RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor and City Council of Lubbock do hereby approve the amending
of the 2000 — 2003 Community Development Consolidated Plan to allow for the
application of 108 loans to be submitted to the Housing and Urban Development as stated
in attachment "A" and to amend the citizens participation plan by deleting the
requirements for an advisory Board recommendation for funding projects for the 2001-
2002 funds.
Passed by the City Council this 14th day of June 2001.

ITEM #/SUMMARY:
# Hold a Public Hearing for consideration of amending the City of Lubbock 2000-
2003 Consolidated Plan to allow for the application of 108 Loans to HUD, and to
amend the citizens participation plan by deleting the requirement for an advisory
Board recommendation for funding of projects for the 2001-2002 funds.
BACKGROUND/DISCUSSION:
The current Consolidated Plan does not include HUD's108 loan program in its
listing of resources that might be used. This amendment will allow us to apply
for these funds if said application is later approved by Council. The 108 program
allows Cities to receive funding of up to 5 times their CDBG allocation as a low
interest loan to do larger projects. Repayment is generated by income from the
project, and guaranteed by CDBG funds.
The one year amendment of the citizens participation process as outlined in the
Consolidated Plan is to allow us to meet the HUD regulations regarding conflict
of interest as now interpreted. Adjustments will be made to allow the process to
return in the next funding cycle.
SUMMARY/RECOMMENDATION:
Staff recommends that the City Council accept the changes to the Consolidated
Plan as presented.
