AN ORDINANCE AMENDING CHAPTERS 25 AND 28 OF THE UNIFORM BUILD-
ING CODE,, 19 64 EDITION (BEING THE BUILDING CODE) AND ORDINANCE NO.
4725;FURTHER ADAPTING THE UNIFORM BUILDING CODE., VOLUME 1, AS
COPYRIGHTED IN 1964 BY THE INTERNATIONAL CONFERENCE OF BUILDING
OFFICIALS,, , PASADENA, CALIFORNIA FOR USE BY THE CITY OF LUBBOCK;
DIRECTING PUBLICATION OF THE DESCRIPTIVE CAPTION OF THIS ORDINANC
TOGETHER WITH THE PENALTY PROVISION OF THE UNIFORM BUILDING COD:
1964 EDITION, AND DECLARING AN EMERGENCY.,'
WHEREAS,, the City Council of the City of Lubbock has heretofore by Ordinance
No. 4725 provided for the adoption of the Uniform Building Code,, 1964 edition, wit:
certain amendments thereto; and,
WHEREAS,, it has been brought to the attention of the City Council of the City
of Lubbock that certain other amendments to the said Uniform Building Code are
necessary to insure the high standards and safety; and,,
WHEREAS, the said Uniform Building Code, 1964 edition as amended in Ordi-
nance No. 4725 has recently become effective and is defective without the amend-
ments as set out herein; and,
WHEREAS the imperative need to have these amendments effective as soon as
possible after the effective date of Ordinance 4725 creates an emergency; NOW,
THEREFORE:'
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
SECTION A. THAT Section 2515 (a) of the Uniform Building Code, 1964 edition
as adopted by Ordinance No 4725 be and is hereby amended to read as follows:
Sec. 2515. (a) General. In one and two-story buildings housing
groups H I, and J Occupancies,,, where engineering design is not
provided, where the floor lime load does not exceed 50 pounds per
square foot;, and when the roof lit.e load does not exceed 20 pounds
per square foot„ span tables forjoists and rafters as published by
the National Forrest Products Association may be used to determine
framing requirements. The allowable span of horizontal load,
bearing me.Lllbers shall be taken as the clear horizontal distance
between supports. Tables 25-1, and 25-0 of this Chapter' shall
Abe applicable.''
SECTION 2. THAT Section 2803 (a) of the Uniform Building Code, 1964 edition,
be and the same is hereby amended to read as follows:
Sec„ 2803. (a) General. The classification of the soil under all
portions of every building shall be based upon the examination
of adequate test borings or exacauations made at the site when
required by the Building Official. The location of the test borings
or excauations and the nature of the sub -surface materials shall
be indicated on the plans.
EXCEPTION: Design criteria for foundations and footings in one
and two-story buildings housing groups H., I.,and J Occupancies,,
type V construction,, where engineering design -'-is not provided
shall be,,as set forth in _Tables 28-A and 28-A. 1"
SECTION 3. THAT Chapter 28 of the Uniform Building Code, 19 64 edition, be
and the same is hereby amendedto include a new Table to be designated Table
28-A. 1 to read as included and attached hereto.
SECTION; 4„ THAT Section 5107 W of the Appendix to the Uniform Building
Code, 1964 edition (no part of said Appendix being heretofore adopted as the
Lubbock Building Code ), be and the same is hereby adopted as a part of the
Building Code of the City of Lubbock,
SECTION; 5. The City Secretary is hereby authorized and directed to cause the
publication of the descriptive caption of this Ordinance together with the penalty
provision of the Uniform Building Code, 1964 edition as amended as an alternative
method of publication provided by law.
SECTION _16, The fact that public necessity and daily operation of a City depart-
ment requires that this Ordinance be passed as an emergency measure for reasons
set forth in the preamble hereof, the rule requiring that no ordinance shall be
finally passeid on the day of its introduction is hereby suspended, and this Ordinanc
is declared tao be an emergency measure to take effect from and after its passage,
AND IT IS SO ORDERED
