RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock BE and is hereby authorized and
directed to execute for and on behalf of the City of Lubbock, a Contract for closed
circuit television, by and between the City of Lubbock and the Baker Equipment
Company, Inc., of Edmond, Oklahoma, and related documents. Said Contract is
attached hereto and incorporated in this resolution as if fully set forth herein and shall
be included in the minutes of the City Council.

CLOSED CIRCUIT TELEVISION CONTRACT

This contract is entered into as of October 25, 2001, (the "Effective Date") by and between
the City of Lubbock (hereinafter referred to as "City") and the Baker Equipment Company, Inc., of
Edmond, Oklahoma, (hereinafter referred to as "Contractor").
ARTICLE I
SCOPE
Contractor shall furnish a closed circuit television system to City in accordance with RFP
#195-O1/RW. The Specifications for closed circuit television system are attached as Exhibit A and
made part of this Contract.
ARTICLE II
COMPENSATION
City shall pay Contractor Forty-four Thousand Nine Hundred Seventy and no/100 Dollars
($44,970.00) per the Contractor's quotation attached hereto as Exhibit B and made part of this
Contract.

voltage setting to provide an extended bulb life expectancy and a two-year bulb warranty. An automatic

MAINTENANCE KIT:
A camera maintenance kit with one set of spare parts which includes but is not limited to spare bulbs,
spare connectors, and miscellaneous hardware shall be included with camera purchase.
CAMERA TRANSPORTATION SKIDS 6"-16" PIPE SIZES:
The skids, included with the above system, shall be of collapsible design and require no special tools for
set up to different line sizes. The bottom runners will be 5/8" diameter stainless steel with upturned ends.
There shall be one stainless steel top rail to protect the camera from rollover.
SPECIFICATIONS FOR LICENSED SOFTWARE IN VEHICLE ,
The licensed software provided in the vehicle shall be an editing and modif�ng version of software,
allowing for all features defined within this specification. Upon purchase ofthis software, the City of
Lubbock shall receive unlimited copies of "free" software that is a read-only or viewing version of the
software described below. All possibilities that must exist in the read-only software are listed under
"Specifications for View Software.' This licensed software shall be viewed in exactly the same screens as
the viewing only software. Additional licenses for the software shall be available through a separate
software vendor that specializes in providing software solutions to the pipeline inspection industry. This
software license must be available from a vendor that is non -partial to working with other vendor s
equipment. (Should the City of Lubbock decide to have existing or future purchased television inspection
equipment modified to include the same software, this must be possible to coordinate for all different
manufacturers' inspection equipment.) The licensed software must operate in Windows '95, '98, '2000
and NT.
The Relational Database Manager System software shall be a Windows based system, capable of
connection to external systems via an ODBC compliant connection. All files shall be able to be exported
into other databases and other computers. Information on database schema, data file headers, format,
and relations shall be provided, upon request, to allow the data to be directly accessed by the user for use
in other applications or software. If the project database is of a "closed" nature, it is not acceptable.
Project files shall consist of a database file that exists in seven tables. The first table shall contain section
information/headers. The second table shall contain observations/defects and relate to the first table by
sequential section number. The third table shall contain manhole -reporting information and relate to the
first table by manhole number. The fourth shall contain manhole pipe entrylexit information and relate to
the third by manhole number. The fifth table shall contain lateral in and relate to the
second table by sequential observation/defect number. The sixth shall contain lateral observation/defects
and relate to the fifth table by sequential lateral number. The seventh shall contain pro act information as
stated above. All images, mini -movies, and bitmap files shall be stored separate from the database and
referenced via file name in the database. In all tables, an distance input shall exist as an Imperial
number and a Metric number. (This allows the user, insidye the viewing software, to toggle between the
two numbers).
Upon opening the licensed software, the user shall have the ability to open any existing project stored on
the hard drive or other media and the last four projects worked in should also be listed -so the user has
easier access to opening them. When the user selects to open a project, the software shall immediately
upload the project with accessibility to all aspects of the project, includingline segment reports and
coordinating images and mini -movies, inclination reports (When availabl, lateral reports and coordinating
images and mini -movies, manhole reports and coordinating images and mini -movies. The user shall also
have the option to create a new project. Upon creating a new pro act, the project shall automatically be
stored in a default directory, established by the operator. When the user selects to start a new project, the
software shall create all necessary files for the project As additional files are created, these files shall
continue to be stored in the same directory and referenced in the main database file.
The user shall have the ability to select and store a default directory for all rojects to be stored. When a
project is created, all files related to the project shall be stored in an individual directory for that project. All
individual ory. All image and directories for projects are then stored in the default directmini-movie files
that relate to a project shall be able to be captured either from live video camera or from pre-recorded
videotapes. These files, when already existing, shall be able to be downloaded into the project database.

