HomeMy WebLinkAboutResolution - 2002-R0395 - Citizen Advisory Committee (CAC) & Subcommitee Stipulations - 09/26/2002Resolution No. 2002-RO395 September 26, 2002 Item No. 17 RESOLUTION WHEREAS, City Councils have received valuable contributions from Citizen Advisory Committees in the past in studying capital improvement programs for the City of Lubbock; and WHEREAS, the services of a Citizen Advisory Committee continue to be a valid method of determining needed capital improvements for the City's vitality; and WHEREAS, it is beneficial for a Citizen Advisory Committee to make recommendations to the City Council for capital improvement needs for a 5 -year period, including methods of financing the projects; NOW THEREFORE: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: SECTION 1. THAT a Citizen Advisory Committee (CAC) is hereby created to be composed of thirty-five (35) members appointed by the Mayor and City Council. The membership of the Citizen Advisory Committee shall be organized as follows. The Citizen Advisory Committee shall be divided into a minimum of three (3), up to five (5) subcommittees to study the capital improvements indicated below: 1) Transportation: Streets, Transit, Airport, Traffic Signals and Street Lighting. 2) Community and Municipal Facilities: Parks and Recreation, Library, Civic Center and Municipal Buildings. 3) Public Health and Safety: Fire, Police, Health, Animal shelter and Solid Waste, if needed. 4) Utilities: Electric, Water and Sewer, if needed. 5) Finance. The Mayor and City Council shall appoint the overall chairman and the subcommittee chairmen from among the members appointed to each subcommittee. SECTION 2. THAT an Executive Committee of the Citizen Advisory Committee is hereby established, to be composed of the chairman of the Citizen Advisory committee and the chairman of each subcommittee. The Executive Committee shall review reports from the subcommittees and make a report to the City Council in such form and depth as to clearly identify recommended capital improvement projects needed for a five year period, including recommended financing, to assist the City Council in the study of proposed capital improvement programs for the City of Lubbock. The Executive Committee shall also consider and recommend appropriate methods to properly inform the public of needed capital improvements that may result in bond issues for financing the projects. SECTION 3. The Citizen Advisory Committee, or any of its subcommittees, may from time to time invite interested citizens and elected or appointed officials of the City of Lubbock to participate in discussion concerning the Committee or subcommittee's work. SECTION 4. The Citizen Advisory Committee shall be activated for the period of time required to complete the study and make the recommendations requested by the City Council. SECTION 5. Appointments as Chairman and members of the Committee shall be for the duration of the activation of the Citizen Advisory Committee. SECTION 6. The Citizen Advisory Committee shall abide by the calendar as established by the City Council and by the CIP Rules and Procedures as established by the City Manager's Office. SECTION 7. The City Manager shall appoint a member of his staff to act as secretary of the Citizen Advisory Committee, other staff to act as liaison(s) for the subcommittees, and shall provide assistance to the Committee as needed to help them carry out their duties in a timely manner.
