ORDINANCE
AN ORDINANCE AMENDING THE FY 2019-20 BUDGET FOR MUNICIPAL PURPOSES
RESPECTING THE LUBBOCK POWER & LIGHT OPERATING AND CAPITAL
PROGRAM; PROVIDING FOR FILING; AND PROVIDING FOR A SAVINGS CLAUSE.
WHEREAS, Section 102.010 of the Local Government Code of the State of Texas
authorizes the City Council to make changes in the budget for municipal purposes; and
WHEREAS, in accordance with the City Budget Ordinance the City Council shall
approve all transfers between funds; and
WHEREAS, the City Council deems it advisable to change the FY 2019-20 Budget for
municipal purposes and reallocate funds as follows;NOW,THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
SECTION 1. THAT the City Council of the City of Lubbock hereby approves changes
to the City of Lubbock Budget FY 2019-20 (Budget Amendment#13) for municipal purposes,
as follows:
1. Establish Capital Improvement Project 92667, Cooke Station Gas Turbine #2 (GT-2)
Repairs, and appropriate funding in the amount of$2,230,000. The project will utilize
FY 2020 cash funding. The project scope and justification is as follows:
Project Scope:
This project is to replace the expander on Gas Turbine#2 (GT-2) at Cooke Station. The
project includes costs related to engineering and repairs of the expander, generator,
turbine, control system,electrical wiring, and auxiliary equipment.
Project Justification:
A catastrophic failure occurred to the expander on GT-2 at Cooke Station and the unit is
currently inoperable. The restoration of GT-2 will offset the need to purchase capacity
megawatts to cover LP&L's system demand. Returning this generation unit to service
will also provide capacity for LP&L to serve its native load in the Southwestern Power
Pool (SPP)and provide a"quick start"asset in the wholesale electric markets of SPP and
Electric Reliability Council of Texas (ERCOT).

Estimated Useful Life: 10 years
2. Amend field 211, "Electric Operating Fund", by increasing the Transfer to the Capital
Program in the amount of$2,230,000, from $14,915,000 to $17,145,000.
SECTION 2. TIIAT a copy of the changes made to the City of Lubbock Budget
pursuant to this Ordinance shall be filed with the City Secretary and County Clerk of Lubbock
as required by law.
SECTION '). TIIAT should any section, paragraph, sentence, clause, phrase or word of
this Ordinance be declared unconstitutional or invalid for any reason, the remainder of this
Ordinance shall not be affected thereby.
