AN ORDINANCE AMENDING THE FY 2008-09 BUDGET FOR MUNICIPAL
PURPOSES RESPECTING THE GRANT FUND TO ACCEPT AND APPROPRIATE
GRANT FUNDING FROM THE TEXAS DEPARTMENT OF TRANSPORTATION
FOR THE STEP - CLICK IT OR TICKET MOBILIZATION PROJECT; RESPECTING
THE LP&L OPERATING BUDGET AS RECOMMENDED BY THE ELECTRIC
UTILITY BOARD ON MARCH 30, 2009 AND AS APPROVED BY THE CITY
COUNCIL IN A MEETING CONDUCTED PURSUANT TO SECTION 551.086 OF
THE TEXAS GOVERNMENT CODE; AND RESPECTING THE COMMUNITY
DEVELOPMENT FUND TO ACCEPT AND APPROPRIATE FUNDING FROM THE
TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS FOR THE
LOW INCOME HOME ENERGY ASSISTANCE PROGRAM AND FROM THE
TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS FOR THE
DEPARTMENT OF ENERGY WEATHERIZATION ASSISTANCE PROGRAM.
WHEREAS, Section 102.010 of the Local Government Code of the State of
Texas authorizes the City Council to make changes in the budget for municipal purposes;
and
WHEREAS, in accordance with the City Budget Ordinance the City Council shall
approve all transfers between funds and departments; and
WHEREAS, the City Council deems it advisable to change the FY 2008-09
Budget for municipal purposes and reallocate funds as follows; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
SECTION I. THAT the City Council of the City of Lubbock hereby approves
changes to the City of Lubbock Budget FY 2008-09 (Budget Amendment #11) for
municipal purposes, as follows:
I. Accept and appropriate $19,963 grant funding from the Texas. Department
of Transportation for the STEP Click It or Ticket Mobilization Project.
II. Amend the operating budget in the Lubbock Power and Light Fund by
appropriating $430,000 to the LP&L Vehicle Budget and as recommended
by the Electric Utility Board on March 30, 2009 and as approved by the
City Council in a meeting conducted pursuant to Section 551.086 of the
Texas Government Code.
III. Accept and appropriate $321,938 from the Texas Department of Housing
and Community Affairs for the Low Income Home En A
Program.

IV. Accept and appropriate $95,987 from the Texas Department of Housing
and Community Affairs for the Department of Energy Weatherization
Assistance Program.
SECTION 2. THAT a copy of the changes made to the City of Lubbock Budget
pursuant to this Ordinance shall be filed with the City Secretary and County Clerk of
Lubbock as required by law.
SECTION 3. THAT should any section, paragraph, sentence, clause, phrase or
word of this Ordinance be declared unconstitutional or invalid for any reason, the
remainder of this Ordinance shall not be affected thereby.
