RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK
THAT the City Council of the City of Lubbock hereby adopts legislative priorities
for the 108th United States Congress for the purpose of defining the position of the City
of Lubbock. Said Legislative priorities are attached hereto and incorporated in this
resolution as if fully set forth herein and shall be included in the minutes of City Council.
Passed by the City Council this 9th day of January , 2003.

o Funding for regional water projects
• Homeland Security
o Funding for Crisis Response Center for regional response,
training, and research
o Reimbursement funds for cities' costs due to homeland security
and terrorism issues
• Transportation funding
o MPO priorities
■ Marsha Sharp Freeway, third project ($20million)
■ West Loop 289/Slide Road/Erskine ($5million)
■ Intelligent Transportation System for South Loop 289, &
Interstate 27 ($5million)
o Ports -to -Plains
■ Reliever route studies
■ Construction & widening of 2 lane highways to 4 lanes
■ Intelligent Transportation Networks
o Airport
■ Funding for an intermodal freight project
o Citibus
■ Citibus/Texas Tech Park and Ride Project Request
($4.1m)
■ Transitional Authority for urbanized areas above 200,000
population to allow for continued flexibility in spending
allocations
■ $450,000 in additional operating funds, if we don't get
transitional authority (bullet #2)
• Law Enforcement
o Technology grant
• Museum funding
o Requests for funding for existing City museums
■ Silent Wings
■ Buddy Holly Center
o Request for proposed Hispanic Heritage & Cultural Arts Center
o Request for proposed Military Small Arms Museum

o Wells Fargo Amphitheatre funding
o Requests for funding to help complete the Jim Bertram Lake
System bridges, roads, & trails
• Economic Development
o North University redevelopment
