curves and current best efficiency point (BEP). If necessary, FNI will contact pump vendors to try to locate information on missing pump efficiency curves. The resulting curve data found will be documented in the Energy Analysis and Pump Optimization Technical Memorandum. H.2 Review and Document Historical Enerev Usage and Cost Structure: FNI will review available information over the last five years on historical energy usage at high service and distribution system pump stations including available SCADA data and energy billings. FNI will document this information and identify any trends in the data. FNI will coordinate with the City and/or the electric utility to document the existing cost structure including cost per KW -hr and peaking charges including any seasonal, hourly, or locational variations. H.3 Input Efficiency Curves and Energy Costs to Model: FNI will input the collected data on pump efficiency curves and energy costs into the water model for use in energy modeling. H.4 Expand Water Model to Include Supply Source Pump Stations: FNI will expand the existing hydraulic water model to include high service pump stations at each water treatment plant and the Bailey County Well Field pump station. This will allow FNI to evaluate pump efficiency and pumping costs at the City's supply points into the distributions system. H.5 Utilize Water Model to Optimize Pumping: FNI will utilize the water model to determine the most efficient pumping configuration for up to four operational scenarios determined jointly by FNI and the City. FNI will work with the City to prescribe upper and lower limits on acceptable operational criteria such as system pressures, pump cycling, water age, tank levels and pipeline velocities. The intent of the program will be to select pumps for a given demand condition that meet the required level of service parameters at the lowest energy cost. FNI will utilize scenarios with and without elevated storage tanks in place and quantify the impacts of elevated storage on the distribution system from an efficiency perspective. H.6 Develop Recommendations to Optimize Energv Usage in the Distribution System and Technical Memorandum— Energy Analysis and Pump Optimization: FNI will utilize the results of the historical data analysis and energy modeling to develop recommendations for optimizing energy use. Recommendations could include capital projects and/or operation and maintenance enhancements. FNI will develop a technical memorandum that documents the assumptions, methodology, and recommendations of the energy analysis. FNI will deliver one electronic PDF copy and three (3) hard copies of the technical memorandum. H.7 Conduct Workshop on Energy Analysis Results and Recommendations (Workshop #1): FNI will conduct a focused workshop with City staff to review the results and recommendations of the energy analysis. Submit three (3) copies and digital files in PDF format of the final TM. Task I. Renewal Program Planning for Water Lines 1.1 Conduct Workshop on Asset Management with City Staff (Workshop #2): FNI will host and conduct a workshop for city staff on different types of asset management techniques and strategies. Feedback and input from the City will be solicited as FNI will work to build a program which provides the most benefit to the City. 1.2 Review Work Orders to Develop History of Repair Records within Study Area: FNI will obtain and review existing work order history in the study area to determine trends in maintenance repairs and meet with operation personnel to gain better understanding of operation problems, repair problems and pressure problems. 1.3 Develop Cumulative Work Order Database: FNI will take the assembled work orders from various data sources and create a singular database. Work orders will be geocoded and tied to a spatial location which can be used for mapping or analysis purposes. 1.4 Develop Criteria and Scoring System for Condition Assessment: FNI will develop a draft scoring system and meet with the City to determine additional assessment categories and weighting of each category. FNI will also develop an Asset ID for water system pipes and fittings based on input received from city staff. 1.5 Identify Water Line Replacement Candidates using Scoring System: FNI will utilize the information developed from pipe material, pipe age, work order history, street rehabilitation project information, and hydraulic analysis to develop priority ranking template. FNI will also use available data from the City's water leak database. FNI will provide a map to the City showing the results of implementing the scoring system and discuss the minimum score to be used to determine water line replacement candidates. 1.6 Utilize Water Model to Size Replacement Lines: FNI will use the water model to determine the necessary size the lines identified for replacement based on future demands. 1.7 Develop Renewal CIP and Incorporate into Water Master Plan: FNI will group the lines selected for renewal into projects and incorporate the projects into the overall CIP for the Water Master Plan. 1.8 Incorporate Condition Assessment and Renewal Program for Study Area into Master Plan Report: FNI will incorporate the results of the condition assessment into the Master Plan Report that will include project costs and recommended ranking of importance of system rehabilitation. Task J. Water Quality Analysis J.1 Compile and Review Data from Available Water Quality Samoling Data: FNI will collect review data from the City's routine water quality sampling. After reviewing the data, FNI will select a testing month and potential locations for chlorine residual sampling and under which demand conditions the chlorine residual modeling should be performed (average day or winter Page 2 of 5 12/3/2015 rLbbock n..s FREESE r-7=NICHOLS demands) based on the review of the data. FNI will create a shapefile of the sampling points showing the spatial location and assign a unique Asset ID of each point. J.2 Conduct Workshop on Water Quality Analysis Goals and Testing Procedures (Workshop #3): FNI will conduct a focused workshop with City staff to review goals of the water quality analysis, identify model scenarios, review available water quality data, and coordinate chlorine field sampling. 