The City Manager is authorized and directed to cause the placing of signs so as to clearly define the limits of the prima facie areas set out in this Ordinance. SECTION 3. An person, firm or corporation violating the prima facie speed limit established b.Y this Ordinance shall upon conviction be fined in any sum not toer:eeed TWO HUNDRED DOLlARS ($200o00) and for subsequent viola+- tions within one year thereafter shall be prosecuted as prescribed for such violations b.Y Sec. 15 of Article S27a, Vernon's Annotated Penal Code. SECTION 4. The City Secretary is authorized and directed to cause the publication or the descriptive eaption of this Ordinance together with the penalty provision as an alternative method of publication as provided by lawo SECTION 5. The fact that public necessity and co~enience requires that this Ordinance be passed as an emergency measure for reasons set forth in the preamble hereof, the rule requiring that no Ordinance shall be finall1' ~seed on the day of its introduction be suspended, and this Ordinance is de- clared to be an emer~eney measure to take effect for and after its passage. WHEREAS, the governing body, as authorized by Article 827a, Sec.
