AN ORDINANCE AMENDING CHAPTER 2 OF THE CODE OF ORDI-
NANCES OF THE CITY OF LUBBOCK, TEXAS, BY ADDING THERETO A
NEW ARTICLE IX PROVIDING FOR A HUMAN RELATIONS COMMISSION;
PROVIDING FOR MEMBERS AND TERM OF OFFICE; PROVIDING FOR
PURPOSE AND FUNCTION OF SUCH COMMISSION; PROVIDING FOR EX-
ECUTIVE SE_:CRETARY AND STAFF TO ASSIST SUCH COMMISSION; PROVID-
ING A SAVINGS CLAUSE AND PROVIDING FOR PUBLICATION.
WHEREAS, the City of Lubbock is one of the fastest growing cities
in our nation with a mixture of varied populations different in race, national:
origin nd religious faith; and,
WHEREAS, recognizing that progress has been made in the last sev-
eral ye .rs in achieving better human .relations, and further recognizing that
future rogress is desirable as well as the duty and responsibility of the cit-
izens o the City of Lubbock; and,
'WHEREAS, many cities and states have established Human Relations
Commi sions which have been very helpful in achieving better understanding
betwee all groups and peoples; and,
WHEREAS, the City Council's interim committee appointed by the City
Counci has in response to its appointment made an extensive study of the
variou Human Relations Commissions established in many cities and States;
and,

WHEREAS, the City Council has received such study and recommen-
dation end has determined that a Human Relations Commission should be
established; NOW THEREFORE-,
BE IT ORDAINED BY THE CITY COUNCIL OF THE "CITY OF LUBBOCK:
SECTION 1. THAT Chapter 2 of the Code ofOrdinances of the City
of Lubbock, Texas, BE and is hereby amended by adding thereto a new Ar-
ticle IX, which shall hereafter read as follows.
ARTICLE IX. HUMAN RELATIONS COMMISSION.
Sec. 2-82. Created Composition; Terms of Members.
There is hereby created and established a Human Relations
Commission for the City of Lubbock. The number of mem-
bers constituting the commission shall be as determined
from time to time by the City Council when it is deemed
necessary in order to maintain constituents which will car-
ry out the functions and goals of the commission. " The mem-
be.rs of the Commission shall be appointed by the City Council
and shall hold their office for a term of three years or to fill
the remainder of an unexpired term, except, however, the
members appointed at the creation of this Commission shall
be appointed as follows: 1/3 for l year terms; 1/3 for 2 year
terms and 1/3 for 3 year terms. A member who has served
3 years on the Commission shall not be appointed to another
term until an absence of one year from the Commission at
which time he or she may be considered for appointment.
The composition of the commission, as nearly as it is rea=
sonabl' possible, shall be: (a) .representatives of all of the
ethnic, .racial and age groups which comprise the population
of the City of Lubbock with both sexes represented; (b) per-
sons following the avocation of minister,- psychologist, soci-
ologist, personnel manager, vocational education,ninstructor,
educational counselor, prosecuting attorney, defense attorney
and the training officer of the Lubbock Police Department
should be considered as making substantial contributions to
the constituency of this commission.

Sec. 2-83. Organization; Sub -Committees; Citizen Assistance.
;The Commission shall adopt and submit such rules of pro
cedure and guidlelines as it deems necessary to perform the
Auties imposed upon it and set the time and frequency of its
meetings to be approved by the City Council. The City Council
:shall appoint the initial Chairman, Vice -Chairman and Sec-
retary to serve a term of one year and thereafter the Commis-
sion members shall elect such officers from among their mem-
bers to serve one year terms subject to re -appointment if the
members so elect. The Commission may establish such sub-
committees as it deems necessary and may enlist the aid and
support of the citizens of the City of Lubbock and may establish
advisory committees for such purposes and for such duration as
it may determine. All members of the Commission shall take
the oath required of public officials in the City of Lubbock and
the State of Texas.

Sec. 2-84. Functions and Goals of the Commission.
The functions and goals of the Commission should be to en-
courage mutual respect and understanding among all groups
and to discourage all manner and manifestation of discrim-
inatory practices and within both the public and the private
:sector should be as follows:
1, To help make it possible for each citizen, regardless
of race, color, creed, religion, _ national origin or
ancestry to develop his or her talents and abilities
without limitation.
2. To aid in permitting the citizenship of Lubbock to
benefit from the fullest realization of its human re-
sources.

4. To attempt to act as conciliator in controversies
involving human relations.

i. To cooperate with the federal, state, county and city
agencies in dveloping harmonious relations.

6. To cooperate in the development of education pre -
grams dedicated to the improvement of human re-
lations, with, and to enlist the support of, civic
leaders; civic, religious, veterans, labor, indus-
trial, commercial and eleemosynary groups; and
private agencies engaged in the inculcation of ideals
of tolerance, mutual respect and understanding.
7. To make studies, and to have studies made, in the
field of human relations, and to prepare and �ssem-
inate reports of such nature to the public.

8. To submit an annual report to the Mayor and City
Council and other reports as may be requested by
the Mayor and City Council and to make such recom-
mendations as the Commission may desire from time
to time which will aid it in carrying out the functions
and goals of such Commission.
19 To accept grants and donations on behalf of the City
from foundations and others for the purpose of car-
rying out the above listed functions and goals subject
to the approval of the Mayor and Councilmen, but in
no event should such Commission be authorized to
incur any indebtedness against the City of Lubbock.
10. Set up an information service involving all media in
order to gain public support and orderly reform of
any local practices which may be deteimental to the
welfare of the people of the City of Lubbock.
Sec. 2-85. Executbve Secretary; Staff; Operation.
The City Manager may employ, or disignate a present em-
loyee as the Executive Secretary of the Human Relations
ommission and also such staff employees as may be nec-
ssary to assibt the Commission in carrying out its functions
a.nd duties. The Secretary and staff members shall be qualified
o perform their assigned duties and at least one staff member
hall speak both Spanish and English.

PECTION 2. THAT should any section, paragraph, sentence, clause
phrase pr word of this Ordinance be declared unconstitutional or invalid for
any reason, the remainder of this Ordinance shall not be affected thereby.
SECTION 3. THAT the City Secretary is hereby authorized to cause
publication of the descriptive caption of this Ordinance as an alternative me-
t hod of publication provided by law.