1.3 Develop and Implement Chlorine Field Sampling Plan for Wall Reaction Decay Testing: FNI will work with City staff to identify strategic locations to conduct field chlorine residual sampling. FNI will develop a chlorine field sampling plan that outlines sampling protocol, locations, and frequency. FNI will provide up to 2 staff members to conduct testing for up to 12 hours each. J.4 Coordinate Chlorine Bulk Decay Testing and Perform Analysis on Results: FNI will coordinate with City staff to perform bulk decay rate analysis of the finished water at each source (Bailey County Well Field and both WTPs). FNI will develop bulk decay curves for each source for input into chlorine model calibration. J.5 DeveloD Diurnal Demand Curves and Ooerational Controls for Selected Demand Condition for Water Quality Modeling: FNI will utilize SCADA data to develop diurnal demand curves for use in the water quality EPS modeling for the selected demand condition. FNI will utilize SCADA data and input from operations staff to develop typical operational controls for water system facilities for water quality modeling. Operational controls could include typical elevated tank operating ranges, pump station lead/lag schedules, clearwell and high service pump operations, and control valves settings. J.6 Conduct Chlorine Model Calibration: FNI will categorize pipes by material and age and assign initial wall decay coefficients based on typical industry values. Wall decay coefficients will be input to the model. FNI will conduct a chlorine model calibration using the hydraulically calibrated EPS model by adjusting wall decay coefficients and pipe groups until field sampling results closely match model predictions. 1.7 Perform Chlorine Modeling for Existing System: FNI will conduct chlorine residual modeling for the existing system for up to two operational scenarios. FNI will prepare large scale color -coded mapping showing the predicted chlorine residual throughout the system. J.8 Evaluate the Existing Water Quality Sampling Points: FNI will utilize the results of the water age, chlorine residual, and source trace modeling to evaluate the City's existing regulatory routine sampling program locations and make recommendations for any adjustments. J.9 Develop Water Qualitv Enhancement Recommendations and Technical Memorandum — Water Quality Analysis: - Based on the results of the water quality analyses, FNI will develop a prioritized list of recommended water quality improvement projects with phasing and planning level cost estimates. FNI will also develop recommendations related to operations and maintenance practices to improve water quality in the distribution system. FNI will develop a technical memorandum that documents the assumptions, methodology, and recommendations of the water quality analysis. FNI will deliver one electronic PDF copy and three (3) hard copies of the technical memorandum. Page 3 of 5 12/3/2015 A!& City of Lubbock ffX.f FREESE �MINICHOLS J.10 Conduct Workshop on Water Quality Analysis Results and Recommendations (Workshop #4): FNI will conduct a focused workshop with City staff to review the results and recommendations of the water quality analysis. Topics at the workshop will include the results of the dead-end looping analysis, chlorine residual testing and modeling, and source trace modeling. 1.11 Finalize TM — Water Quality Analysis: FNI will meet with the City to review comments on TM -4. FNI will revise TM -4 to incorporate comments from workshop. Submit three (3) copies and digital files in PDF format of the final TM. Task K. Additional Model Verification and Calibration K.1 Review and Conduct Local Field Investieation of FNI Identified Calibration Anomalies: FNI utilized the results of the initial model calibration and identified areas throughout the City where modeled and recorded values do not match. FNI will visually inspect the locations and provide a report on system valve open/closed status. If necessary, FNI will coordinate to dig in strategic locations to find potential valves that are unreachable by hand. To accomplish this, FNI will assemble a calibration investigation team Mapping of the areas will be provided to the City along with detailed findings of the site investigations. K.2 Perform Additional Field Pressure Testing: FNI will coordinate with Hugo Reed and Associates to place additional pressure recorders out in the distribution system for a period of up to two weeks. The locations will be identified by FNI and mapping as well as detailed charts of the data gathered will be provided to the City. Testing will be conducted in all pressure planes simultaneously. K.3 Perform Additional Model EPS Calibration: FNI will obtain SCADA system data from City staff during the pressure testing period. Using this information and the data from the pressure testing, FNI will update the EPS calibration using the existing water model. The calibration will focus primarily on matching modeled flows and pressures to the data assembled by FNI. K.4 Conduct Workshop on the Updated Calibration Results (Workshop #5): FNI will conduct a workshop with City staff to review and discuss the results of the updated calibration. FNI will highlight lessons learned about the system and provide feedback to City staff of any additional calibration anomalies. Page 4 of 5 12/3/2015 AMENDMENT NUMBER 1 TO PROFESSIONAL SERVICES CONTRACT No. 11653 BETWEEN THE CITY OF LUBBOCK AND FREESE AND NICHOLS, INC. AMENDMENT NUMBER I DATED December 7, 2015 to the agreement between City of Lubbock, (City) and Freese and Nichols, Inc., (Engineer) dated April 24, 2014 ("the Agreement") concerning the Water Distribution System Modeling and Master Plan Project. The Engineer has entered into the Agreement with City for the furnishing of professional services, and the parties now desire to amend the Agreement. Therefore, it is mutually agreed that the Agreement is amended to include Additional Services to be performed by Engineer and provisions for additional compensation by the City to the Engineer, as set forth in Exhibit A hereto. Amendment No. 1 extends the Agreement an additional 730 days from the expiration date of the Agreement. The parties ratify the terms and conditions of the Agreement not inconsistent with this Amendment, all of which are incorporated by reference.
