RESOLUTION
WHEREAS, the International City/County Management Association (ICMA)
strongly urged the National Fire Protection Association (NFPA) to reject 1710, which
would require a minimum 4 -man staffing on all shifts;
WHEREAS, the ICMA position was based on the following substantive and
procedural grounds: (1) 1710 undermines democratic decision-making; (2) 1710
violates NFPA's mission; (3) 1710 undermines public safety; (4) 1710 is outside NFPA
purview; (5) The 1710 Technical Committee did not have an appropriate balance of
interests among its membership, especially given the extraordinary broad policy context
of 1710; and (6) 1710 will have wide-ranging and unintended fallout should it become a
standard; and
WHEREAS, if adopted by NFPA, the City of Lubbock would face significant
costs associated with adding 90 additional firefighters at a cost of Four Million Eight
Hundred Thousand and no/100 Dollars ($4,800,000.00) annually, plus any additional
costs associated with additional facilities to meet response time parameters; and
WHEREAS, the Staff recommends approval of this Resolution urging the NFPA
to reject 1710; and
WHEREAS, the City Council has considered the matter and deems it in the
public interest to strongly urges the National Fire Protection Association (NFPA) to
reject 1710 relating to 4 -man minimum staffing standards;
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF LUBBOCK:
THAT, the City Council of the City of Lubbock, Texas, strongly urges the
National Fire Protection Association (NFPA) to reject 1710 relating to 4 -man minimum
staffing standards.
Passed by the City Council this 26th day of June , 2001.
