Said Letter of Award is attached hereto and incorporated in this resolution as if fully set forth herein and shall be included in the minutes of the City Council. Passed by the City Council this 14th day of February , 2002. A Purchase Order will be issued by the City of Lubbock and covers the category of items shown below, and no other, during the period beginning February 14, 2002 and ending February 13, 2003. The purchase order number must be on the invoice sent to the City of Lubbock for payment. The City of Lubbock shall not be responsible for payment of any invoices except those orders placed pursuant to this agreement. 2. Category of Items: 1. Group 7 - Class E (Undeveloped) Parks and Properties - $45,244.00 3. R & M Mowing & Landscape Service bid dated February 5, 2002, is incorporated into and made apart of this agreement. 4. Prices: As quoted. 5. All invoices shall be directed to: City of Lubbock Accounts Payable PO Box 2000 Lubbock, Texas 79457 K 6. The City of Lubbock reserves the right to enforce the performance of this contract in any manner prescribed by law or deemed to be in the best interest of the City of Lubbock in the event of breach or default of this agreement. Box 2000 Lubbock, Tx 79457 RE: BID 4012-02/RS-Contract Turf Maintenance — Annual Pricing Dear Mr. Shuffield: It is with the deepest regrets that I have to withdraw my bid for Contract Turf Maintenance for Group7. If it is no longer possible to withdraw, then I must request that the contract be cancelled. My father has developed a serious and devastating medical condition. He will be in the hospital for weeks and his recovery will be between 4 and 6 months. My parents live just outside of Houston and will require my support and assistance during this difficult time. My husband and I will be in Houston for extended periods of time during my father's treatment and recovery process. Due to our prolonged absences to take care of my father, I do not feel that I would be able to complete the contract in a manner, which would be beneficial to both the city and myself. I am sorry for any inconvenience that this may cause. The request for job commencement has not been issued yet. Hopefully you still have time to award the contract to someone else, without a disruption to the mowing schedule. Thank you for your time and efforts on our behalf and for the opportunity to work with the city. CITY OF LUBBOCK INTEROFFICE MEMO TO: Victor Kilman, Purchasing Manager FROM: Bay Alaniz, Interim Park Maintenance Supervisor SUBJET: ITB#012-02/RS — Contract Turf Maintenance — Group 7 DATE: March 11, 2002 Cc: Ron Shuffield City Of Lubbock Award Recommendation of Bid or Contract ITEM#/SUBJECT The awarding of Group 7 mowing due to withdrawal of the first successful low bidder. BACKGROUND/DISCUSSION Group 7 is classified as a Class E park, consisting of 4 annual mowing cycles, which has approximately 514.37 acres. R&M Mowing & Landscape Service was the successful low bidder. R&M Mowing & Landscape Service withdrew their bid on that particular mowing group. The next low bid received for Group 7 was B&M Service Co. Their bid of $49,480.00 was $4,236.00 higher than R&M's bid of $45,244.00. That brings the total annual mowing maintenance cost to $886,306.07. The dollar difference between those two bids is still well under our annual budgeted amount of $1,049,362.00. SUMMARY/RECOMMENDATION Staff recommends awarding Group 7 to B&M Service Co. in the amount of $49,480.00. Randy Truesdell, Parks and Recreation Manager
