RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK
THAT the Mayor of the City of Lubbock BE and is hereby authorized to direct
the Director of Aviation on behalf of the City of Lubbock, to submit an application to the
Federal Aviation Administration to impose and collect a Passenger Facility Charge to
fund certain capital projects at the Lubbock International Airport, and related documents.
Said Agreement is attached hereto and incorporated in this resolution as if fully set forth
herein and shall be included in the minutes of the City Council.

Pape Reduction Act Statement: This form is the FAA's primary source for collecting information forth authority to collect PFC revenue for
airy rt development. This information is used to determine the eligibility and justification of airport development projects regarding safety, security,
or capacity of the national air transportation system; or which reduce noise or mitigate noise impacts resulting from an airport; or furnish
opportunities for enhanced competition between or among air carriers. It is estimated that it will take approximately 5-80 hours to fill out the
application depending on the complexity. The use of the form is required to obtain FAA approval of authority to collect PFC revenue (49 U.S.C.
40117(c)). No assurance of confidentiality is necessary or provided. It should be noted that an agency may not conduct or sponsor, and a person is
not required to respond to a collection of information unless it displays a currently valid OMB control number. The OMB control number associated

4.a. PROJECT DESCRIPTION: PFC Project No. 1 consists of constructing an aircraft
rescue and firefighting training area on airport property. The training area (2.9 acres)
will contain a burn pit with piping, a recycle water pump station, wastewater recycling
tank, fuel distribution and collection system with associated storage facility. The site will
also contain restroom and shower facilities for decontamination and a control center to
operate the facility and. a full perimeter security fence. Design, construction, related
geotechnical investigation and drainage considerations are included and shall be in
accordance with FAR Part 139 ARFF Index C standards, applicable EPA standards,
applicable FAR Part 77 Standards, and design standards written in AC 150-5220-17A
and AC 150-5300-13.

PFC Project No. 2, Install Runway/Taxiway Guidance Signs
4.a. PROJECT DESCRIPTION: PFC Project No. 2 consists of demolition, new
construction, and/or relocation of certain airfield signs, circuits and transformer vault
improvements. Approximately 22 new internally lighted legend panels and 7 new
miscellaneous sign panels will be repaired. To this end, 15 existing signs will be
demolished and 2 will be relocated including a wind cone. Demolition activities include
concrete, conduit and circuitry. New construction includes incidental marking, lighting
and necessary geotechnical investigation. In order to accommodate the increased
electrical load needed by the additional signs the project includes 3 new transformers
and relocated circuitry in 2 other transformers.

PFC Project No. 3, Acquire ARFF Truck and Equipment
4.a. PROJECT DESCRIPTION: PFC Project No. 3 consists of the acquisition of one
Airport Rescue Firefighting vehicle with capabilities of 1,500 gallons of water, 205
gallons of ARFF concentrate and 450 pounds of dry chemical. A high -reach
extendable/articulating turret shall be installed on the truck to allow for rapid effective
extinguishment of interior fires.
Also, a forward looking infrared (FIR) camera (with VCR) will be attached to the turret to
provide enhanced visibility for low light or smoky conditions.

6. PROJECT JUSTIFICATION: This vehicle will replace a 1973 ARFF vehicle which
has reached its maximum useful service life. The proposed vehicle and equipment will
satisfy the requirement of FAR Part 139 for certificated airports. Lubbock International
Airport is certificated under Part 139 and requires this vehicle and equipment to
maintain the ARFF Index and meet the response requirements of Part 139.
The high -reach extendable/articulating turret and the forward looking infrared camera
will enhance the rescue and firefighting capabilities of the truck and therefore enhance
the airport's responsibility of meeting its requirements of the ARFF index and preserving
the safety and security of the airport and the air carriers that use it.

