AN ORDINANCE AMENDING THE FY 2008-09 BUDGET FOR MUNICIPAL
PURPOSES RESPECTING THE GRANT FUND TO ACCEPT AND APPROPRIATE
FUNDING FROM THE TEXAS DEPARTMENT OF STATE HEALTH SERVICES
FOR COMMUNITY PREPAREDNESS SECTION - BIOTERRORISM
PREPAREDNESS; ACCEPT AND APPROPRIATE FUNDING FROM THE TEXAS
DEPARTMENT OF STATE HEALTH SERVICES FOR COMMUNITY
PREPAREDNESS SECTION - BIOTERRORISM PREPAREDNESS LAB - PUBLIC
HEALTH EMERGENCY PREPAREDNESS; ACCEPT AND APPROPRIATE
FUNDING FROM THE TEXAS DEPARTMENT OF STATE HEALTH SERVICES
FOR COMMUNITY PREPAREDNESS SECTION - BIOTERRORISM
PREPAREDNESS LAB - PUBLIC HEALTH EMERGENCY PREPAREDNESS
HOSPITAL PREPAREDNESS PROGRAM; ACCEPT AND APPROPRIATE
FUNDING FROM THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY
AFFAIRS FOR THE SOUTHWESTERN PUBLIC SERVICE LOW-INCOME
PROGRAM; RESPECTING THE CAPITAL PROGRAM BY ESTABLISHING A
CAPITAL PROJECT FOR THE PURCHASE OF EQUIPMENT AND
INSTALLATION OF TRAFFIC SIGNALS FOR MARSHA SHARP FREEWAY AND
AVENUE A AND MARSHA SHARP FREEWAY; ABOLISHING THE CITY OF
LUBBOCK CEMETERY PERPETUAL CARE FUND AND AUTHORIZE EXISTING
FUNDS TO BE USED FOR PERMANENT IMPROVMENTS TO THE CEMETERY;
ACCEPT AND APPROPRIATE FUNDING FROM THE TEXAS DEPARTMENT OF
HOUSING AND COMMUNITY AFFAIRS FOR WORK FORCE SOLUTIONS OF
THE SOUTH PLAINS TO OPERATE THE COMMUNITY SERVICES BLOCK
GRANT AMERCIAN RECOVERY & REINVESTMENT ACT EDUCATION
TRAINING PROGRAM; AND RESPECTING THE GENERAL FUND AND THE
CAPITAL PROGRAM BY ESTABLISHING A PROJECT AND TRANSFERRING
FUNDING FROM THE GENERAL FUND OPERATING BUDGET FOR
MAINTENANCE AND IMPROVEMENTS OF THE MEADOWBROOK GOLF
COURSE.
WHEREAS, Section 102.010 of the Local Government Code of the State of
Texas authorizes the City Council to make changes in the budget for municipal purposes;
and
WHEREAS, in accordance with the City Budget Ordinance the City Council shall
approve all transfers between funds and departments; and
WHEREAS, the City Council deems it advisable to change the FY 2008-09
Budget for municipal purposes and reallocate funds as follows; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
SECTION 1. THAT the City Council of the City of Lubbock hereby approves
changes to the City of Lubbock Budget FY 2008-09 (Budget Amendment 15) for
municipal purposes, as follows:
I. Accept and appropriate $300,904 from the Texas Department of State
Health Services for Community Preparedness Section - Bioterrorism
Preparedness.
II. Accept and appropriate $180,000 from the Texas. Department of State
Health Services for Community Preparedness Section - Bioterrorism
Preparedness Lab — Public Health Emergency Preparedness.
III. Accept and appropriate $41,667 from the Texas department of State
Health Services for Community Preparedness Section — Bioterrorism
Preparedness Lab — Hospital Preparedness Program.
IV. Accept and appropriate $7,831 from the Texas Department of Housing
and Community Affairs for the Southwestern Public Service Low -Income
Program.
V. Establish a Capital Improvement Project and appropriate $107,927 for the
purchase of equipment and installation of the traffic signals for Marsha
Sharp Freeway Phase IV on Buddy Holly and Marsha Sharp Freeway,
Interstate 27 and Marsha Sharp Freeway, and Avenue A and Marsha Sharp
Freeway, to be reimbursed with TxDOT funds.
VI. Abolish the City of Lubbock Cemetery Perpetual Care Fund and authorize
existing funds to be used for permanent improvements to the cemetery as
permitted under Texas Senate Bill 1103.
VII. Accept and appropriate $626,462 from the Texas Department of Housing
and Community Affairs for the Community Services Block Grant
American Recovery & Reinvestment Act Education Training Program.
VIII. Establish a Capital Improvement Project, appropriate $185,951 for
maintenance and improvements to Meadowbrook Golf Course.
SECTION 2. THAT a copy of the changes made to the City of Lubbock Budget
pursuant to this Ordinance shall be filed with the City Secretary and County Clerk of
Lubbock as required by law.
SECTION 3. THAT should any section, paragraph, sentence, clause, phrase or
word of this Ordinance be declared unconstitutional or invalid for any reason, the
remainder of this Ordinance shall not be affected thereby.
