RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock is hereby authorized and directed to execute for
and on behalf of the City of Lubbock, Change Order No. 01 to that certain Contract No. 14688 by
and between the City of Lubbock and Utility Contractors of America, Inc., for South Lubbock
Sanitary Sewer Extension Phase 3 — Bid Package A per Bid 4 19-14688, and related documents.
Said Change Order No. 01 is attached hereto and incorporated in this resolution as if fully set
forth herein and shall be included in the minutes of the City Council.

"Change Order"means a written order to a Contractor,executed by the Owner, in accordance with the Contract authorizing an addition to,deletion
from,or adjustment or revision of the requirements of the Contract documents,or an adjustment to the compensation payable to the Contractor,or to
the time for performance of the Contract and completion of the project,or a combination thereof,which does not alter the nature of project and is an
integral part of the project objective.Description of Change(alteration,deviation,addition,or deletion)caused by conditions encountered during
construction not covered by the specifications and drawings of the project(attached additional pages is necessary:
The Contractor has requested Fiberglass pipe be substituted for PVC pipe as a value engineering option for both price of material
and manufacturing difficulties of obtaining the Fiberglass pipe. The PVC pipe is produced at a Lubbock manufacturing plant
making it more readily available. Per the attached backup material,Change Order#I will include substitution of Fiberglass pipe
with PVC pipe for the construction of the South Lubbock Sanitary Sewer Phase 3 project as follows: 1)For Sanitary Sewer Line A:
Pay Items 2 through I 1 the SN 72 Fiberglass Sewer Pipe will be substituted with PS 75 PVC Sewer Pipe. 2)For Sanitary Sewer
Line B:Pay Items 23 through 25 the SN 72 Fiberglass Sewer Pipe will be substituted with PS 75 PVC Sewer Pipe for a total credit
of$90,005.07 with no additional days of construction time.3)The revised Specification Section 02665 Polyvinyl Chloride Vinyl
Pipe are attached for the 36-inch PS 75 PVC pipe.
Where the Change Order is negotiated,the Change Order must be fully documented and itemized as to costs,including material quantities,material
costs,taxes,insurance,employee benefits,other related costs,profit and overhead. Where certain unit prices are contained in the initial Contract,no
deviations are allowed in computing negotiated change order costs.
ITEMIZED COSTS MUST BE FULLY DOCUMENTED AND ATTACHED TO THIS FORM.

Dear Mr. Fekete,
On November 19, 2019 Lubbock City Council awarded Construction Contract 14688 to Utility
Contractors of America (UCA) for the construction of the South Lubbock Sanitary Sewer Extension
Phase 3 Project (SLSSE PH3). On December 12, 2019 UCA requested substitution of Fiberglass
pipe with PVC pipe due to supply chain consideration and to utilize local manufacturing resources
resulting in a credit back to the City. UCA has provided a value engineering option that will substitute
PS 75 PVC Sewer Pipe for the SN 72 Fiberglass Sewer Pipe. This value engineering option has been
evaluated by the City and Kimley-Horn and has been accepted based on the structural engineering
evaluation provided by Diamond Plastic Pipe's Engineering Department. This change order and the
following description of the items are a result of the substitution for the above-referenced project.
Please refer to the breakdown that is attached for the specific increase or decrease of each line item.
Sanitary Sewer Line A:
• Items 2 through 11: The PS 75 PVC Pipe material will be substituted for SN 72 Fiberglass
that will be installed, results in a decrease per linear foot of sewer line. This change in
material resulted in a decrease of$66,838.25.
Sanitary Sewer Line B:
• Item 23 through 25: The PS 75 PVC Pipe material will be substituted for SN 72 Fiberglass
that will be installed, results in a decrease per linear foot of sewer line. This change in
material resulted in a decrease of$23,166.82.
These items are the removal of Fiberglass SN 72 Pipe per the original executed contract and their
respective unit prices and the addition of PS 75 PVC sewer pipe and their respective unit prices. The
change in the unit prices for allowing a PS 75 PVC Pipe material substitution results in a credit of
$90,005.07.

1.05 QUALITY ASSURANCE
A. Qualifications
1. Manufacturers
a. Finished pipe shall be the product of 1 manufacturer for each size per project, unless
otherwise approved by the City.
1) Change orders,specials and field changes may be provided by a different
manufacturer upon City approval.
b. Pipe manufacturing operations shall be performed under the control of the manufacturer.
c. All pipe furnished shall be in conformance with ASTM D3034(4-inch through 15-inch)
and ASTM F679(18-inch through 27-inch).
1.06 DELIVERY, STORAGE,AND HANDLING
A. Delivery
1. Provide adequate strutting during transport to prevent damage to the pipe, fittings and
appurtenances.
B. Storage and Handling Requirements
1. Gravity pipe shall be stored and handled in accordance with the manufacturer's guidelines.
PART 2- PRODUCTS
2.01 EQUIPMENT,PRODUCT TYPES AND MATERIALS
A. Manufacturers
1. Only the manufacturers as listed in the City's Standard Products List will be considered.
a. The manufacturer must comply with this Specification and related Sections.
2. Any product that is not listed on the Standard Products List is considered a substitution and
shall be submitted in accordance with Section 01340.
B. Performance/Design Criteria
1. Pipe
a. Meet all requirements of TCEQ.