6. PROJECT JUSTIFICATION: This project can be justified in several ways. One is
that as development continues around the airport, especially the Interport Trade Center,
the potential of development begins to gain momentum and drives the value of and
ultimate cost of adjacent land up artificially so as to be unreasonable. To acquire the
land now will insure a reasonable price. Secondly, the proposed runway improvement
is presented in the 1992 master plan which evidences our commitment to plan for future
growth. A third justification is found in the precedent already established at the airport

area in front of the terminal building. The project also contemplated reconstructing and
reconfiguring the drive in front of the terminal to physically separate public access
transportation from the arriving and departing passenger traffic and provide islands for
passenger staging to improve passenger safety. An additional benefit of the canopy
would be to provide cover for the public access transportation as well as arriving and
departing passengers to help prevent slip and fall accidents.
The amendment proposed in this application presents a material change in the scope of
the original project thereby requiring, this Type B application for amendment. The
proposed revised project contemplates the relocation of the public access transportation
staging area away from the terminal achieving the original objective of separating
passengers and pedestrians from the mix of high volume traffic in front of the terminal.
The project eliminates the need for the proposed canopy and enhances even further the
passenger safety objective of the original project. This project proposes to build a new
staging facility consisting of a restroom facility 30' X 10' (300 square feet) masonry
construction with plumbing, staging access lane 25'X 500' (12,500 square feet),
incidental signage, lighting, drainage, and geotechnical investigation. The project also
includes the demolition of existing circuitry and relocation of existing flight monitors used
by public access transportation service providers along with new conduit, circuitry, and

originally consisted of constructing an extension to the south (approximately 22,350
square yards or 201,150 square feet) of the air cargo apron and taxiway system
previously constructed under an AIP and PFC funded project. The amendment
proposed in this application presents a material change in the scope of the original
project thereby requiring this Type B application for amendment. This amendment
requests a larger extension 785'X 360' (approximately 282,600 total square feet)
including the extension of the connecting taxiway system that will tie the proposed
expansion into Taxiway S. One leg of the taxiway will be extended 90' X 360' (32,400
square feet), and a connecting shorter stub will be extended 75' X 1,280' (96,000
square feet). The demolition, removal and reconstruction of 48,750 square feet (25' X
1,950') of ARFF access road is also included in this project as well as all incidental
marking, lighting, and drainage and necessary geotechnical investigation.
In addition to the work described above, this project will include the removal of
approximately 4,202 linear feet of 6 -inch runway hold markings on all runways at the
airport and painting approximately 8,235 linear feet of new 12 -inch mandatory hold
markings to comply with current FAA regulations.

general aviation. The existing ramp is inadequate to meet forecasted demand by

Project 10, application 99 -03 -C -00 -LBB previously approved as Impose Only.
As stated in the 1992 Airport Master Plan, this project will increase the capacity on
17R/35L as well as enhance overall Airfield Safety. The project will serve traffic landing
from the north and allow quicker exit from the runway, thus enhancing runway safety
and capacity. ATCT will be able to fully utilize land and hold short operations (LASHO).
Closer minimums between aircraft landing on Runway 17R when required to hold short
of Runway 26 will be available by exiting Runway 17R to Taxiway M and holding short
of Runway 26 at that point. Runway 26 will be available for full utility and operations.

