AUTHORIZING THE PLACING OF SPEED !MIT SIGNS; PRESCRIBING A PENALTY; PROVIDING FOR PUBLICATION; EPEALING ALL ORDINANCES IN CONFLICT HEREWITH: PROVIDING THAT TREETS OR HIGHWAYS NOT SPECIFICALLY SET FORTH HEREIN SHALL NOT E AFFECTED BY THE PROVISIONS HEREOF AND THAT THIS ORDINANCE SHA E CUMULATIVE OF ALL OTHER PRIMA FACIE SPEED LIMIT ORDINANCES XCEPT THOSE WITH WHICH IT SPECIFICALLY CONFLICTS; PROVIDING A AVINGS CLAUSE; AND PROVIDING FOR THE EFFECTIVE DATE OF THIS ORDI ANCE. WHEREAS., the governing body of the City of Lubbock, as authorized by Article 6701d, Section 169(b) Vernon's Texas Civil Statutes, finds that certain prima facie speed limits on certain highways are different from what is reasonable or safe and should be altereCI\t NOW THEREFORE: E IT ORDAINED~Y THE CITY COUNCIL OF THE CITY OF LUBBOCK: SECTION 1. The attached nine (9) strip maps are made a part hereof for all tents and purposes and the City Secretary and the Director of Planning and Traffi re hereby directed to place copies of such maps on file in their respective offices pen to inspection by the public. SECTION 3. The City Manager is authorized and directed to cause the placing f signs so as to clearly define the limits of the prima facie areas set out in this rdinance. SECTION 4. Any person, firm, or corporation violating the prima facie speed imit established by this Ordinance shall, upon conviction, be fined any sum not to xceed TWO HUNDRED ($200. 00) DOLLARS. SECTION 5. The City Secretary is authorized and directed to cause the publi- ation of the descriptive caption of this Ordinance together with the penalty as an !alternative method of publication as provided by law. This Ordinance shall becom rffective ten (10) days after the date of its last publication. SECTION 6. That all ordinances or parts of ordinances conflicting with any of the provisions hereof are hereby repealed insofar as such conflict exists. SECTION 7. That all highways or streets not specifically set forth in the prece - g sections hereof shall not be affected by the provisions hereof, and this Ordinan.c 1shall be cumulative of all other prima facie speed limit ordinances except those wi twhicb it specifically conflicts. SECTION 8. Should any section, paragraph, sentence, clause, phrase ... or wor of this Ordinance be declared unconstitutional or invalid for any reason ... the remain der of this Ordinance shall not be affected thereby.
