HomeMy WebLinkAboutOrdinance - 2009-O0072 - Ordinance Amendment 16, FY 2008-09 Budget - 08/27/2009First Reading August 13, 2009 Item No. 5.2 ORDINANCE NO. 2009-00072 Second Reading August 27, 2009 Item No. 5.1 AN ORDINANCE AMENDING THE FY 2008-09 BUDGET FOR MUNICIPAL PURPOSES RESPECTING THE GRANT FUND TO ACCEPT AND APPROPRIATE FUNDING FROM THE TEXAS DEPARTMENT OF STATE HEALTH SERVICES FOR MILK AND DAIRY PRODUCT SERVICES; ACCEPT AND APPROPRIATE FUNDING FROM THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT FOR THE HOMELESSNESS PREVENTION AND RAPID RE- HOUSING PROGRAM; ACCEPT AND APPROPRIATE FUNDING FROM THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT RECOVERY; ACCEPT AND APPROPRIATE FUNDING FROM THE TEXAS DEPARTMENT OF STATE HEALTH SERVICES FOR THE SEXUALLY TRANSMITTED DISEASE CLINIC; AND RESPECTING THE CAPITAL PROGRAM BY APPROPRIATING ADDITIONAL FUNDS TO THE CAPITAL IMPROVEMENT PROJECT TITLED NORTH OVERTON TIF PUBLIC FACILITIES. WHEREAS, Section 102.010 of the Local Government Code of the State of Texas authorizes the City Council to make changes in the budget for municipal purposes; and WHEREAS, in accordance with the City Budget Ordinance the City Council shall approve all transfers between funds and departments; and WHEREAS, the City Council deems it advisable to change the FY 2008-09 Budget for municipal purposes and reallocate funds as follows; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: SECTION 1. THAT the City Council of the City of Lubbock hereby approves changes to the City of Lubbock Budget FY 2008-09 (Budget Amendment #16) for municipal purposes, as follows: I. Accept and appropriate $74,009 from the Texas Department of State Health Services for Milk and Diary Product Services. II. Accept and appropriate $947,453 from the United States Department of Housing and Urban Development for the Homelessness Prevention and Rapid Re -Housing Program. III. Accept and appropriate $619,558 from the United States Department of Housing and Urban Development for the Community Development Block Grant Recovery. IV. Accept and appropriate $190,770 from the Texas Department of State Health Services for the Sexually Transmitted Disease Clinic. V. Amend Capital Improvement Project 91074, North Overton TIF Public Facilities, by appropriating an additional $252,438, for a total appropriation of $19,652,438 to fund additional project costs on the Overton Hotel Conference Center in an amount that is equivalent to interest that has been earned, and set aside, on grant funds that were received from the Moody Foundation and the CH Foundation. VI. Accept and appropriate $20,000 from the Helen Jones Foundation for a shared integrated library system for a consortium of libraries in West Texas. VII. Accept and appropriate $1,081,855 from the United States Department of Justice for prevention and control of crime and to improve the Criminal Justice System. SECTION 2. THAT a copy of the changes made to the City of Lubbock Budget pursuant to this Ordinance shall be filed with the City Secretary and County Clerk of Lubbock as required by law. SECTION 3. THAT should any section, paragraph, sentence, clause, phrase or word of this Ordinance be declared unconstitutional or invalid for any reason, the remainder of this Ordinance shall not be affected thereby.
