HomeMy WebLinkAboutResolution - 2008-R0441 - Interlocal Agreement For Educational Services - TTU Early Head Start Program - 11/20/2008Resolution No. 2008-RO441 November 20, 2008 Item No. 5.12 RESOLUTION BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the City Council of the City of Lubbock hereby authorizes and directs the Mayor of the City of Lubbock to execute an interlocal Agreement by and between the City of Lubbock and Texas Tech University Early Head Start Program for parent education services, which Agreement and any associated documents, are attached hereto and made a part of this Resolution for all intents and purposes. Don andiver, City Attorney DDres/Tech-HeadStartmo u08 Res November 7, 2008 Resolution No. 2008-RO441 City of Lubbock Memorandum of Understanding This non-financial cooperative agreement is between the City of Lubbock, acting by and through its Health Department and Texas Tech University, acting by and through Early Head Start (Texas Tech University MS/Box 41230, Lubbock, Texas 79409) for the purpose of providing parent education services for the Early Head Start program. This interlocal governmental agreement is made pursuant to Chapter 791, Government Code. Period of Agreement: This agreement becomes effective on the date signed and will continue for a period of one year, with two optional one year renewals upon written approval by both parties of each renewal, or until a written request for termination by one or more of the involved parties is made. Termination can be effective upon 30 days of written notice. Purpose: In order to offer a comprehensive system of services to low income pregnant women and families with children from birth to age three with family -centered services that facilitate child development and encourage family self-sufficiency. Responsibilities: The parties hereto agree as follows: To provide a parent educator to EHS families in the home based program that: 1) carries a load of 9-10 families per educator and requires 1 '/z hours of direct service per family per week, plus monthly attendance at socializations and parents meetings. There will be periodic mandatory training sessions to keep abreast of the Performance Standards and policy changes. There will be additional time required to travel to visits, plan visits and write up the required documentation. This commitment results in a 75% appointment in terms of time. A time -log reflecting 30 hours per week for EHS and 10 hours for the city would be reviewed monthly by both supervisors in a meeting to review schedules and calendars. Two copies of the time -log will be due the first week of each month to the supervisors. Mileage reimbursement is done through the City of Lubbock. Texas Tech University will pay for training costs which include tuition, materials for the Parents as Teachers curriculum; 2) hotel, per -diem, airfare, etc. Assist, when requested, in the development of policies and procedures for health care services; Assist in solving health related problems that arise throughout the program year for participants and families by teaching classes at Estacado High School and New Directions using the approved Project Taking Charge curriculum. Provide training and education for the staff and Early Head Start families upon request; Accept referrals for client support services as appropriate for the agency; Provide consultation and technical assistance; Both agencies entering to this agreement will make services available to all eligible clients and will not discriminate because of age, color, race, disability, gender, sexual orientation, arrest or conviction status, marital status or religion. Both agencies will respect client's rights to privacy and confidentiality as required by applicable laws.
