ORDINANCE NO. 2009-00014
AN ORDINANCE AMENDING CHAPTER 8 OF THE CODE OF
ORDINANCES OF THE CITY OF LUBBOCK, TEXAS, BY AMENDING THE
LANGUAGE OF SECTION 8-4 WITH REGARD TO VOTING PRECINCTS AND
VOTING PLACES AS A RESULT OF ANNEXATIONS; ASSIGNMENT OF NEW
VOTING PRECINCTS TO CITY COUNCIL DISTRICTS TO REFLECT THE
CHANGES MADE BY SAID ANNEXATIONS; PROVIDING NEW VOTING
PLACES WHERE NECESSARY DUE TO ANNEXATIONS; PROVIDING A MAP
OF THE VOTING PRECINCTS AND DISTRICTS OF THE CITY OF LUBBOCK;
PROVIDING A SAVINGS CLAUSE; PROVIDING THAT ALL PORTIONS OF
CHAPTER 8 NOT AMENDED SHALL REMAIN THE SAME; PROVIDING FOR
PUBLICATION; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City of Lubbock has completed two annexations during the past
year and such annexations, including the corresponding changes to the voting precincts
and voting districts and establishment of polling places have been submitted to and
approved by the U.S. Department of Justice; and
WHEREAS, the City Council of the City of Lubbock deems it to be in the best
interest of the citizens of the City of Lubbock to conform its Voting Precinct and District
descriptions and polling places to incorporate changes resulting from said annexations;
and
WHEREAS, said annexations, loss of voting places and availability of newly
constructed schools for polling places require changes to some existing permanent
polling places; NOW THEREFORE:
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
SECTION 1. THAT subsection 8-4(a) of the Code of Ordinances of the City of
Lubbock, Texas, is hereby amended to read as follows with regard to the following
named Voting Precincts:
Voting Precinct No. 133. Beginning at the intersection of Quaker Avenue and
114th Street; thence east along 114th Street to a point 660 feet east of the intersection of
the centerlines of University Avenue and 114th Street; thence south along a line 660 feet
east of the centerline of University Avenue to a point 660 feet east and 660 feet south of
the intersection of the centerlines of 114th Street and University Avenue; thence west
along a line 660 feet south of the centerline of 114th Street to a point that is 2640 feet east
and 660 feet south of the intersection of the centerlines of Indiana Avenue and 114th
Street; thence south along a line 2640 feet east of the centerline of Indiana Avenue to a
point 3288 feet south and 2640 feet east of the intersection of the centerlines of Indiana
Avenue and 114th Street; thence west along a line 3288 feet south of the centerline of
114th Street to a point 3288 feet south and 2147 feet east of the intersection of the
centerlines of Indiana Avenue and 114th Street; thence south along a line 2147 feet east of
the centerline of Indiana Avenue to a point 660 feet south and 2147 feet east of the
intersection of the centerlines of Indiana Avenue and 1301h Street; thence west along a
line 660 feet south of the centerline of 130th Street to its intersection with Indiana
Avenue; thence north along Indiana to its intersection with 130`h Street; thence west
along 130th Street to its intersection with Quaker Avenue; thence North along Quaker
Avenue to the point of beginning. The voting place shall be 1St Assembly of God Church.
Voting Precinct No. 111. Beginning at the intersection of 98th Street and Slide
Road; thence south along Slide Road to a point 660 feet south of the centerline of 114th
Street; thence west along a line (the city limits) parallel to and 660 feet south of the
centerline of 114th Street to a point 55 feet east of the centerline of Frankford Avenue
and 660 feet south of the centerline of 114`h Street; thence north along a line 55 feet east
of the centerline of Frankford Avenue to its intersection with 114`h Street; thence west
along 114th Street to a point 55 feet west of the intersection of the centerline of 114th
Street and the centerline of Alcove Avenue; thence north along a line (the city limits) 55
feet west and parallel to the centerline of Alcove Avenue to its intersection with the north
right-of-way line of U.S. Highway 62; thence northeasterly along the north right-of-way
line of U.S. Highway 62 (the city limits) to its intersection with Upland Avenue; thence
south along Upland Avenue to its intersection with 82nd Street; thence east along 82nd
Street to its intersection with Milwaukee Avenue; thence south along Milwaukee Avenue
to its intersection with 98th Street; thence east along 98th Street to the point of
beginning. The voting place shall be the Disabled American Veterans—Chapter 44
building, 7444 83rd Street.
Voting Precinct No. 137. Beginning at the intersection of 130th Street and Quaker
Avenue; thence east along 130th Street to its intersection with Indiana Avenue; thence
south along Indiana Avenue to a point 2641 feet south of the intersection of the
centerlines of 1301h Street and Indiana Avenue; thence west to a point 2641, feet south of
the intersection of 130th Street and Quaker Avenue; thence north along Quaker Avenue
to the point of beginning. The voting place shall be designated by election order.