LUBBOCK INTERNATIONAL AIRPORT
2000 PFC APPLICATION
PROJECT NO. 1
ARFF TRAINING AREA
Description:
PFC Project No. 1 consists of constructing an aircraft rescue and firefighting
training area on airport property. The training area (2.9 acres) will contain a burn
pit with piping, a recycle water pump station, wastewater recycling tank, fuel
distribution and collection system with associated storage facility. The site will
also contain restroom and shower facilities for decontamination and a control
center to. operate the facility and a full perimeter security fence. Design,
construction, related geotechnical investigation and drainage considerations are
included and shall be in accordance with FAR Part 139 ARFF Index C standards,
applicable EPA standards, applicable FAR Part 77 Standards, and design
standards written in AC 150-5220-17A and AC 150-5300-13.
Justification:
The airport does not currently have facilities for adequate training of firefighting
personnel on site. ARFF training is essential, vital and required by Part 139 to
provide for air carrier safety. Part 139 requires a three-minute response time in
the event of an alarm. If personnel are sent to off site locations for training, the
resulting reduction in manpower could jeopardize required response times and
procedures. On site training is necessary to carry out the required training without
a reduction in emergency response or procedures.
In addition, the City of Lubbock believes that a significant cost savings will be
experienced with on site training along with improved and more frequent training
due to availability of training facilities.
This project is also recommended in the 1992 Airport Master Plan. The
recommendation recognizes the contribution this project will have on enhancing
the airport's safety and preparedness regarding requirements of Part 139.
Certifications:
This project involves constructing a firefighting training area. It does not
significantly expand upon existing airfield facilities. Appropriate certifications
and approvals will be secured during design and before the time of project
implementation.
Project Schedule:
Implementation of these improvements is planned for FY 2000-2001.
LUBBOCK INTERNATIONAL AIRPORT
2000 PFC APPLICATION
PROJECT NO.2
INSTALL RUNWAY AND TAXIWAY GUIDANCE SIGNS
Description:
PFC Project No. 2 consists of demolition, new construction and/or relocation of
certain airfield signs, circuits and transformer vault improvements.
Approximately 22 new internally lighted legend panels and 7 new miscellaneous
sign panels will be repaired. To this end, 15 existing signs will be demolished
and 2 will be relocated including a wind cone. Demolition activities include
concrete, conduit and circuitry. New construction includes incidental marking,
lighting and necessary geotechnical investigation. In order to accommodate the
increased electrical load needed by the additional signs the project includes 3 new
transformers and relocated circuitry in 2 other transformers.
Justification:
This project will upgrade the guidance sign and electrical vault in order for the
Airport to continue to meet FAA Certification standards and other requirements
of Part 139 for airfield operations, to enhance aircraft safety during taxi
operations and ensure continued reliability of the runway and taxiway electrical
lighting system through improvements made in the airfield electrical vault.
Certifications:
This project involves upgrading the airfield guidance signage and electrical vault.
No special certifications are expected to be required for this project beyond those
normally required at the time of the project implementation.

LUBBOCK INTERNATIONAL AIRPORT
2000 PFC APPLICATION
PROJECT NO.3
ARFF TRUCK
Description:
PFC Project No. 3 consists of the acquisition of one Airport Rescue Firefighting
vehicle with capabilities of 1,500 gallons of water, 205 gallons of ARFF
concentrate and 450 pounds of dry chemical. A high -reach
extendable/articulating turret shall be installed on the truck to allow for rapid
effective extinguishment of interior fires.
Also, a forward looking infrared (FIR) camera (with VCR) will be attached to the
turret to provide enhanced visibility for low light or smoky conditions.
Justification:
This vehicle will replace a 1973 ARFF vehicle which has reached its maximum
useful service life. The proposed vehicle and equipment will satisfy the
requirement of FAR Part 139 for certificated airports. Lubbock International
Airport is certificated under Part 139 and requires this vehicle and equipment to
maintain the ARFF Index and meet the response requirements of Part 139.
The high -reach extendable/articulating turret and the forward looking infrared
camera will enhance the rescue and firefighting capabilities of the truck and
therefore enhance the airport's responsibility of meeting its requirements of the
ARFF index and preserving the safety and security of the airport and the air
carriers that use it.
Certifications:
This project does not expand upon existing airfield facilities. No special
certifications are required for this project beyond those normally required at the
time of project implementation.

2000 PFC APPLICATION
PROJECT NO. 4
NEW AIRPORT MASTER PLAN
Description:
PFC Project No. 4 consists of a Master Plan Study to assist the airport in making
long term decisions. The master plan will examine existing facilities, forecast
growth and future requirements and present a plan to implement those
requirements. The plan will also address infrastructure, airport layout and
locations for supporting industry and service.
Justification:
This project addresses the required planning component for certificated 139
airports and acknowledges the airport's responsibility to conduct long term
planning to be able to justify using limited development resources more
effectively. The last update of the master plan was written in 1992, hence this
project coincides with the accepted 10 year planning cycle.
Certifications:
This project does not directly involve the development of airfield facilities at the
Airport. No special certifications are required for this project.

