RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the City Council hereby approves the recommendation from the Cultural Arts
Grant Review Committee and the Civic Lubbock, Inc. Board of Directors for the second
of two granting periods for the 2019 Cultural Arts Grant Program using Hotel Occupancy
Tax funds allocated for FY 2018-2019.

Dear Ms. Thomason:
The Cultural Arts Grant Review Committee for the City of Lubbock's Cultural Grants Program
has determined its recommendations for the second granting cycle of 2019. This
recommendation was presented to the entire Civic Lubbock, Inc. Board of Directors on
December 16, 2019 and was approved as recommended. All applicants recommended for grant
awards are in good standing with the City of Lubbock and Civic Lubbock, Inc.
The total Hotel Occupancy Tax allocation for 2019 provided for $432,393.95. Of that amount,
10% ($43,239.40) was allocated for the Public Art Program per the amended agreement between
the City of Lubbock and Civic Lubbock, Inc., leaving $389,154.55 available for the 2019
Cultural Arts Grant Program to be granted over two granting cycles. In addition, interest
($842.09) and carryover funds ($ .40) were available for the 2019 program, making the amount
designated for the 2019 Cultural Arts Grant Program a total of $389,997.04. The Board of
Directors have elected to absorb all expenses related to administering the program, therefore no
administrative expenses were deducted and the entire allocation of$389,997.04 was available for
the 2019 Cultural Arts Grant Program.
The Cultural Arts Grant Review Committee is comprised of five members; three Civic Lubbock,
Inc. Directors assigned by Civic Lubbock, Inc. and two members-at-large appointed by the City
Council. They are as follows:

In reviewing requests and developing funding recommendations for each application, the
Cultural Arts Grants Review Committee followed the approved Cultural Arts Grant Guidelines
and Procedures. A Grant Workshop was held on October 30, 2019 for organizations wishing to
apply for a Cultural Arts Grant. Included among the workshop presenters was a representative
from Visit Lubbock (the Lubbock Convention and Visitors Bureau).
Accompanying this document are the results of the Cultural Arts Grant Review Committee
meeting held on December 11, 2019. Fourteen applications were received for this second grant
(December 2019) funding cycle and fourteen applications are recommended for full or partial
funding. The total amount of funding requests for this grant cycle was $260,500.00 of which
$166,817.00 is recommended for funding from the 2019 Cultural Arts Grant Program. This
amount will come from the remaining balance ($166,817.04) of the funds available for the 2019
Cultural Arts Grant Program after the deduction of the first grant funding cycle (June 2019). The
unexpended $ .04 will be carried over to the 2020 grant program.
The Civic Lubbock, Inc. Board of Directors requests that the City Council consider approval of
the Cultural Arts Grant allocations totaling $166,817.00 as recommended by the Cultural Arts
Grant Review Committee and approved by the Civic Lubbock, Inc Board.

1912-001 Flatlands Dance Theatre
Hometown: An Evening of Dance and Arts Celebrating the South
Plains
Amount Requested: $ 5,000
Amount Recommended: $ 5,000
The Flatland Dance Theatre requested $5,000 to assist with marketing and production expenses
associated with the presentation of"Hometown: An Evening of Dance and Arts Celebrating the
South Plains." Performances will take place April 17-18, 2020 in the Underwood Center
Firehouse Theatre. The thematic performances will feature five collaborative art works that
merge choreography with music, art, poetry theatre, virtual reality and 360-degree film
technology.
Committee Comments:
• Project has strong artistic merit
• Application indicates a good marketing plan and includes the use of tourism websites and
social media as well as paid radio advertising and direct mail
• Application indicates a good plan for tracking out of town attendees through zip code
data provided from Select-a-Seat
• Application indicates good foundation grant support
• The committee really liked the unique concept and theme of this project

1912-002 Broadway Festivals,Inc.
2020 30til Annual 4th on Broadway Celebration
Amount Requested: $50,000
Amount Recommended: $ 36,000
Broadway Festivals requested $50,000 for the 2020 30111 Annual 41h on Broadway Celebration to
be held on July 2-4, 2020 with activities to be held at Mackenzie Park and the Lubbock County
Courthouse Square. The 2020 event will include La Raza on the Plaza and the Texas Country
Street Dance to kick off the celebration, activities in MacKenzie Park during the day on July 4th
including singers and musicians performing on three different stages, and the Evening
Concert/Fireworks. The grant fiends requested will be used to secure the headliner acts for the
Street Dances and 4'h of July performers.
Committee Comments:
• The music components of the project reflect strong artistic merit