At any time, a project must be able to be "edited," even after the project is complete.
This main screen of the software shall be present the majority of the time the user is working in the
software. The main screen of the software, if not displayed, shall be accessible through an easy -out"
icon that is visible in all other screens. All other screens that will be displayed during review of section and
observation information shall appear as a pop-up screen, allowing the user to immediately access the
main screen at any time.
Main Screen Viewing:
The main screen of the viewing software shall be divided into three areas, as listed below:
1) A portion of the screen shall show video and VCR controls. The video should toggle between live
video from the camera and video from the video recorder. When the live video is turned off, this
portion of the screen shall show captured images and mini -movies. The VCR controls shall control
the VCR directly from the icons shown on screen. These icons shall consist of stop, play, rewind,
record, fast forward, pause, and the current counter number from the VCR shall always be shown in
this area.
2) Section area: this area shall show brief information regarding the line section televised. No less than
12 sets of brief section information shall be viewed at a time. A scroll bar shall allow the viewer to
scroll through the listing, however, maintaining no less than 12 sections shown at a time.
Brief information included about each section on the main screen shall include:
Sequential number of the section (automatically input by software)
Total footage/meter televised
Street name line section exists on
Manhole start and manhole end numbers
Flow of line content direction
Inclination report notification
This area of the screen shall be able to toggle between initial inspection reports and rehabilitated
inspection reports. For all sections that have been rehabilitated, the viewer shall be able to toggle to view
that report.
If a manhole report exists for a manhole number that is shown in the section area, that manhole number
shall be identified with a different color text.
3) Observation area: The observation area of the screen shall show no less than 12 observations at
once. For each of the observations shown, the information shall shown on the main screen shall
include:
Sequential number of the observation (automatically input by software)
Distance the observation/defect ekists at in the line
An OC code for the observation/defect description
The observation/defect description (see requirements below)
A severity rating of the defect (levels up to 1-100)
The file names of images that are captured to show a defect
An icon that allows easy access to open the images inside the viewing
software
An icon that allows easy access to open stored mini -movies inside the
Viewing software
The VCR counter number (automatically input by software)
A code column that can be used for specific information the city is
requesting

Main Screen Possibilities
On the main screen of the viewing software, the following possibilities shall exist:
As a user highlights one of the 12 sections shown, that section's observations (no less than 12 at a time)
shall be viewed in the third area of the screen. If the user scrolls to select a different section, that
section's observations shall be shown immediately.
An icon should exist that allows the user to view a screen that will show project information. The project
information must consist of the City of Lubbock client information, contractor completing the work, and
project manager (if one exists). For each entity, the following information shall be viewable: contact's
name client's name, address, phone numbers, fax number, mobile number and email address (when
available).
When the user has a client's, contractors, or project manager's information inputted, the user shall have
the ability to store that information for future use in other projects.
An icon should exist that allows the user to view rehabilitation information about each line section. The
rehabilitation information shall consist of the same fields of information available for section data/headers
and observation/defects found in the line. The possibility to compliment the section report with
coordinating images and mini -movies, with rehabilitated manhole reports and manhole entry/exit pipe
information, and lateral reporting shall be available.
An icon shall exist that allows for searching the project database. The search icon shall open an overlay
window with options to pull up, manhole numbers, street names, videotape numbers, section numbers,
and section I.D. numbers. When a listing is pulled up in the overlay window the user shall have the
possibility to select a particular item and Immediately the software shall th
display at item.
An icon shall exist that allows the user to enter a print manager screen. Options in the print manager
screen are defined below.

The observation area of the main screen shall allow unlimited observations to be input for coordinating
with a section. All observation descriptions shall be customizable by the City of Lubbock. (The City of
Lubbock shall be able to set up customization requirements, as noted below.) These observations, when
provided in the listing, shall require specific information to be input when an individual defect description is

Upon selecting a defect description, the operator will then be required to enter in specific Items, such as a
clock position, two clock positions, a measurement, a percentage, a "start/end, and an additional
description.