LUBBOCK INTERNATIONAL AIRPORT
2000 PFC APPLICATION
PROJECT NO. 5
RECONTRUCT AND EXPAND GENERAL AVIATION RAMP
BETWEEN TWY F & L, ACROSS TWY C
Description:
PFC Project No. 5 consists of demolishing existing taxiway and expanding and
reconfiguring the general aviation ramp adjacent to the old passenger terminal
building. The project will demolish 15,000 square yards (135,000 square feet) of
concrete taxiway and provide 35,000 square yards (315,000 square feet) of new
general aviation apron. The project will also include incidental marking, lighting,
site grading, drainage, and geotechnical investigation.
Justification:
This project will enhance the efficiency and capacity of the general aviation ramp
on the west side by providing additional room to marshal and/or maneuver in
order to access one of three FBO's adjacent to the ramp. The additional room will
also enhance aircraft safety during taxi operations.
Certifications:
This project does not expand upon existing airfield facilities. No special
certifications are required for this project beyond those normally required at the
time of project implementation.

LAND ACQUISITION NORTH OF RUNWAY 8
Description:
PFC Project No. 6 consists of acquiring 253 acres of land north of Runway 8.
This land area is the site selected in the 1992 master plan to build a 5,100 foot
runway parallel to Runway 17L/35R with connecting taxiways, new connecting
ARFF access road, and incidental lighting, marking, signage, drainage, and
geotechnical investigation
Justification:
This project can be justified in several ways. One is that as development
continues around the airport, especially the Interport Trade Center, the potential
of development begins to gain momentum and drives the value of and ultimate
cost of adjacent land up artificially so as to be unreasonable. To acquire the land
now will insure a reasonable price. Secondly, the proposed runway improvement
is presented in the 1992 master plan which evidences our commitment to plan for
future growth. A third justification is found in the precedent already established
at the airport when the FAA allowed the use of PFC funds to acquire land east of
Runway 8 for future development and protection of runway 17L/35R in the
1993(d) PFC amended plan.
Lastly, the AIP Handbook in Chapter 6, Section 1 provides that the acquisition of
or any interest in land is eligible when it is necessary for airport purposes
provided the land was acquired after the date of enactment of the Federal Airport
Act, May 13, 1946. The handbook also states that such land acquisition shall be
encouraged.

certifications are required for this project beyond those normally required at the
time of project implementation.

2000 PFC APPLICATION
PROJECT NO.3 (APPLICATION 99 -03 -C -00 -LBB)
ENTRANCE ROAD AND CANOPY IMPROVEMENTS
Description:
PFC Project No. 3 (Application 99 -03 -C -00 -LBB) previously approved as impose
and use consisted of constructing a canopy to cover the area in front of the
terminal building. The project also contemplated reconstructing and
reconfiguring the drive in front of the terminal to physically separate public
access transportation from the arriving and departing passenger traffic and
provide islands for passenger staging to improve passenger safety. An additional
benefit of the canopy would be to provide cover for the public access
transportation as well as arriving and departing passengers to help prevent slip
and fall accidents.
The amendment proposed in this application presents a material change in the
scope of the original project thereby requiring this Type B application for
amendment. The proposed revised project contemplates the relocation of the
public access transportation staging area away from the terminal achieving the
original objective of separating passengers and pedestrians from the mix of high
volume traffic in front of the terminal. The project eliminates the need for the
proposed canopy and enhances even further the passenger safety objective of the
original project. This project proposes to build a new staging facility consisting
of a restroom facility 30' X 10' (300 square feet) masonry construction with
plumbing, staging access lane 25' X 500' (12,500 square feet), incidental signage,
lighting, drainage, and geotechnical investigation. The project also includes the
demolition of existing circuitry and relocation of existing flight monitors used by
public access transportation service providers along with new conduit, circuitry,
and geotechnical investigation (2,000 linear feet).
Justification:
This project will improve passenger safety and pedestrian flow in front of and
within the terminal building by remoting all public access transportation to a
centralized staging area away from the terminal building. This will allow on -
demand service to the front of the terminal building thereby eliminating the
congestion of vehicles to achieve improved vehicular flow and passenger safety
with added passenger capacity at curb side.
This project will also enhance competitiveness among service providers as they
will all be staged in the same remote facility.

