RESOLUTION
WHEREAS. the City Council of the City of Lubbock previously approved the
recommendation from the Cultural Arts Grant Review Committee and the Civic Lubbock,
Inc. Board of Directors for both of the granting, periods for the 2019 Cultural Arts Grant
Program using Hotel Occupancy Tax lands allocated for FY 2018-2019 on .July 9, 2019,
Resolution No. 2019-RO245 and January 14, 2020, Resolution No. 2020-R0021; and
WHEREAS, according to the Cultural Arts Grant Program Guidelines and Procedures,
sixty percent (60%) of the grant funding has been awarded. awhile the remaining forty
percent (40%) is paid upon approval of the applicant's Evaluation Report Form (ERF) and
other required documentation; and
WHEREAS, the novel coronavirus (COVII?-19) outbreak has been recognized as a
pandemic by the World I lealth Organization and is a contagious respiratory virus; and
WHEREAS, as a result of the COVID-19 outbreak many events selected to receive
Cultural Arts Grant funding hme been delayed. postponed, or cancelled and will be
unable to complete an l.Rl' to recei\ c the remaining portion ofthe awarded funding; and
WHEREAS, in response to this unique situation the Civic Lubbock, Inc. Board of
Directors has amended their recommendation for the 2019 Cultural Arts Grant Program
using Hotel Occupancy Tax funds allocated for I- Y 2018-2019; NOW, THEREFORE
13E IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT" the City Council hereby approves the amended recommendation from the Civic
Lubbock, Inc, Board of Directors fior the 2019 Cultural Arts Grant Program using Hotel
Occupancy 'fax f unds al located for I: Y 2018-2019.

Mince 2006, Civic Lubbock. Inc. has administered the Cultural Arts Grant Program on hchall'af'the Cif%
of Lubbock. Per the Cultural Arts Grant Program Ciuidelinc.. once a grant award is approved and a grant
agreement is executed with. Civic I.ubhock. Inc.. the org,aaIeat ion receives 60% of the grant a►►ard up-
front, i°lse organization receives the rcrnaitung portion of their grant award (40%) once the project e► eat
has been completed and the organization has submitted the required final rips►rts and documewation on
the expenditure of -the grata funds.
Due: to the novel coronavirus (COVID-19) restrictions on public gatherings, there are several events who
received 2019 Cultural Arts [Trent awards (both cycles) that have been or may be impacted.
The Civic Lubbock. Inc. Board conducted a meeting online using ZOOM on March 23. 2020. One of the
topics of discussion ►vas how to best handle the grants that have been a►►arded to organizations that have
or tray have to cancel or postpone their events.
The Civic Lubbock. Inc. Board proposes tfte follo►►ing evilh regard to those grant -funded events impacted
by COVII7-19 restrictions -
I. It` an organization postpones the evcrat to a future date during this calendar Near. the project
ending date would be extended accordingly► and all grant monies awarded ►would stay intact and
available for the urganication's use. I'lrr currctrl guidelines do allow lur changes in slates with
written notification and approval by Civic Lubbock,

with the organisation it) assist in paying expenses already incurred liar that event. The remaining