The distance that the observation/defect exists at in the line shall be able to switch from feet to meters and
toggle between both measurement systems. This distance shall be immediate input from the
overlay/titler system and the user shall not be required to request this distance.
An OC code shall exist for each observation/defect description. These OC codes must be modifiable by
the City of Lubbock.
A severity rating for each observation/defect noted shall exist. The severity rating must be able to vary
from 1 to 100 and shall coordinate with the defect, this number is not based on the operators opinion,
however, should be automatically input when a specific observation/defect is noted. These severity rating
numbers, when a section is completed, shall be added and exist in the section data (as noted in the
Section Area).
When the operator determines an image is necessary to show a defect's severity, the operator shall, from
the main screen of the software, be able to capture the image. Upon selecting to capture the image, the
video shall be maximized and when the operator selects to capture, the image shall store in less than 3
seconds to the hard drive.
As images are captured to coordinate with an observation/defect, the file names for the jpeg's shall be
shown on the main screen. All images for observation/defects shown lateral observation/defects shown
and manhole reports shown, must be stored in a jpeg format. The software must automatically assign file
names.
When the operator determines a mini -movie is necessary to show a defect's severity, the operator shall,
from the main screen of the software, be able to capture the mini -movie. All mini -movies must be stored
in a .avi format. These should also be stored as individual files and only referenced in the database. The
operator shall be able to define the time limit of the mini -movie, ranging from 5-35 seconds of movie to be
stored. The software must automatically assign file names for mini -movies.
The images and mini -movies shall be viewed by selecting an icon that coordinates with an
observation/defect. Upon selecting the icon for a defect's image, the image shall appear on screen. The
user shall be able to maximize the image for easier viewing. Upon selecting the icon for a defects mini -
movie, the mini -movie shall appear on screen and the user shall have the ability to pause, play, and stop
the mini -movie's playback.
For each observation/defect noted in a section, the coordinating VCR counter number shall appear on the
main screen. This information must be automatically inputted via the software. The operator shall not be
required to request the input of this information.
For each observation/defect, a code option shall exist. This shall allow the City of Lubbock to require an
inflowfinfiltration rating when requested.
True -to -Scale Graphic
The user shall have the option to show on screen, aggraphic of the line section. This graphic shall display
all observations/defects noted in the line, their severify rating, and images or mini -movies that have been
captured. If images and mini -movies exist for initial and rehab information, the user shall be able to pull

The user shall be able to view the legend of severity rating on screen. This legend coordinates with the
individual ratings applied to each observation/defect noted. The legend shall be divided into 5 categories
of rating and each category shall have a coordinating color assigned.

flowing through the manhole, and specific information reggarding the condition of each pipe. The user shall
be able to input, a "looking down from above" sketch of tf�e manhole. This sketch shall show where pipes
are entering exiting. This sketch shall be stored in a .bmp format and referenced in the project database.

Lateral Reporting
The user shall be able to input a lateral report. This report shall consist of start and end distances in the
lateral line, all defects/observations noted in the line, coordinating section data for the section the lateral
exists in, and lateral data. Lateral data shall consist of street address, type of camera used, date of
inspection. Lateral reporting shall also allow input for initial inspection and rehabilitation information. The
lateral reporting shall use the same (table) set of descriptions used in the section observation/defect
reporting.

as 2, or 4 images per page. These images shall be printable by section number, printing all images that
coordinate with a section at a time. Each image printed shall have below the image, the section number

with the Image.
Picture Frame: An empty box shall be able to print that allows the user to paste digital photos or actual
photos to this frame, with the software still printing the observation description underneath the box.

Analyzing Features
The software shall allow the operator toQuery any information input into the project database. Upon
selecting to query a field, all possibilities fhat exist in the protect database for that field shall be viewed.
The user can then select a possibility and show all items including that possibility. The user shall be able

When the user has a query setup that is as needed, the user shall have the ability to store that query and
theit up for future use with all other projects created within the software. The user shall not be limited to
the number of queries that can be stored.
Overlav/Titler Control
On the video picture, at the beginning of each section, all section data input into the software shall be
automatic, from the overlay, shown on the video for 3-5 seconds. Throughout the inspection of the line, all
observations/defects noted should be titled automatically on to the video picture for 3-5 seconds. The
operator must not be required to make this happen individually. Throughout the inspection, continuous
footage distance must be shown, on the video image. The operator shall, at his/her discretion, be able to
remove this distance. The operator shall have the possibility for the following controls of an overlay used
with the software system: reset distance, preset distance, change character colors and background colors

PRINTER
The latest model inkjet printer or equivalent shall be provided in the vehicle. There shall be space for this
printer to be opened from the top cover for inserting cartridges, without having to manually move the
printer's location.