Voting Precinct No. 138. Beginning at a point 55 feet west of the intersection of
the centerlines of Alcove Avenue and 1141 Street; thence south along a line 55 feet west
of the centerline of Alcove Avenue to a point 55 feet west and 55 feet south of the
intersection of the centerlines of Alcove Avenue and 1301h Street; thence east long a line
55 feet south of the centerline of 130th Street to a point 55 feet south and 55 feet west of
the intersection of the centerlines of Upland Avenue and 130`h Street;. thence south along
a line 55 feet west of the centerline of Upland Avenue to a point that is 660 feet south
and 55 feet west of the intersection of the centerlines of Upland Avenue and 130th Street;
thence east along a line 660 feet south of the centerline of 130th Street to a point 55 feet
east and 660 feet south of the intersection of the centerlines of Milwaukee Avenue and
1301h Street; thence north approximately 586 feet along the East right-of-way line of
Milwaukee Avenue to a point 66 feet East and 82 feet South of the intersection of the
centerlines of Milwaukee Avenue and 1301h Street; thence .east northeast approximately
36 feet, curving around the northwest corner of the Windsor Park Plat to a point
approximately 92 feet east and 55 feet south of the intersection of the centerlines of 130
Street and Milwaukee Avenue; thence east approximately 1110 feet along the South right

-of -way line of 130th Street to a point 1203 feet east and 55 feet south of the intersection
of the centerlines of Milwaukee Avenue and 1301h Street; thence south along a line to a
point 1203 feet east and 660 feet south of the intersection of the centerlines of 1301h
Street and Milwaukee Avenue; thence east 1440 feet to a point 2675 feet west and 660
feet south of the intersection of the centerlines of Frankford Avenue and 130th Street;
thence north 605 feet to a point 2675 feet west and 55 feet south of the intersection of
the centerlines of Frankford Avenue and 1301h Street; thence east 1385 feet to a point
1283 feet west and 55 feet south of the intersection of the centerlines of Frankford
Avenue and 130t1' Street; thence south 605 feet to a point 1283 feet west and 660 feet
south of the intersection of the centerlines of Frankford Avenue and 1301h Street; thence
east 1943 feet to a point that lies 660 feet east and 660 feet south of the intersection of the
centerlines of Frankford Avenue and 1301h Street; thence north along a line 660 feet east
of the centerline of Frankford Avenue to a point 660 feet east and 1662 feet north of the
intersection of the centerlines of Frankford Avenue and 130th Street; thence west
approximately 605 feet to a point 55 feet East and 1662 feet north of theintersection of
the centerlines of Frankford Avenue and 130th Street; thence north 3687 feet to a point 55
feet east of the intersection of the centerlines of 114th Street and Frankford Avenue;
thence west along 114th Street to the point of beginning. The voting place shall be
designated by election order.
SECTION 2. THAT subsection 8-4(b) of the Code of Ordinances of the City of
Lubbock. Texas is hereby amended to read as follows:
(b) The voting precincts set out in this section are hereby divided into
six (6) City Council voting districts, with each district to contain the following
named voting precincts:
Voting District No. 1: Precinct Nos. 1, 2, 3, 4, 5, 8, 10, 17, 18, 114, 132.
Voting District No. 2: Precinct Nos. 6, 19, 20, 25, 26, 29, 40.
Voting District No. 3: Precinct Nos. 14, 15, 16, 21, 22, 23, 24, 28, 49, 118, 119.
Voting District No. 4: Precinct Nos. 12, 30, 52, 54, 60, 67,175, 109, 122, 123, 126, 127,
133, 136, 137.
Voting District No. 5: Precinct Nos. 7, 27, 57, 62, 66, 78, 96, 104, 110, 111, 112, 115,
116, 124, 125, 128, 129, 134, 138.
Voting District No. 6: Precinct Nos. 9, 13, 47, 50, 53, 58, 59, 63, 72, 76, 92, 113, 130,
131, 135.
SECTION 5. THAT subsection 84(c) of the Code of ordinances of the City of
Lubbock, Texas, is hereby amended to read as follows:
(c) The voting districts, voting precincts and voting places set out in
this section are hereby delineated on the map denominated "City of Lubbock
Voting Precincts/Districts, effective April 1, 2009/Official Map." A copy of said
map is attached and made a part of this section as if fully copied herein in detail.
A copy of the original of such map shall be kept in the office of the City Secretary
and shall be available for public inspection, and at each special and general city

election, a true copy of said map shall be furnished by the City Secretary to each
of the presiding judges of the voting precincts for such special or general city
election.
SECTION 6. THAT should any section, paragraph, sentence, phrase, clause or
word of this Ordinance be declared unconstitutional or invalid for any reason, the
remainder of this Ordinance shall not be affected thereby.
SECTION 7. THAT all portions of Chapter 8 not expressly amended by this
Ordinance shall remain as they are.
SECTION 8. THAT the City Secretary is hereby authorized and directed to
cause publication of this Ordinance in its entirety following final passage by the City
Council.
2009. SECTION 9. THAT this Ordinance shall be effective on and after April 1,
AND IT IS SO ORDERED.
