HomeMy WebLinkAboutResolution - 2003-R0223 - Establishment Of The City Policy Review Committee - 06/12/2003Resolution No. 2003-R0223 June 12, 2003 Item No. 36 RESOLUTION WHEREAS, the City Council of the City of Lubbock desires to establish a City Policy Review Committee; and WHEREAS, the City Policy Review Committee shall be composed of citizens of the City of Lubbock and City employees; and WHEREAS, the goal of the City Policy Review Committee is to evaluate all City internal policies to ensure their current validity and application to the operations of the City of Lubbock; and WHEREAS, the City Policy Review Committee shall make recommendations on potential revisions of the City's internal policies; and WHEREAS, the creation of a committee to review the City's internal policies is important to ensure orderly and proper functioning of City operations and improve community and employee relations in the City; NOW THEREFORE: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT a City Policy Review Committee is hereby created by the City Council of the City of Lubbock, which shall perform its duties in accordance with the following criteria: 1. The primary objective of the Committee shall be to review the City's internal policies, including personnel and finance policies for issues such as duplications, obsolescence, clarity and conflicting requirements. The Committee shall develop a list of recommended revisions and shall submit said list to the City Manager, the City Attorney, and appropriate City departments for review and implementation when deemed appropriate. 2. The Committee will consist of eleven (11) members that shall be citizens of the City of Lubbock and shall be appointed by the City Council upon recommendation of the City Manager. The City Council shall designate the Chairperson and Vice - chairperson from the appointed members of the Committee. The City Manager shall appoint fifteen (15) City employees representing the various departments that administer and/or impacted by the internal policies to act as support staff for the Committee. The City Manager shall appoint a staff liaison to the Committee. The Committee may establish subcommittees when it deems it is appropriate for specialization or concentration on specific internal policies. 3. Regular meeting will be held at times and locations established by a majority of the Committee members. A simple majority shall constitute a quorum, and a majority vote of the quorum shall be required for any action to be taken by the Committee. 4. The City Policy Review Committee members shall serve for a term of one year or until such time as their successors are appointed. 6. Reports shall be presented by the Chairperson of the Committee to the City Council as requested by the City Council.