• Since the funding request is to cover a portion of the Music Contract (performers), the
committee would like the application to list who the specific headliners will be for the
two Street Dances and the Evening Concert in future applications
• Application indicates strong tourism and room night numbers over the last three years.
This was largely due to the continuation of a committee who formulates and executes
survey strategies to collect demographic and geographic information from attendees
• Applicant plans to block rooms at a local hotel with the assistance of Visit Lubbock
• Application indicates that their marketing committee will collaborate with TTU's College
of Media and Communication to intensify their social media outreach; placement of
online advertisements to target local, regional and potential national attendees will also
be used.

1912-003 Charles Adams Studio Project
Sights and Sounds First Friday Art Trail @ CASP
Amount Requested: $4,600
Amount Recommended: $4,000
The Charles Adams Studio Project (CASP) requested $4,600 to assist with the costs associated
with the monthly presentation of artist demonstrations, exhibitions and live music that they
provide at their venue as a primary participating organization in the First Friday Art Trail. Funds
requested are to assist with the payment of artist fees and promotion/publicity of the
performances held at their venue during First Friday.
Committee Comments:
• Project has good artistic merit
• Application indicates that grant funds would assist in bringing higher profile artists and
bands each month to their venue; in that regard, it would be helpful to the committee if a
list of scheduled artists and bands were included in future applications for this project
• Application indicates a good method for capturing tourism data
• Cultural Arts Grant funds recommended ($4,000) will be used towards the cost of
Professional Services (Artist Fees) and/or Promotion/Publicity
• Grant funds were considered for the entire year-long program; future applications for this
timeframe may not be considered
1912-004 Louise Hopkins Underwood Center for the Arts
West Texas Battle of the Bands
Amount Requested: $ 6,000
Amount Recommended: $ 5,000
The Louise Hopkins Underwood Center for the Arts (LHUCA) requested $6,000 to fund
promotion/publicity and professional services for the West Texas Battle of the Bands to be held
on April 3, 2020 and April 18, 2020 at LHUCA. The Battle of the Bands project will be a multi-

tiered competition designed to highlight and celebrate the diversity of musical talent across West
Texas. Competing bands will submit an original song for consideration; Bands of all genres will
be encouraged to participate.
Committee Comments:
• Project has good artistic merit
• The first year of this project was 2019; the application indicates good attendance and
tourism numbers for 2019
• The application indicates LHUCA will be collaborating with local and regional radio
affiliates to promote the competition to both potential contestants and concert goers
• Marketing efforts will also include social media, statewide online event calendars and
email blasts to college music programs and music venues statewide; posters will be
distributed locally and throughout the region
• Cultural Arts Grant funds recommended ($5,000) will be used towards the cost of
Professional Services (Graphic Design) and/or Promotion/Publicity
1912-005 Ballet Lubbock
Snow White
Amount Requested: $ 8,000
Amount Recommended: $7,350
Ballet Lubbock requested $8,000 to assist with promotion and publicity associated with the
presentation of their spring production of"Snow White" on April 3-5, 2020 in the Civic Center
Theatre. Artistic Director Yvonne Racz Key has arranged her own score from the music of The
Vitamin String Quartet and her original choreography will be performed by over 75 dancers from
the Ballet Lubbock School and Ballet Lubbock Company.

1912-006 Lubbock Arts Alliance,Inc.
PDA(Public Display of Art) in Lubbock
Amount Requested: $ 15,000
Amount Recommended: $ 12,800
The Lubbock Arts Alliance requested $15,000 to assist with artist fees associated with
continuing the public art initiative. This project places large-scale artworks at major intersections
throughout Lubbock. This project is the only one of its kind in the region. It takes pre-existing
pieces of public art, selected through a call for entries process, and exhibits them for a period of
two years. After that time, a new piece of art is selected to replace the current one; thus ensuring

that there is always something new to view at various intersections. This project is a
collaboration of Texas Department of Transportation, the Tornado Gallery, and the Lubbock Arts
Alliance. Artist Jeffie Brewer will be creating the public art pieces. His work has appeared in
shows across America and in Mexico and Japan. In order to engage as many out-of-town guests
as possible, the public will be able to vote on which pieces of public art will be displayed in
2020-2022. The project enhances roadsides, pedestrian corridors, community gateways and
attracts visitors to the area.

