ED BY THE PROVlSIONS HEREOF AND THAT THIS ORDINANCE SHALL BE CUM ..
LATIVE OF ALL OTHER PRIMA FACIE SPEED LIMIT ORDINANCES EXCEPT
THOSE WITH WHICH IT SPECIFICALLY CONFLICTS; PROVIDING A SAVINGS
CLAUSE; AND PROVIDING FOR THE EFFECTIVE ;DATE OF THIS ORDINANCE.
WHEREAS., the governing body of the City of Lubbock, as authorized by
Article 6701d_. Section 169(b) Vernonrs Texas Civil Statutes, finds that certain
prima facie speed limits on certain highways are different from what is reasonable
or safe and should be altered due to construction on the portions of the highways
stated hereinabove, NOW THEREFORE: ,
BE IT ORDAINED-.BY THE CITY COUNCIL OF THE ~ITY OF LUBBOCK::
SECTION 1. THAT the prima facie speed limit·established by Article 6701d
Section 166(a)(1) Vernon1s Texas Civil Statutes is altered and changed for all veh ..
icles on the following designated highways or streets in the corporate limits of the
City of Lubbock., Lubbock County. Texas. as more pa.rticularly described. to ... wit:
A 40 MPH Speed Zone on both Southbound and Northbound lanes of
University Avenue. beginning at 19th Street and extending South to
34th Street.

SECTION 2. The City Manager is authorized and directed to cause the plac
ing of signs so as to clearly define the limits of the prima facie areas set out in
this Ordinance. ·
SECTION 3. Any person, firm or corporation violating the prima facie spe
limit established by this Ordinance shall, upon conviction., be fined any sum not to
exceed TWO HUNDRED AND NO/100 ($200. 00) DOLLARS.
SECTION 4. The City Secretary is authorized and directed to cause the pub
lication of the descriptive caption of this Ordinance together with the penalty as an
alternative method of publication as provided by law. This Ordinance shall becom
effective ten (10) days after the date of its last publication.
SECTION 5. THAT all Ordinances or p9-rts of Ordinances conflicting with
ny of the provisions hereof are hereby repealed insofar as such conflict exists.

SECTION 6. THAT all highways or streets not specifically set forth in the
preceding sections shall not be affected by the provisions hereof~ and this Ordinan
shall be cumulative of all other prima facie speed limit Ordinances except those
with which it specifically conflicts.
SECTION 7. Should any section, paragraph, sentence, clause, phrase, or
word of this Ordinance be declared unconstitutional or invalid for any reason, the
remainder of this Ordinance shall not be affected thereby.
