RESOLUTION Item No. 21
WHEREAS, Texas Tech University Health Sciences Center (herein called "TTU") is a
governmental entity engaged in teaching individuals to practice medicine in various
medical fields; and
WHEREAS, the City Council of the City of Lubbock, Texas recognizes that as a part of
TTU's mission to teach medical arts, TTU supplies the medical needs to individuals in
and around the City of Lubbock (herein called the "City"); and
WHEREAS, TTU desires to build and administer a wellness center (herein called the
"Center") that will serve the medical needs of low -to -moderate households in the Harwell
Neighborhood in the City and will offer preventive medical as well as clinical services to
those in said area; and
WHERAS, on September 18, 2003, the City entered into a Community Development
Block Grant agreement with TTU (herein called the "Agreement") wherein the City
granted Two hundred fifty thousand dollars and no cents ($250,000.00) of federal grant
monies to TTU for the Center; and
WHEREAS, in granting said monies, the City found that the services to be provided by
TTU in the Center benefit citizens of the City and constitute a valuable public service;
and
WHEREAS, the City Council has declared the Center project of TTU to be a public
purpose in the Agreement; and
WHEREAS, in order to complete the Center and begin services, TTU must obtain
necessary building permits and inspections from the City; and
WHEREAS, in order to further facilitate the public purpose of TTU's Center project, the
City Council desires to waive any and all fees related to any required building inspections
and/or permits for TTU's Center;
NOW THEREFORE:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK, TEXAS:
THAT the City Council of the City of Lubbock, Texas finds that the waiving of any and
all fees related to any required building inspections and/or permits for the Texas Tech
University Health Sciences Center's Wellness Center project is a public purpose.
Furthermore, the City Council does hereby waive the above-described fees for said
Wellness Center project.
