WAYNE AVENUE~ BETWEEN WAYNE AVENUE AND UTICA AVENUE• BETWEEN
SALEM AVENUE AND RALEIGH AVENUE~ BEGINNING AT THE WEST SIDE OF
ORLANDO AVENUE AND EXTENDING WEST FOR APPROXIMATELY 500 FEE':!;.

WARNING AND DIRECTIONAL SIGNS~ DEVICES~ STRUCTURES OR IMPROVE ..
MENTS AS NECESSARY; PROVIDING A PENALTY FOR ANY PERSON WHO
DRIVES A MOTOR VEHICLE ON OR OVER SUCH MEDIANS; AND DIRECTING
PUBLICATION OF THE DESCRIPTIVE CAPTION OF THIS ORDINANCE TOGETHE
WITH THE PENALTY PROVISION AS PROVIDED BY LAW AND PROVIDING AN
EFFECTIVE DATE OF THIS ORDINANCE.
WHEREAS., the City Council finds that the existing traffic flow., speed and
volume of traffic at the below described location is such as to constitute a serious
hazard and danger to the drivers and passengers of all vehicles passing through
such location. and the residents living near or adjacent to such location; and,
WHEREAS~ the City Council finds that the dangers existing at such location
cannot be adequately controlled or eliminated by the customary use of traffic signs,
signals., and devices; and,
WHEREAS. in the exerGise of the police power of the City of Lubbock, the
City Council finds that it is reasonabl~ and necessary that median dividers be
installed at the locations more particularly described below to adequately promote
and protect the health, safety, and property, and welfare of the citizens of Lubboc
NOW THEREFORE:
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
SECTION 1. THAT the Traffic Engineer of the City of Lubbock is hereby
authorized and directed to design and cause to be constructed median dividers at
the below described locations:
On 50th Street between Slide Road and Wayne Avenue.,
On 50th Street between Wayne Avenue and Utica Avenue.
On 50th Street between Salem Avenue and Raleigh Avenue.
On 50th Street beginning at the West side of Orlando A~enue and
extending West for approximately soor.
On 50th Street between Orlando Avenue and Memphis Avenue.
On 50th Street between Knoxville Avenue and Joliet Avenue
On 5oth Street between Joliet Avenue and Indiana Avenue.

By the term median divider as used herein it shall mean a concrete structure
of median improvement which shall be higher than the existing surface of the main
traveled portion of the street upon which it is placed, and so designed arid construe
ted as to prevent the passage of any motor vehicle through or over such divider.
SECTION 2. THAT the Traffic Engineer is authorized and directed to cause
the placing of such warning and directional signs, devices, structures, or improve
ments at either ground level or above as may be necessary.
SECTION 3. Any person operating a motor vehicle who shall drive on, over
or across said median dividers, or across or over any signs, devices, structures
or improvements placed or constructed so as to give warning or notice of such
median dividers, shall be guilty of a misdemeanor and upon conviction thereof sh
be fined in any sum not exceeding TWO HUNDRED ($200. 00) DOLLARS.
SECTION 4. The City Secretary is hereby authorized and directed to cause
the publication of the descriptive caption of this Ordinance together with the penalty
provision above set forth in Section 3 of this Ordinance as an alternative method of
publication as provided by law. and this Ordinance shall become effective ten (10)
days after the second publication thereof.