The UPS shall operate under a true "On Line" architecture. This means that all power supplied to the
downstream devices flows through the UPS and the output is closely regulated. Units that use "line

the UPS in concert with the UPS vendor and the vendors of the equipment being protected. The UPS

SPECIFICATIONS FOR VIEWING SOFTWARE
The viewing software shall have unlimited copies available to the City of Lubbock and the City of Lubbock
must be able to reproduce additional copies of the installation software. The viewing software must
operate in Windows 95, 98 and NT.
Upon opening the viewing software, the user shall have the ability to open any existing protect stored on
the hard drive or other media and the last four projects worked in should also be listed so the user has
easy access to opening them. When the user selects to open a project, the software shall immediately
upload the project with accessibility to all aspects of the project, includin line segment reports and
coordinatingg images and mini -movies, inclination reports (when available, lateral reports and coordinating
images an mini -movies, manhole reports and coordinating images and mini -movies.
This main screen of the viewing software shall be present the majority of the time the user is viewing
pproject data in the software. The main screen of the software, if not displayed, shall be accessible
through an "easy -out" icon that is visible in all other screens that may be displayed. All other screens that
shall be displayed during review of section and observation information shall appear as only a pop-up
screen, allowing the user to immediately access the main screen at any time.
Main Screen Viewing:
The main screen of the viewing software shall be divided into three areas, as listed below:
1.) A portion of the screen shall show the City of Lubbock logo and information and toggle to show
captured images and mini -movies.
2.) Section area: this area shall show brief information regarding the line section televised. No less than
12 sets of brief section information shall be viewed at a time. A scroll bar shall allow the viewer to
scroll through the listing, however, maintaining no less than 12 sections shown at a time.
Brief information included about each section shall include:
Sequential number of the section (automatically input by software)

This area of the screen shall be able to toggle between initial inspection reports and rehabilitated
inspection reports. For all sections that have been rehabilitated, the viewer shall be able to toggle to view
that report.
If a manhole report exists for a manhole number that is shown in the section area, that manhole number
shall be identified with a different color text.
3) Observation area: The observation area of the screen shall show no less than 12 observations at
once. For each of the observations shown, the information `shall shown on the main screen shall
include:
Sequential number of the observation (automatically input by software)
Distance the observation/defect exists at in the line
An OC code for the observation/defect description
The observation/defect description (see requirements below)
A severity rating of the defect (levels up to 1-100)
The file names of images that are captured to show a defect
An icon that allows easy access to open the images inside the viewing

Main Screen Possibilities
On the main screen of the viewing software, the following possibilities shall exist:
As a user highlights oneof the'12 sections shown, that section's observations (no less than 12 at a time)
shall be viewed in the third area of the screen. If the user scrolls to select a different section, that
section's observations shall be shown Immediately.
An icon should exist that allows the user to view a screen that will show project information. The project
information must consist of the City's client information, contractor completing the work, and project
manager (if one exists). For each entity, the following information shall be viewable: contact's name,
client's name, address, phone numbers, fax number, mobile number and email address (when available).
An icon should exist that allows the user to view rehabilitation information about each line section. The
rehabilitation information shall consist of the same fields of information available for section data/headers
and observation/defects found in the line. The possibility to compliment the section report with
coordinating images and mini -movies, with rehabilitated manhole reports and manhole entry/exit pipe
information, and lateral reporting shall be available.
An icon shall exist that allows for searching the project database. I ne search luu 11au a•-��,
window with options to pull up, including manhole numbers, street names, videotape num ers, section
numbers, and section I.D. numbers. When a listing is pulled up in the overlay window, the user shall have
the possibility to select a particular item and immediately the software shall display that item.

screen are defined below.

