HomeMy WebLinkAboutResolution - 2001-R0007 - "Digital Divide" Grant Agreement Btwn City And Texas Tech University - 01/25/2001Resolution No. 2001-R0007 January 25, 2001 Item No. 23 RESOLUTION BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the Mayor of the City of Lubbock is hereby authorized and directed to execute for and on behalf of the City of Lubbock an Interlocal Governmental Agreement with regard to a "Digital Divide" Grant by and between City and the Texas Tech University, acting by and through its College of Engineering, and any associated documents, a copy of which Agreement is attached hereto and which shall be spread upon the minutes of this Council and as spread upon the minutes of this Council shall constitute and be a part hereof as if fully copied herein in detail. VancTiver, First Assistant City Attorney DDres/DigDiv.res January 2, 2001 Resolution No. 2001—R0007 January 25, 2001 Item No. 23 INTERLOCAL GOVERNMENTAL AGREEMENT THE STATE OF TEXAS COUNTY OF LUBBOCK WHEREAS, Texas Tech University (hereinafter called "University"), acting by and through its College of Engineering has obtained a grant from the National Science Foundation to provide home computer equipment and training to students and their families in order to reduce the "Digital Divide" between students with access to home computers and students without access to home computers; and WHEREAS, the University desires to have the City of Lubbock (hereinafter called "City") participate in said "Digital Divide" program; and WHEREAS, the City Council of the City of Lubbock deems such program to be in the public interest and has indicated a desire to participate in such program in cooperation with the University, other governmental entities, such as Lubbock Independent School District and private sector businesses; and WHEREAS, Chapter 791 of the Texas Government Code provides for interlocal cooperation agreements between local governments and state agencies; and WHEREAS; the City desires to make available to the University a grant in the amount of $75,000 for provision of computer and information technology skills to students who otherwise would not have opportunity to obtain such skills; and WHEREAS, the City and the University desire to cooperate in this project; NOW THEREFORE: WITNESSETH: THAT the City and the University hereby agree as follows with regard to a partnership for the provision of home computers and computer instruction to students and their families in Lubbock who qualify for the University's "Digital Divide" program. The City hereby agrees to provide seventy-five thousand dollars ($75,000.00) to the University's College of Engineering for the "Digital Divide" program. The University hereby agrees to administer the "Digital Divide" program, including the following activities: 1) Purchase computer components for not less than one hundred (100) computers to be provided to students and their families who otherwise would not have an opportunity to utilize a home computer. 2) Select instructors to provide training on assembling the computer parts into workable computers. 3) Identify instructors to provide software training for the students and their families. 4) Provide software for each computer, including word processing, spread sheet and internet access software, and CD's, diskettes and other computer supplies. 5) Supervise and manage the training of the students and their families, including providing training facilities that will include a venue for the assembly of computer parts and training on the assembled computers. 6) Provide Lubbock Independent School District with appropriate criteria reflecting the National Science Foundation grant provisions for the selection of students to participate in the program. At a minimum, such criteria shall include low family income level below the Federal government's poverty levels with some having Public/Section 8 housing involvement, satisfactory attendance and at least a "C" grade average. All payments required to be made pursuant to this Agreement shall be made from current revenues available to the paying party as required by Sec. 791.011 of the Texas Government Code. In the event that the program is not performed, or is not completed, any remaining portion of the City's grant shall be returned to the City. The term of this Agreement shall be for one (1) year or until the program is completed. EXECUTED this 25th day of January , 2001.
