RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock is hereby authorized and directed to
execute for and on behalf of the City of Lubbock a Professional Services Agreement with
Guinn & Morrison, Attorneys, of Waco, Texas, for assistance in preparation of a
redistricting plan for the City of Lubbock, a copy of which Agreement is attached hereto,
and any associated documents, which Agreement shall be spread upon the minutes of this
Council and as spread upon the minutes of this Council shall constitute and be a part
hereof as if fully copied herein in detail.

In re: The redistricting of the City of Lubbock, Texas
The firm of Guinn and Morrison agrees to undertake the redistricting of Lubbock, Texas as follows:
We will be responsible for the preparation of the new redistricting plan and will work with City of
Lubbock staff to prepare maps and descriptions of the new boundaries which comport with Texas and federal
legal requirements. We will prepare alternative plans as directed by the council for its consideration. We will
conduct public hearings as necessary and prepare and submit the Section 5 submission for the United States
Department of Justice under the Voting Rights Act of 1965 as amended in 1974 and 1982.
Our hourly rate is $175.00 billed in quarter hour increments and we estimate that the total fee for our
professional services will not exceed $50,000 and that total expenses will be in the neighborhood of an
additional $5,000 to 8,500. We intend to employ Dr. Richard Angstrom of LSU, New Orleans to assist us in
conducting the Section 2 analysis and this expense is included in our estimate of expenses.
Pre -clearance under the Voting Rights Act is traditionally secured through the administrative process
of submission to the Attorney General, however, judicial pre -clearance in the courts of the District of Columbia
is available as a last alternative. The quoted fee and expenses anticipates administrative review by the
Department of Justice. If judicial pre -clearance becomes necessary, the additional fee would be based upon
our quoted hourly rate and actual expenses would be billed through to the county.