• The comunittee encourages applicant to consider using different artists so that other
artists have an opportunity to participate in the project
• Application shows good collaboration and support from other organizations in the
community
• Applicant plans to track visitors that view each piece of public art using click-throughs on
weekly e-blasts and check-ins on social media
• There is a good marketing plan in place to promote the artwork to visitors and potential
visitors through television coverage,newspaper and social media
• Application indicates strong foundation grant support

1912-007 Each One Reach One
First Responders Fathers and Sons Restoration Choir
Amount Requested: $ 78,000
Amount Reconunended: $ 12,800
Each One Reach One requested $78,000 to assist with artist fees associated with the First
Responders Fathers and Sons Restoration Choir event that will be held on May 23-24, 2020 at
the Bethel AM&E Church. Gospel artists scheduled to perform are Doc McKenzie, Wess
Morgan and Deborah Barnes-Moss&Company will be directing the project.
Conunittee Comments:
• Project has good artistic merit
• The connnittee was concerned about the drastic increase in proposed artist fees compared
to the significantly lower fees actually paid to the same artists in prior years; the
committee would suggest that, in future applications, the applicant review prior actual
expenditures for artists fees when developing their funding request.
• Application indicates a partnership with the Lubbock County Sheriff's Office and the
Lubbock Police Department on this project
• Applicant plans to block rooms at a local hotel
• The application indicates a good marketing plan to include newspaper advertising,
PSA's, and various tourism websites.

1912-008 Texas Tech University School of Art
Texas Painting Symposium 2020: "Is There Painting in Texas?"
Amount Requested: $ 5,000
Amount Recommended: $ 5,000
The Texas Tech University School of Art requested $5,000 to fund the participation of select
artists, one art historian and one art juror as presenters in the first Texas Painting Symposium
that will be held April 2-4, 2020. This three-day event, entitled "Is There Painting in Texas?"
will include a series of lectures, panels, workshops, and exhibitions that will address the salient
conceptual and stylistic concerns of Texas painting. The Sympositun will highlight the work of
nine artists, each a faculty member of a Texas institution. Renowned art critic and curator Chad
Dawkins will jury an exhibition of Texas painting, culling exemplary works from a statewide
pool of submissions.

• With the symposium being a three-day event, there is great potential for generating room
nights
• Applicant has a good marketing plan in place to market the symposium state-wide

1912-009 West Texas Watercolor Society
West Texas Watercolor 2020 Spring Membership Show
Amount Requested: $ 800
Amount Recommended: $ 800
The West Texas Watercolor Society requested $800 to assist with the costs associated with the
presentation of its Spring Membership Show that will be held at the Municipal Garden and Arts
Center from April 3, 2020 through April 26,2020. The West Texas Watercolor Society strives to
promote the highest aesthetic standards and the interchange of ideas among persons interested in
all forms of watermedia. The exhibit will be in place for the April First Friday Art Trail, which
will provide an opportunity for additional audiences to view the artwork. Exhibiting artists are
encouraged to attend the First Friday Art Trail so that the public has the opportunity to see the
artists as they create and interact with them personally.

• Applicant has a good marketing plan in place; plans to promote the show through various
online tourism websites and calendars
• Application indicated substantial growth in room nights generated last year for this
project
• Application indicated that grant funds will enable the organization to attract quality artists
and judges

1912-010 Lubbock Centro Aztlan/Ballet Folklorico Aztlan
Viva Aztlan Festival 2020
Amount Requested: $ 9,000
Amount Recommended: $ 8,067
Lubbock Centro Aztlan requested $9,000 to assist with professional services and
promotion/publicity for the Viva Aztlan Festival 2020 that will be held March 13-14, 2020 at the
Lubbock Memorial Civic Center. The Festival will include Mexican folklore dance groups of all
ages competing and participating in workshops taught by Masters of the field. Folklorico groups
are invited from all over the nation to compete and display their artistry and traditions of Mexico
through dance and music on a professional stage. Past festivals have attracted groups from cities
such as Chicago, Denver, and El Paso.
Committee Comments:
• Project has strong artistic and educational merit
• Applicant has a good marketing plan for advertising outside the area; Visit Lubbock will
be assisting by distributing event information to all of their contacts in other cities;
websites and social media and websites that specifically cater to Folklorico and Mariachi

