HomeMy WebLinkAboutResolution - 2014-R0025 - Citizens Comments - 01/23/2014RESOLUTION WHEREAS, on December 15, 2005, the Lubbock City Council approved Resolution No. 2005-RO598 to establish a policy regarding citizen appearances before the City Council and the broadcast of such appearances on the city television channel; and WHEREAS, state law does not mandate that a City Council provide for citizen comments, but that a City Council may provide such a comment period, if it desires to do so; and WHEREAS, the City Council, pursuant to state law, may establish reasonable rules on a citizen comment period; and WHEREAS, the City Council finds it to be in the public interest to repeal Resolution No. 2005-RO598 and establish revised procedures for citizen comment periods at each regular meeting of the City Council; NOW THEREFORE: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: 1. THAT any citizen wishing to appear before any regular meeting of the City Council to speak: 1) shall contact the City Manager's Office of that fact to provide the City Manager's Office the subject matter that will be addressed, no later than seventy-five (75) hours before the meeting at which the citizen wishes to appear; or 2) shall sign up to speak at the City Council meeting itself in regard to any item posted on the City Council agenda. 2. THAT any citizen who complies with Paragraph (1) above, shall be given the opportunity to address the City Council, during the "Citizen Comment Period" of the meeting. The "Citizen Comment Period" shall be broadcast in its entirety on the City television channel. 3. THAT nothing herein shall preclude a citizen from signing up to appear before any regular meeting of the City Council at the City Council meeting itself on a topic that is not posted on the agenda. Any citizen who signs up to address the City Council at the meeting on any topic that is not posted on the agenda shall be allowed the opportunity to speak under that portion of the agenda entitled "Open Citizen Comments," which shall be the last item on each agenda. The "Open Citizen Comments" shall be broadcast in its entirety on the city television channel, with the following disclaimer to be displayed on the screen: "These comments are strictly the opinion of the speaker." 4. THAT Resolution No. 2005-RO598 is hereby repealed in its entirety. Passed by the City Council on GLPVC.
