HomeMy WebLinkAboutResolution - 2008-R0334 - Acceptance To Downtown Redevelopment Commission Recommendations - 08/29/2008Resolution No. 2008-RO334 August 28, 2008 Item No. 6.7 RESOLUTION WHEREAS, the citizens and leaders of Lubbock invested in a new vision for downtown and identified the need to revitalize downtown Lubbock and map out a strategy for expanding its presence as the regional hub of commerce, entertainment, culture and government in the Downtown Revitalization Action Plan which has been adopted by the City Council of the City of Lubbock; and WHEREAS, the City issued a Request for Qualifications and Preliminary Proposals (RFQ) to identify an experienced and qualified developer with the proven skills, resources, and the commitment to successfully redevelop, market and manage an urban redevelopment area; and WHEREAS, Delbert McDougal, on behalf of McDougal Companies, responded to the RFQ with a team that included Humphreys & Partners, Architects, L.P., Parkhill, Smith and Cooper, and Garfield Traub Development; and WHEREAS, the McDougal Companies have developed and built more than $500 million in commercial and residential property including the $200+ million Overton Park area in Lubbock; and WHEREAS, the McDougal Companies is currently the Master developer for the City of Irving's Downtown Redevelopment Project and has been hired to study areas for redevelopment in the City of Farmer's Branch; and WHEREAS, both the Downtown Redevelopment Commission and the Board of Directors of the Central Business District Tax Increment Reinvestment Zone have recommended that the City contract with McDougal Companies to serve as the Master Developer Consultant to oversee and implement the Downtown Revitalization Action Plan; and WHEREAS, the City Council of the City of Lubbock finds that the McDougal Companies possesses the qualifications, knowledge and experience necessary to successfully redevelop, market and manage the urban redevelopment area of Downtown Lubbock; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the City Council of the City of Lubbock hereby accepts the recommendations of the Downtown Redevelopment Commission and the Board of Directors of the Central Business District Tax Increment Reinvestment Zone that the City enter into an agreement with McDougal Land Companies, L.C. to provide services as a Master Developer/Consultant to oversee and implement the Downtown Revitalization Action Plan and instructs staff to begin negotiations for such an agreement.
