HomeMy WebLinkAboutResolution - 2002-R0073 - Resolution Resolving To Fund The Demolition Of Substandard Accessory Buildings - 02/28/2002Resolution No. 2002-R0073 February 28, 2002 Item No. 26 RESOLUTION WHEREAS, the Business and Neighborhood Development Department (the "Department") has identified a number of substandard and dilapidated accessory structures throughout the City; and WHEREAS, the existence of said substandard and dilapidated accessory structures are a hazard to the health, safety and welfare of the citizens of Lubbock and a blight on the neighborhoods of the City; and WHEREAS, the Department has purposed a pilot program, called the Demolition of Substandard Accessory Buildings project, whereby certain identified substandard and dilapidated accessory building would be demolished with the permission of said buildings' owners; and WHEREAS, the City Council of the City of Lubbock desires that the above- described pilot program be funded $30,000 in order to observe the effectiveness of said pilot program; and WHEREAS, the City Council of the City of Lubbock finds that the above- described pilot program to be a public benefit to the citizens of the City of Lubbock in that it abates the danger and blight conditions presented by the existence of said buildings; NOW, THEREFORE: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the City Council of the City of Lubbock resolves to fund the Demolition of Substandard Accessory Buildings project $30,000 in order to abate the presence certain of substandard and dilapidated accessory building throughout the City of Lubbock. A detailed description of the Demolition of Substandard Accessory Buildings project is attached hereto which is hereby incorporated in this Resolution as if fully set forth, BE approved and adopted for the City of Lubbock, Texas, and shall be included in the minutes of the Council. BACKGROUND/DISCUSSION: City staff estimates 275 -plus hazardous/dilapidated accessory buildings exists in the city's residential community. These buildings are non-residential structures and create blight in the neighborhood. Staff recommends a pilot program that will demolish 50 substandard accessory buildings during the next six months. The estimated total cost of this program will be $30,000 for an average cost of $600 per structure. The intent will be to allocate $30,000 from the demolition account (#5401.9132.30000). The City would perform the service with the owner's permission, no cost to the property owner, and no liens filed against the property. To implement this project, the Council will need to identify the project as a public benefit to the community through a Resolution. SUMMARY/RECOMMENDATION: This program proposal has been reviewed by the Business and Neighborhood Development staff as well as the Legal Department. The Structural Standards Committee voted unanimously in support of this project. Staff recommends the approval of this resolution. ATTACHMENT Resolution No. 2002-R0073 No Text