2000 PFC APPLICATION
PROJECT NO.8 (APPLICATION 99 -03 -C -00 -LBB)
WESTPORT APRON AND TAXIWAY EXPANSION -SOUTH
Description:
PFC Project No. 8 (PFC Application 99 -03 -C -00 -LBB) originally consisted of
constructing an extension to the south (approximately 22,350 square yards or
201,150 square feet) of the air cargo apron and taxiway system previously
constructed under an AIP and PFC funded project. The amendment proposed in
this application presents a material change in the scope of the original project
thereby requiring this Type B application for amendment. This amendment
requests a larger extension 785' X 360' (approximately 282,600 total square feet)
including the extension of the connecting taxiway system that will tie the
proposed expansion into Taxiway S. One leg of the taxiway will be extended 90'
X 360' (32,400 square feet), and a connecting shorter stub will be extended 75' X
1,280' (96,000 square feet). The demolition, removal and reconstruction of
48,750 square feet (25' X 1,950') of ARFF access road is also included in this
project as well as all incidental marking, lighting, and drainage and necessary
geotechnical investigation.
In addition to the work described above, this project will include the removal of
approximately 4,202 linear feet of 6 -inch runway hold markings on all runways at
the airport and painting approximately 8,235 linear feet of new 12 -inch mandatory
hold markings to comply with current FAA regulations.
Justification:
This project will expand the existing west side ramp that primarily serves air
cargo carriers but is available for commercial carriers and general aviation. The
existing ramp is inadequate to meet forecasted demand by current air cargo
tenants. This project will also enhance the capacity for Runway 17R/35L by
allowing easier and improved exit from the runway and access to air freight
operations. The City has been advised by existing air cargo carriers that forecasts
show increased frequency in the number of flights and larger aircraft up to and
including the Airbus A300-600.
The additional removal and restriping of all hold lines on the airport is required in
order to comply with new FAA certification requirements.

CONSTRUCT HIGH SPEED TAXIWAY B1
Description:
PFC Project No. 10 (PFC Application 99 -03 -C -00 -LBB) consists of constructing
a high-speed exit taxiway serving Runway 17R -35L and connecting to Taxiway
M for southbound traffic, just north of Runway 8-26. Taxiway is proposed to be
90' X 850' (76,500 square feet) with incidental signage, markings, lighting and
drainage and geotechnical investigation.
Justification:
This amendment is requesting Use authority for Project 10, application 99 -03 -C-
00 -LBB previously approved as Impose Only.
As stated in the 1992 Airport Master Plan, this project will increase the capacity
on 17R/35L as well as enhance overall Airfield Safety. The project will serve
traffic landing from the north and allow quicker exit from the runway, thus
enhancing runway safety and capacity. ATCT will be able to fully utilize land
and hold short operations (LASHO). Closer minimums between aircraft landing
on Runway 17R when required to hold short of Runway 26 will be available by
exiting Runway 17R to Taxiway M and holding short of Runway 26 at that point.
Runway 26 will be available for full utility and operations.
Certifications:

operations area. No special certifications are expected to be required for this
project beyond those normally required at the time of project implementation.

Description:
PFC Project No. 11 (PFC Application 99 -03 -C -00 -LBB) consists of providing
commercial commuter aircraft access equipment to allow all weather access to
commuter aircraft by physically challenged passengers.
Justification:
This amendment is requesting use authority for Project 11, application 99 -03 -C-
00 -LBB previously approved as Impose Only.
The access equipment will enhance the City's ability to maintain compliance with
the Americans with Disabilities Act requirements and aircraft accessibility by all
passengers. It will also ensure back up capability in case of mechanical failure of
the jetbridges and provide direct access to those aircraft that cannot be
accommodated by the jetbridges.
