Said agreement is attached hereto and incorporated in this Resolution as if fully set forth herein and shall be included in the minutes of the Council. Chamales, Supervising Attorney gs/ccdocs/Amendment-LIA Corridor Improvements. res September 4, 2001 Resolution No. 2001-RO348 September 13, 2001 Item No. 45 AMENDMENTFOR AUTHORIZATION OF PROFESSIONAL SERVICES ASSOCIATED WITH PHASE C — CONSTRUCTION DOCUMENTS C-1 DESIGN DEVELOPMENT PACKAGE LUBBOCK INTERNATIONAL AIRPORT CORRIDOR IMPROVEMENTS Lubbock, Texas August 27, 2001 A. PROJECT UNDERSTANDING Wallace Roberts & Todd, LLC. ("WRT") will perform Professional Landscape Architectural, Engineering, Surveying and Irrigation services for the City of Lubbock, Texas International Airport ("City") for Construction Documents for Phase One improvements. These improvements will be based on the approved Corridor Landscape Improvement Master Plan for East Regis Street between I- 27 Highway and Martin Luther King Boulevard (MLK) and for Martin Luther King Boulevard between East Regis Street and the Airport Terminal (see attachment "A"). WRT will retain the professional services of Parkhill, Smith & Cooper, Inc, for the civil and electrical engineering, Smith Surveying for the topographic survey, and Water Smart Irrigation for the irrigation services. This scope of work includes professional services as described above for the preparation of Construction Documents for Airport Corridor Landscape Improvements associated with East Regis Street and MLK corridor in Lubbock, Texas. The program and approved priorities according to an estimated construction budget of $2 million, as shown in the approved master plan, include the following items: establish grade elevations for the curb and gutter, grading and drainage for the transition slopes, electrical, landscape planting, and irrigation. The following scope of work and fee schedule is based upon these items as identified in discussions with the City Staff to date. WRT further understands that the above improvements will be based upon the existing pavement cross-section and new curb and gutter for East Regis Street. WRT understands that the City will be responsible for construction of the airport corridor improvements and WRT has developed the following scope of services based on the requests and direction of the client. We propose the that the approach to this project be completed in the following phases: Phase 1 — Topographic Survey & Base Map Preparation Phase 2 — Design Development Phase 3 — Construction Documents B. SCOPE OF SERVICES Phase 1 — Topographic Survey & Base Map Preparation 01.6064.P06.doc Task 1.0 The WRT team will perform a project survey of the overall street corridor and existing elements within the corridor. The project survey mapping will be prepared in a digital format. The project survey will include topography, overhead and underground utilities, R.O.W., property lines, easements, edge of pavement, existing vegetation, and horizontal control data. Task 1.1 Based on the project survey information, WRT will prepare a base drawing for use in the Phase One construction documents. Task 1.2 The City will be responsible for coordinating and obtaining any additional information that is necessary to establish the new curb and gutter for completion of the proposed Regis Street. Phase 2 — DESIGN DEVELOPMENT Task 2.0 Utilizing, the base drawings prepared from the project survey and TxDoT information, WRT will prepare design development drawings for the proposed airport corridor improvements. The design development drawings will be prepared electronically in Autocad format and submitted in hardcopy to the City for review, input and approval at an approximate 50% level of completion. Task 2.1 Design development drawings will include demolition plans, layout plans, grading plans, landscape planting, irrigation, and lighting/electrical plans. Task 2.2 WRT will submit three (3) sets of 24"x36" Phase One Design Development drawings to the City for review. Task 2.3 The City will forward, in writing, to WRT all review comments for the design development submittal. WRT will incorporate these comments into the design development drawings. WRT will require written approval from the City prior to proceeding into the final construction documents. Phase 3 - CONSTRUCTION DOCUMENTS Task 3.0 Based upon the approved design development drawings, WRT will prepare final construction documents for the airport corridor improvements. The construction documents will contain required information for the implementation of the Phase One program of improvements. Task 3.1 WRT will submit three (3) sets of 24" x 36" Phase One construction documents for final review and approval by the City. WRT will incorporate the final written comments 01.6064.P06.doc into the Phase One construction documents for the City to utilize in implementing the project. Task 3.3 The City will be responsible for submitting the final construction documents, including review