AN ORDINANCE ESTABLISHING A. CANYON LAKES POLICY ZONE TO
ENCOURAGE ORDERLY DEVELOPMENT ADJACENT TO THE CANYON LADES
PROJECT; PROVIDING FOR REVIEW AND APPROVAL OF BUILDING PERMIT
REQUESTSiWITHIN SUCH POLICY ZONE; PROVIDING FOR DEVELOPMENT COIN
SIDERATI,NS WITHIN SUCH POLICY ZONE; PROVIDING A PENALTY; PROVID-
ING A SAV ,NGS CLAUSE AND PROVIDING FOR PUBLICATION.
WHEREAS, the City Council has determined that orderly development should be
encouragedadjacent to the 'Canyon Lakes Project and that exterior design and lay- out
of buildings within such area should be compatible with the Canyon Lakes Pro- ject
and ha nomious -with the Goal, Pro ram and Policies Plan. as adopted by the City
Counc'1 on May 13, 1971 and further, that in order for all the citizens of the City
of Lub ock to be able to enjoy the Canyon sakes require# encouragement, support
an possible restraint on certain development which could be injurious or offensive
t the Project by reason of emission of dust, smoke, odor, glard, exces » A.
noise,
urface runoff pollution or other environmental deficiencies; and WHERE,'
S, the City Council has received the recommendations of the Planning' and
Zoning Commission, the Parks and Recreation Board, developers and interest ecl
citizens NOW THEREFORE BE
IT ORD INED BY THE CITY COUNCIL OF THE CITY OF 'LUBBOCK: SECTIO
1, THAT there is hereby established a Canyon Lakes Project Policy Zone,
the oundaries of which are set out on the map attached hereto and made a part
hereof SECTIO
2. THAT any request for a building permit or a certificate of occup- ancy
relati g to property within the Canyon. Lakes Project Policy Zone shall be referred
to the Planning and Zoning Commission for review acid approval. Such request
sh I include a fully dimensioned site plan at a scale of ' %- 101 which shall show
the b ilding layout, parking layout, landscape plan, building elevation draw- ings
and oc' eening fence location and fence details. Such site plan must be appro w e.
d by the Panning and Zoning Commission and signed by its Chairman. Appeals from
condi ions imposed by such commission may be made to the City Council wit; notice
of s `ch appeal being given to the Secretary of the Planning and Zoning Com- mission
w4hin thirty (30) days from the Commission decision. SECTION
3. Development within the Canyon Lakes Project Policy Zone shall be
in accordance with the permitted uses under Zoning Ordinance No. 1695 and amendments
thereto, along with the following considerations: 1.
Residential "It" and "A" Districts 1.
1 Developments shall be oriented in a manner that most effectively promotes
contact and interaction between the Canyon Lakes Park nd adjacent,
land use.
1. 2 A minimum of fifteen (15) percent of the total lot area shall be
landscaped and permanently maintained.
Landscaping shall be defined as changing the features of the
required area by adding lawns, trees, shrubs, and other land-
scape materials soas to produce an attractive and desirable effect.

1 Developments shall be oriented in a manner that most effectively promotes
contact and interaction between the Canyon Lakes Park and
adjacent land use. 12.
2 A minimum of fifteen (15) percent of the total lot area shall be landscaped
and permanently maintained. Landscaping
shall be defined as changing the features of the required
area by adding lawns, trees, shrubs, and. other land- scape
materials so as to produce an attractive and desirable effect.

3 A. screening fence shall be required for any outdoor storage allow ed
by the zoning ordinance. The screening fence shall be con- structed
with wood., brick, brick as ry and/or plant material of
a sufficient density to block the line of sight. No outdoor storage
shall exceed the height of the screen. 2.
4 A minimum of two and two -tenths (2. 2) square feet of off-street parking
space shall be required for each one (1) square foot of building
floor area. 3.

2 A minimum of fifteen (15) percent of the total lot area shall be landscaped
and permanently maintained. Landscaping
shall be defined as changing the features of the required
area by adding lawns, trees, shrubs, and other land- scape-
materials so as to produce an attractive and desirable effect.

3. 3 A screening fence shall be required for any outdoor storage ally «» J
ed by the zoning ordinance. The screening ,fence shall be con-
structed with wood, brick, brick masonry and/or plant material
of a sufficient density to block the line of sight. No outdoor
storage shall exceed the height of the screen.
3.4 A minimum of one (1) off-street parking space shall be required,
for each one (1) employee.
SECTIO; 4. THAT any person who shall violate any of the provisions of this
Ordinance r who shall fail to comply with any of the provisions of this Ordinance
or who; sha l build, alter, or occupy any building, structure or land in violation of
any statem nt or plan submitted and approved hereunder shall be guilty of a mis-
demeanor nd upon conviction thereof shall be fined in any sum not to exceed. two
hundred do Lars '($200 00). Each day such violation is committed or permitted to
continue, s all constitute a separate offense, and shall be punishable as such
hereunder.
SECTIO 5. Should any section, paragraph, sentence, clause, phrase, or war
of this -Ord trance be declared unconstitutional or invalid for any reason, the rema -
der of this rdinance shall not be affected thereby.
S'ECTIO 6'. THAT the Cityy Secretary is hereby authorized to cause publica-
tion of the escriptive caption of this Ordinance as an alternative method provided`
by law.
AND IT IS SO ORDERED.
