RCSOLUTION
WHEREAS, on August 8, 2013, the City Council of the City of Lubbock, upon motion, duly
seconded, established by unanimous minuted action (the "original Action") a calendar and
procedure whereby certain Council appointees would be given an initial annual performance
evaluation between September 1, 2013 and November 1, 2013, and successive performance
evaluations would be given to all Council appointees between February 1 and April 1 of each
year thereafter; and
WHEREAS,the City Council now desires to schedule annual appointee performance evaluations
from July 1 to August 31, to be more closely aligned with the fiscal year of the City; and
incorporate the schedule for such evaluations into the City Council Rules and Procedures
WHEREAS,the City Council further desires to codify said schedule for such evaluations
into the City Council Rules and Procedures. NOW THEREFORE:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
1. THAT Section VI of the City of Lubbock City Council Rules is amended to read as
follows:
"In accordance with Article X, Section 6 of the City Charter,the governing body
shall hold the City Manager responsible for the proper administration of all affairs of the
City. The City Manager or his designated representative is responsible for the
appointment and removal from office of all City employees unless the City Charter
specifically assigns this responsibility to the governing body.
The City Manager is the Chief Executive Officer of the City. The City Council charges
the City Manager with carrying out its policies and directives. The City Manager is
responsible for implementing City Council policies by planning,organizing and directing
the activities of the City staff. The City Charter of the City of Lubbock stipulates that
the members of the governing bodies shall defer to the City Manager the responsibility
of directing the activities of the City staff. However,the City Charter allows the members
of the governing body to make inquiries about the City's policies and procedures with
City staff. The members of the governing body should address all other questions and
requests through the City Manager or his designated representative.
Appointees reporting directly to the City Council shall be subject to an annual
performance evaluation to be scheduled between July 1 and August 31, the form and
substance of such evaluation shall be determined at the sole discretion of the City
Council."
2. THAT in accordance with Section VII of the Council Rules and Procedures, a
conforming copy of the City of Lubbock City Council Rules is attached hereto as Exhibit "A"
and incorporated herein for all purposes, and shall stand in replacement of any prior version,
effective April 1, 2020.