The distance that the observation/defect exists at in the line shall be able to switch from feet to meters and
toggle between both measurement systems.
An OC code shall exist for each observation/defect description. These OC codes will be provided to the
contractor when the listing of observation/defect descriptions is provided.
A severity rating for each observation/defect noted shall exist. The seventy ratings will be provided to the
contractor when the listing of observation/defect descriptions is provided. The severity rating mayvary
from 1 to 100 and shall coordinate with the defect, this number is not based on the o erators opinion,
however, should be automatically input when a specific observation/defect is noted. hese severity rating
numbers, when a section is completed, shall be added and exist in the section data (as noted in the
Section Area).
As images are captured to coordinate with an observation/defect, the file names for the jpeg's shall be
shown on the main screen. All images for observation/defects shown lateral observation/defects shown,
and manhole reports shown, must be stored in a jpeg format.
All mini -movies must be stored in a .AVI format. These should also be stored as individual files and only
referenced in the database. The mini -movies shall allow for 5-35 seconds of movie to be stored.
The images and mini -movies shall be viewed by selecting an icon that coordinates with an
observation/defect. Upon selecting the icon for a defect s image, the image shall appear on screen. The
user shall be able to maximize the Image for easier viewing. Upon selecting the icon for a defect's mini -
movie, the mini -movie shall appear on screen and the user shall have the ability to pause, play, and stop
the mini -movie's playback.
For each observation/defect noted in a section, the coordinating VCR counter number shall appear on the
main screen.
For each observation/defect, a code option shall exist. This shall allow the ' to require an inflow/infiltration
rating when requested.

The user shall have the option to show on screen, a graphic of the line section. This graphic shall display
all observations/defects noted in the line, their seventy rating, and images or mini -movies that have been
captured. If images and mini -movies exist for initial and rehab information, the user shall be able to pull
up both sets of images on screen at once (total of two initial and two rehabilitated ima es) and both mini

Lateral Resorting
The user shall be able to view, when input, a lateral report. This report shall consist of start and end
distances in the lateral line, all defects/observations noted in the line, coordinating section data for the
section the lateral exists in, and lateral data. Lateral data shall consist of street address, type of camer
used, date of inspection. Lateral data shall also allow for initial inspection and rehabilitation information.
This information shall be inputted in the same format as observations/defects are input for the main line
section report. All possibilities that exist for observation/defects in the mainline report shall exist for the
lateral report. The fields to be shown on the main screen for lateral reporting are Identical to the fields
shown on the main screen for main line observation/defect reporting.
Print Manager Screen
The print manager screen shall allow the viewer to print the following reports. All reports shall have the
City of Lubbock logo and contact information at the top of each paTe printed. When the operator or
department personnel request hard copy reports, the reports shall be printed from a color inkjet type
printer of 600 x 300 dpi minimum.
Project page: prints out all information on client project manager, contractor, and overall project
information
Section report: prints out a true -to -scale graphic. This printout shall include the scale of representation,
and a header area shall appear at the top of each report stating all information/data input for that particular
section. The section report shall have, as an option, the possibility to print the severity ratings for
individual observations/defects shown in the line. The possibility to print a section report for initial
inspection information and rehabilitated inspection information shall exist.
Images: Coordinating images for all observations/defects noted in a section shall be available for printing
as Z, or 4 images per page. These images shall be printable by section number, printing aU images that
coordinate with a section at a time. Each image printed shall have below the image, the section number
the image exists in, the file name of the image, and the observation/defect description that coordinates
with the image.
Picture Frame: An empty box shall be able to print that allows the user to paste digital photos or actual
photos to this frame, with the software still printing the observation description underneath the box.
Video Cover Report: A page listing the "'s logo, contact information, all pro ect page information, videotape
number, and all sections tFiat exist on the video tape shall be able to print. his report must include the
sequential section number, the manhole numbers, and the start VCR counter number for each section
that exists on the videotape.

Lateral Report: A lateral report shall be available for printing. This report shall consist of all section data
that the lateral exists in, all lateral data, and a true -to -scale graphic similar to the section report, however,
showing the mainline and the lateral as true -to -scale.
Legend of Severity Ratings: A report shall be available for printing that lists the legend of severity ratings,
including any color -coding set up by the user.
INCLINOMETER OPTION SPECIFICATIONS
PERFORMANCE:
The Inclinometer option adds the ability to measure, display, and record the incline status of the line under
inspection.
PHYSICAL DESCRIPTION:
The Inclinometer consists of two major electronics groups. The first group consists of the measuring
device and its dedicated microprocessor conditioning circuits. It also contains the necessary signal -
conditioning, and modem electronics to communicate with the computer system. All the circuits in the first
group are located within the camera housing. The second groups of electronic circuits are located within
the Wincan unit. This consists of the other half of the modem, and the necessary interfacing circuits to the
computer bus. The software within the computer decodes the communication from the measuring system
and generates an on-screen display. This information can also be stored on disk for downloading or
printed on the report. The operator via the keyboard can reset to zero the level system at any desired
point. The keyboard also can be used to turn the display on or off, as desired.