1912-011 University Interscholastic League—TTU
2020 UIL Region 14A and 5A One-Act Play Competition
Amount Requested: $ 8,100
Amount Recommended: $ 8,000
The University Interscholastic League-TTU requested $8,100 to assist with costs associated with
hosting the UIL Region 1 4A and 5A One-Act Play Competition to be held April 14-16, 2020.
The competition targets student thespians from over five hundred 4A and 5A school districts.
UIL expects over 1,000 visitors, including 350 competitors, to come to Lubbock for the
competition. Region 1 consists of cities from El Paso to Dallas and from Amarillo to Junction.
Grant funds requested would cover the cost to provide qualified Directors,Assistants and Judges.
Committee Comments:
• Project has strong artistic and educational merit
• Project has a strong history of generating room nights; application indicates a good plan
for tracking tourism and room nights
• Project will be marketed to schools in Lubbock County as well as 342 schools outside
Lubbock County

UIL Summer Theatre/Technical and Film Camp
Arnount Requested: $ 11,000
Amount Recommended: $ 10,000
The University Interscholastic League-TTU requested $11,000 to assist with costs associated
with the UIL Summer Theatre/Technical and Film Camp scheduled to be held July 5-18, 2020.
The focus of the camp will be on one-act play theater, technical theater and film. The students
will produce four plays with the final perforn-iances being open to the public. The grant funds
requested would be used to cover the cost of experienced one-act play directors and instructors.

• Project has strong artistic and educational merit
• Application indicates that the final performances by the students should bring in family
members from around the state; good potential for tourism and overnight stays
• Application indicates a good marketing plan to generate tourisin/ovemight stays; the
camps will be marketed to 1,400 one-act theater directors around the state.
• The Camps will be held at the same time as some of the Moonlight Musical summer
performances and the Concert in the Park performances; this will provide opportunities
for cross-promotion and additional activities for family members accompanying the camp
students

1912-013 Lubbock Arts Alliance,Inc.
42nd Annual Lubbock Arts Festival
Amount Requested: $45,000
Amount Recommended: $41,000
The Lubbock Arts Alliance requested$45,000 to assist with expenses related to the 42nd Annual
Lubbock Arts Festival to be held on April 18-19, 2020 at the Lubbock Memorial Civic Center.
The theme of the Arts Festival will be "Out of this World! A Celebration of Outer Space, Space
Travel and Astronauts" and will include a special exhibit of NASA memorabilia and a special
exhibit featuring the work of Alan Bean, astronaut and visual artist. Other highlights include a
lecture and performance by Christopher Jackson, star of the hit series `Bull" and the original
George Washington in Hamilton: An American Musical as well as a performance by the Texas
Tech University Opera Theatre of the English translation of Haiy Janos, the official opera of the
country of Hungary. Other components of the Festival will include booth artists from around the
nation, demonstrating artists, a Juried Gallery, a Children's Art Area, Young Artist and Writers
Competitions, School Day and multiple performance stages.

1912-014 Lubbock Community Theatre
Lubbock Community Theatre 2020 Spring/Summer Season
Amount Requested: $ 15,000
Amount Recommended: $ 11,000
The Lubbock Community Theatre requested $15,000 to assist with professional services,
production costs and marketing/promotion for their 2020 Spring/Surnmer Season. The
productions will include "The Complete Works of Shakespeare Abridged", a collaboration with
Texas Tech of"The Jungle Book", "August Osage County", Peter and the Starcatcher" and two
youth productions,The Trial of Robin Hood" and "Ten Reasons to not be in a Play." The family
musical "Disney's The Little Mermaid" will also be presented featuring both adults and youth
performers. Lubbock Community Theatre plans to offer special performances for the deaf and
hearing-impaired as well as sensory-friendly performances for patrons on the autism spectrum.

• The committee really liked the emphasis placed on expanding and growing the youth
theatre program as well as the emphasis on the sensory friendly performances
• Applicant plans to utilize television/radio promotion, social media, Visit Lubbock
calendar and newspaper interview/reviews to market the performances; application
indicates that the marketing efforts will also reach out to the special needs patrons in the
region
• Application indicates that tourism tracking will be accomplished by tracking zip codes
through their online ticketing service; applicant will also use a sign-in guest book at the
performances to gather additional hotel usage/tourism data
• Application indicates good corporate and foundation support