and inspection, to the Texas Department of Licensing and Regulation or independent contract provider for review. Revisions to the drawings by WRT, as necessary to obtain the appropriate approvals will be considered an additional service. Fees, permits, and costs associated with the project review will be the responsibility of the City. Task 3.4 WRT will provide one set of 24"x36" reproducible drawings to the City for their use. All costs associated with the printing and duplication of the drawings will be the responsibility of the City. Phase 4 - BIDDING PHASE Task 4.0 Bidding services as required for publicly bidding the project is not included in the Scope of Services contained herein. Phase 5 - CONSTRUCTION PHASE Task 5.0 Construction observation and administration services as required for implementation of the project are not included in the Scope of Services contained herein. C. COMPENSATION The Professional fees noted below are based upon the Scope of Services described herein. Should the scope of services be modified or additional services be required or requested by the City, WRT and the City will re-evaluate the scope of work and determine the basis of compensation in accordance with revisions to the scope. WRT guarantees the fee for this proposal for ninety days from the date of this proposal. If after ninety days a contract has not been entered into then WRT reserves the right to renegotiate fees for the scope of services contained herein. Compensation for the work will be a lump sum fee, and includes reimbursable expenses. Phase 1 — Base Map Preparation $ 1,680.00 Phase 2 — Design Development $ 54,525.00 Phase 3 — Construction Documents $ 54,525.00 Topographic Survey $ 16,800.00 Reimbursable Actual Expenses Not to Exceed $ 5,000.00 TOTAL CONSTRUCTION DOCUMENT SERVICES $132,530.00 01.6064.P06.doc D. REIMBURSABLES Reimbursable expenses include but are not limited to: mileage, meals, reproduction, printing, courier/delivery, photography, aerial photography, film, film processing, mounting, framing, matting, postage & shipping, long distance telephone calls or faxes, and any other additional items not included in the above stated services. Reimbursable expenses will be paid for by the City at cost and are not included in the Total Basic Services amount. E. ASSUMPTIONS 1. The City will provide as expeditiously as possible any additional base information that it can gather and as necessary to complete the scope of services described herein. All information provided by the City is assumed accurate and complete, unless indicated otherwise by the City. 2. All printing and reproduction costs for master plan documents, review sets, final construction drawings, specifications, and artwork will be the responsibility of the City. 3. Additional meetings and/or presentations beyond what is indicated in this scope of services will be additional services. 4. Any opinions of probable construction costs provided by WRT will be on a basis of experience and judgment. WRT has no control over market conditions or bidding procedures and cannot warrant that bids or ultimate construction costs will not vary from these opinions of probable construction costs. 5. The City will be responsible for coordination of all public meetings and all administration of the construction contract and coordination with the contractor. 6. The City and the contractor during construction will perform location, verification and coordination of construction work around existing underground and overhead utilities. 7. The contractor will be responsible for all "as -built" drawings at the completion of the project. This scope of work does not include any "as - built" drawings by WRT. 8. A Storm Water Pollution Prevention Plan (SWPPP) is not included in this scope of services. Any services for environmental engineering such as an Environmental Assessment (E.A.) or Environmental Impact Statement (E.I.S.) would be considered additional services 9. It is anticipated that Phase One airport corridor improvements will be prepared as one bid package. Additional bid packages as required by the City for phasing breakouts, will be considered additional services. 01.6064.P06.doc WRT will negotiate with the City the scope of services to address additional fees not covered in this scope of work. 10. All front-end documents, contracts, insurance requirements, general conditions, etc. used in preparing the contract documents are not included within this scope and will be provided by the City. 11. If the City determines it necessary to submit the construction documents for review by TxDoT, any necessary revisions to the documents, as a result of that review, will be considered additional services. IN WITNESS WHEREOF, THE CITY OF LUBBOCK has caused this Agreement to be signed on this day 13th of September , 2001 in its name by its Mayor, and the consultant of Wallace Roberts & Todd, LLC has caused this Agreement to be signed in its name by its representative.