b. Design in accordance with ASTM D3034 for 4-inch through 15-inch SDR 26 and
ASTM F679 for 18-inch through 27-inch 46PS/115PS.
c. PVC Gravity Sanitary Sewer Pipe shall be approved by the UL.
d. Assume a standard lay length of 14 feet and 20 feet except for special fittings or closure
pieces necessary to comply with the Drawings.
e. Use green coloring for ground identification as sanitary sewer pipe.
f. PVC meeting the requirements of ASTM D1784,with a cell classification of 12454 or
12364
g. Deflection Design
1) Base pipe design on pipe stiffness, soil stiffness and load on the pipe.
2) Design pipe according to the Modified Iowa Formula as detailed by the Uni-Bell
PVC Pipe Association in the Handbook of PVC Pipe,using the following
parameters:
a) Unit Weight of Fill (w)= 130 pounds per cubic foot
b) Live Load=AASHTO HS 20
c) Trench Depth= 12 feet minimum, or as indicated in Drawings
d) Maximum(E')= 1,000 max
e) Deflection Lag Factor(DL)= 1.0
f) Bedding Factor constant(K)=0.1
g) Mean radius of the pipe(r), inches,as indicated in Drawings
h) Marston's load per unit Iength(W),pounds per inch,calculate per Drawings
i) PVC modulus of elasticity(E)=400,000 psi
j) Moment of inertia of pipe wall per unit length,(I)=t3/12,(in4/in),per pipe type
and size
(l) Where(t)=pipe thickness,inches
k) Maximum Calculated Deflection=5 percent
h. Pipe Flotation: If the pipe is buried in common saturated soil(about 120 pounds per
cubic foot)with at least 1'/2 pipe diameters of cover,pipe is generally not subject to
flotation. If shallower,check groundwater flotation potential. Flotation will occur if:

Values and formulas for the above variables can be obtained from the pipe manufacturer
and site specific soil conditions.
i. Verify trench depths after existing utilities are located.
j. Accommodate vertical alignment changes required because of existing utility or other
conflicts by an appropriate change in pipe design depth.
k. In no case shall pipe be installed deeper than its design allows.
2. Minimum pipe stiffness of 46 psi at 5 percent deflection when test in accordance with
ASTM D2412.
3. Pipe markings
a. Meet the minimum requirements of ASTM D3034 and ASTM F679.
b. Minimum pipe markings shall be as follows:
1) Manufacturer's Name or Trademark and production record
2) Nominal pipe size

4) ASTM or Standard Dimension Ratio(SDR)designation
5) Seal of testing agency that verified the suitability of the pipe
4. Joints
a. Joints shall be gasket,bell and spigot, push-on type conforming to ASTM D3212.
b. Since each pipe manufacturer has a different design for push-on joints;gaskets shall be
part of a complete pipe section and purchased as such.
PART 3 - EXECUTION
3.01 INSTALLATION
A. General
1. Install pipe,fittings,specials and appurtenances as specified herein,and in accordance with
the Owner and pipe manufacturer's recommendations.
2. Lay pipe to the lines and grades as indicated in the Plans.
3. Excavate and backfill trenches in accordance with the Owner's requirements.
4. Embed pipe in accordance with the Owner's requirements.
5. For installation of carrier pipe within casing,see Section 02349.
B. Pipe Handling
1. Haul and distribute pipe and fittings at the project site.
2. Handle piping with care to avoid damage.
a. Inspect each joint of pipe and rejector repair any damaged pipe prior to lowering into
the trench.
b. Use only nylon ropes,slings or other lifting devices that will not damage the surface of
the pipe for handling pipe.
3. At the close of each operating day:
a. Keep the pipe clean and free of debris,dirt, animals and trash—during and after the
laying operation.
b. Effectively seal the open end of the pipe using a gasketed night cap.
C. Pipe Joint Installation
a. Clean dirt and foreign material from the gasketed socket and the spigot end.
b. Assemble pipe joint by sliding the lubricated spigot end into the gasketed bell end to the
reference mark.
c. Install such that identification marking on each joint are oriented upward toward the
trench opening.
d. When making connection to manhole, use an elastomeric seal or flexible boot to
facilitate a seal.
3.02 FIELD TESTS
A. All field testing shall be performed in accordance with the Owner's requirements.
