WHEREAS, it is in the best interest of the City of Lubbock for there to be a
positive dialogue and open communication between the City of Lubbock and its electric
utility, Lubbock Power & Light ("LP&L"); and
WHEREAS, the City Council finds that it is in the public interest to create a task
force composed of Council members and members of the City's Electric Utility Board
("EUB"), to be called the Joint Task Force; and
WHEREAS, said task force, as set forth herein, shall study and evaluate the
current level of communication and dialogue between the City and LP&L; the
inconsistencies, if any, between policies, or the lack of policies, between or within the
City or LP&L; the coordination of responses to customers and citizens; and shall conduct
an overall analysis and review of the current status of the effectiveness, or lack thereof, in
the relationship and interaction between the City of Lubbock and LP&L, and issue a
report and make recommendations to the City Council to address what improvements, if
any, can be made to establish an effective and productive working relationship between
the City and LP&L; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
SECTION 1. THAT the Joint Task Force is hereby created.
SECTION 2. THAT the Joint Task Force be composed of six (6) members as
follows:
1) The Mayor who shall serve as chair;
2) A Councilmember to be selected by the Mayor;
3) One EUB board member to be selected by the Mayor;
4) The Chairman of the EUB who shall serve as vice -chair;
5) A Councilmember to be selected by the Chairman of the EUB;
6) An EUB board member to be selected by the Chairman of the EUB.
SECTION 3. THAT the Joint Task Force shall present its recommendations to
the City Council for its review no later than seventy-five (75) days from the date this
resolution is approved by the City Council.
