RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK
THAT the Mayor of the City of Lubbock BE and is hereby authorized and
directed to accept for and on behalf of the City of Lubbock, $280,000 from the Office of
Justice Programs to reimburse the City for the purchase of specialized training equipment
to be used to improve the City's capability to respond to acts of terrorism, and all related
documents.

Equipment Grant Program
The Office for State and Local Domestic Preparedness Support (OSLDPS) is the program office
within the Department of Justice (DOJ) responsible for enhancing the capacity of state and local
jurisdictions to respond to, and mitigate the consequences of, incidents of domestic. terrorism.
Initiated in 1998, OSLDPS' Equipment Grant Program currently provides funds to all 50 states,
the District of Columbia, and the five U.S. territories, to enable the purchase of the specialized
equipment required to better respond to WMD incidents.. This fact sheet provides information on
each grant cycle since 1998, describes the selection methodology and types of equipment
authorized for purchase, and summarizes the overall funding provided to the nation's first
responders since the program's inception.

FY 1998 State and Local Domestic Preparedness Equipment Support Program
OSLDPS provided initial funding through a competitive award process to 41
eligible county and local jurisdictions in Fiscal Year 1998.
The total funding provided through this award cycle was $12 million.
FY 1999 County and Municipal Agency Domestic Preparedness Equipment Support
Program
Building on.the 1998 program, OSLDPS provided direct grants to 157 of the
nation's most populated cities and counties in Fiscal Year 1999.
The total funding provided through this award cycle was $31.7 million.
O FY 1999 State Domestic Preparedness Equipment Program
Also initiated in 1999, the Fiscal Year 1999 state program represents the first year
of a three-year program to provide grants to all 50 states for the acquisition of
equipment, as well as for the development of a needs assessment and three-year
statewide domestic preparedness strategy. Awards were determined by a base
amount of $250,000 for equipment and $75,000 for planning to each state, with
the balance of funds being distributed on a population -share basis.
Total funding provided through this award cycle was $53.8 million.
O FY 2000 State Domestic Preparedness Equipment Program
The Fiscal Year 2000 program is the second year of the three year program for the
states. Funding is being provided for equipment acquisitions only.
The Fiscal Year 2000 program is also the first year of a two-year funding cycle for
the District of Columbia and the five U.S. territories.
Total funding being provided in this award cycle is $72.5 million.
O FY 2001 State Domestic Preparedness Equipment Program
The Fiscal Year 2001 state program is the final year of funding under the current
state grant program for the 50 states, the District of Columbia and the five U.S.
Territories.
Total funding being provided through this award cycle is $78.4 million.
O FY 2001 Nunn-Lugar-Domenici Domestic Preparedness Program
• OSLDPS assumed management of the Nunn-Lugar-Domenici (NLD) Domestic
Preparedness Program from the Department of Defense (DoD) on 10/l/00.
• Of the original 120 cities selected for participation by DoD, 52 have not received
all or part of the equipment, training and exercise support associated with the
program.
• As part of its stewardship of the NLD program, OSLDPS will provide the
remaining 52 cities with a one-time grant of $280,000 for the acquisition of
training equipment related to WMD domestic preparedness.
• Total funding being provided through this award cycle is $14.6 million.
O Equipment Funded
The authorized equipment purchase lists for the OSLDPS grants described in the
preceding sections were derived from the Standardized Equipment List (SEL).
The SEL was developed by the Interagency Board (IAB) for Equipment
Standardization and Interoperability. The IAB compiled the SEL on behalf of the
National Domestic Preparedness Office (NDPO) to delineate the types of
equipment necessary for terrorist incident response. Because the SEL also
contains lists of general use and support equipment, a more narrow list was
derived from the SEL to identify the specific types of specialized equipment
authorized for purchase under the OSLDPS Equipment Grant Program.
For OSLDPS state, county and municipal grantees, this specialized equipment
falls into four distinct categories: 1) personal protective equipment (PPE); 2)
chemical, biological, or radiological detection equipment; 3) decontamination
equipment; and, 4) communications equipment.
For NLD grantees, the equipment purchased must be for training purposes and be
limited to: 1) personal protective equipment (PPE); 2) chemical, biological, or
radiglogical detection equipment; and, 3) decontamination equipment.
A cross-section of officials representing the Public. Health Service (PHS), the
Federal Emergency Management Agency (FEMA), the U.S. Department of
Energy (DOE), the U.S. Department of Justice (OJP and FBI), and State and local
hazardous materials experts assisted in the development of this authorized
equipment purchase list and in identifying unallowable items.
