ORDINANCE NO. 2020-00039
AN ORDINANCE AMENDING THE FY 2019-20 BUDGET FOR MUNICIPAL PURPOSES
RESPECTING THE LUBBOCK POWER& LIGHT CAPITAL BUDGET; PROVIDING FOR
FILING; AND PROVIDING FOR A SAVINGS CLAUSE.
WHEREAS, Section 102.010 of the Local Government Code of the State of Texas
authorizes the City Council to make changes in the budget for municipal purposes; and
WHEREAS, in accordance with the City Budget Ordinance the City Council shall
approve all transfers between Rinds; and
WHEREAS, the City Council deems it advisable to change the FY 2019-20 Budget for
municipal purposes and reallocate funds as follows; NOW,THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
SECTION 1. THAT the City Council of the City of Lubbock hereby approves changes
to the City of Lubbock Budget FY 2019-20 (Budget Amendment #15) for municipal purposes,
as follows:
I. Amend Capital Improvement Project 92477, 69/115kV Line Rebuild: Holly-Southeast
by increasing the appropriation and funding in the amount of $2,750,000 from
$7,705,000 to $10,455,000. The additional appropriation will be used to fund increased
expenditures. The project will utilize Short Term Lending Facility funding.
II. Amend Capital Improvement Project 92635, Substation Rebuild — Northeast by
increasing the appropriation and funding in the amount of$3,160,000 from$505,000 to
$3,665,000. The additional appropriation will be used to fund increased expenditures.
The project will utilize Short Term Lending Facility funding.
I1I. Establish Capital Improvement Project 92668: Wadsworth Relay Upgrade and
appropriate funding in the amount of$1,500,000. This is a new project as a result of the
Dunbar station being constructed away from the existing Wadsworth station. The project
will utilize Short Term Lending Facility funding. The project scope and justification is
as follows:
Project Scope: This project is for the upgrades to the existing Wadsworth station for the
115kV conversion program only. This includes replacing the existing Co-op and Holly
line protection panels, 115kV potential transformers (PTs) relocations, surge arrester
replacements, second trip coils and second battery addition. The existing Holly line will
now be bisected by the greenfield substation(Dunbar).
Project Justification: The work at the Wadsworth substation is required to upgrade the
protection for the existing 115kV potential transformers, and upgrading the remaining
115kV breakers to match current protection and controls to include the installation of the
additional/redundant trip coils.
SECTION 2. THAT a copy of the changes made to the City of Lubbock Budget
pursuant to this Ordinance shall be filed with the City Secretary and County Clerk of Lubbock
as required by law.
SECTION 3. THAT should any section, paragraph, sentence, clause, phrase or word of
this Ordinance be declared unconstitutional or invalid for any reason, the remainder of this
Ordinance shall not be affected thereby.
