ORDINANCE NO. 2020-00055
AN ORDINANCE AMENDING THE FY 2019-20 BUDGET FOR MUNICIPAL PURPOSES
RESPECTING THE GRANT FUND TO ACCEPT AND APPROPRIATE FUNDING FROM
THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS. (TDHCA) FOR
TI-lE COMPREHENSIVE ENERGY ASSISTANCE PROGRAM (CEAP) AND THE
COMMUNITY SERVICES BLOCK GRANT (CSBG); AND TO ACCEPT AND
APPROPRIATE FUNDING FROM THE CORONAVIRUS AID, RELIEF, AND ECONOMIC
SECURITY ACT (CARES) FOR HOUSING AND URBAN DEVELOPMENT (HUD)
COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG), HUD EMERGENCY
SOLUTIONS GRANT (ESG), AND THE FEDERAL TRANSIT ADMINISTRATION (FTA)
GRANT; AND ACCEPT AND APPROPRIATE FUNDING FROM THE DEPARTMENT OF
STATE HEALTH SERVICES (DHSI-i) PUBLIC HEALTH CRISIS RESPONSE
COOPERATIVE AGREEMENT FOR TIIE EMERGENCY RESPONSE OF CORONAVIRUS
2019 GRANT; PROVIDING FOR FILING; PROVIDING FOR A SAVINGS CLAUSE; AND
PROVIDING FOR PASSAGE, ON FIRST READING AS AN EMERGENCY.
WHEREAS, Section 102.010 of the Local Government Code of the State of Texas
authorizes the City Council to make changes in the budget for municipal purposes; and
WHEREAS, in accordance with the City Budget Ordinance the City Council shall
approve all transfers between fiends; and
WHEREAS, the City Council deems it advisable to change the FY 2019-20 Budget for
municipal purposes and reallocate funds as follows; and
WHEREAS, on March 16, 2020, the Mayor of the City of Lubbock issued a Declaration
of Disaster for the City of Lubbock regarding the novel eoronavirus (COVID-19) epidemic and
the City Council of the City of Lubbock passed a resolution continuing and affirming the
Mayor's Declaration of Disaster, and said Declaration of Disaster was continued and affirmed
on Ahri1 3, 2020; and
WHEREAS, in accordance with Article IX, Section 16 of the City of Lubbock Charter,
the City Council finds that there is an emergency situation and must ensure that this Ordinance
is passed on first reading; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF ]"HE CITY OF LUBBOCK:
SECTION 1. THAT the City Council of the City of Lubbock hereby approves changes
to the City of Lubbock Budget FY 2019-20 (Budget Amendment.#19) for municipal purposes,
as follows:
1. Accept and appropriate additional $59,134 from the TDI-iCA. for the CEAP FY
20 Grant for a total appropriation of $17559,134.
11. Accept and appropriate additional $7.257 from the TDHCA for the CSBG FY 20
Grant for a total appropriation of $407,257.
III. Accept and appropriate $1,242,859 for the HUD CARES Act CDBG Grant.
IV Accept and appropriate $632,362 for the HUD CARES Act ESG Grant.
V. Accept and appropriate $9,604,633 for the PTA CARES Act Grant.
VI. Accept and appropriate $631,504 from DSHS Public Health Crisis Response
Cooperative Agreement for Emergency Response of Coronavirus 2019 Grant.
SECTION 2. THAT a copy of the changes made to the City of Lubbock Budget
pursuant to this Ordinance shall be filed with the City Secretary and County Clerk of Lubbock
as required by law.
SECTION 3. THAT should any section, paragraph, sentence, clause, phrase or word of
this Ordinance be declared unconstitutional or invalid for any reason, the remainder of this
Ordinance shall not be affected thereby.
SECTION 4. THAT this Ordinance shall take effect and be in effect immediate after
its passage as an emergency measure.

Passed by the City Council by unanimous vote on the first and only reading as an emergency on
April 14 2020.
