Z, 3, 4, AND 5 ON FILE WITH THE CITY SECRETARY OF THE CITY OF LUBBOCKAND MADE A PART OF THIS ORDINANCE BY REFERENCE; LIMITING SPEED OF VEHICLES TO ZO MILES PER HOUR ON ANY ROAD, STREET OR ALLEY ON THE CAMPUS, AND TO 10 MILF.S PER HOUR ON ANY PARKING LOT; PRO• HIBITING PARKING ON ANY PAVED STREETt ROAD OR ALLEY WHERE t NO PARidNGt SIGNS ARE DULY PLACED; AUTHORIZING THE TRAFFIC ENGINEER OF THE CITY OF LUBBOCK TO PLACE CONTROL DEVICES AT PLACES DESIGNATED ON SAID EXHIBITS. AND ADDITIONAL CONTROL DEVICES, INCLUDING SIGNS, WHEN REQUIRED BY TRAFFIC CONDITIONS; REGULATING THE PARKING OF VEHICLES WHILE LOADING AND UNLOAD• ING PASSENGERS, GUESTS AND COMMODITIES; PROWBITING USE OF THE STREETS, ROADS AND ALLEYS ON THE CAMPUS BY TRUCKS EXCEPT WHEN REQUIRED FOR DELIVERY OF COMMODITIES THEREON; PROVIDING FOR IMPOUNDING OF VEHICLES PARKED IN VIOLATION OF THE PROVI- SIONS OF THIS ORDINANCE AND OTHER ORDINANCES OF THE CITY OF LUBBOCK. SLOW' AND 'TRUCKS KEEP OUT' SIGNS AT ALL CAMPUS ENTRANCES; PROVIOING A REPEALING CLAUSE, SAVINGS CLAUSE, PEN• A.LTY CLAUSE; DIRECTING PUBLICA"TION OF THE CAPTION AND PENALTY CLAUS.E OF THIS ORDINANCE; AND DECLARING AN EMERGENCY," SO AS TO AMEND SECTION 4 BY ADDING THERETO AN AMENDED SCHEDULE (EXHIBIT 1}, WHICH .lNCLUDES ADDITIONAL NO-PARKING STREETS, DRIVES AND ROADWAYS; DmECTING PUBLICATION OF THE CAPTION AND PENALTY ClAUSE OF THIS ORDINANCE; AND DECLARING AN EM.ERGENCY. WHEREAS, the Board of Directors of Texas Technological College has by its resolutiQn dated November 7, 1953 requested the City of Lubbock to amend Ordinance No. 1461 to provide for no parking at any time on the streets, drives and roadways as shown by the attached Schedule 1, which drives, etc. are devoted to public use in connection with travel and parking of vehicles in various parts of the campus, and due to heavy traffic conditions and the fact that driveways. streets and roadways on the campus as shown by the attached exhibit are being blocked with parked vehicles and the same constitutes an emergency and in the interest of public safety requires the immediate passage o£ this ordinance to preserve the public peace; THERE F 0 R E, BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF LUBBOCK: SECTION 1. That Section 4 (Four) o£ Ordinance No. 1461 BE, and the same is hereby amended to include "Amended Schedule 1, u being an exhibit which shows the streets, drives and roadways upon which parking shall be prohibited at any time. SECTION z. All applicable provisions of Ordinance No. 1461 sball apply to the streets, drives and roadways shown on said exhibit, and the Traffic Engineer is directed to forthwith, upon the pas sage of this ordinance~ pltC'e "No Parking At Any Time11 signs at proper intervals and locations on all of the streets, drives and roadways shown by the amended Schedule 1, which shall be so placed that the signs can be readily seen by persons using the ways. -. P. Z SECTION.3. It shall be unlawful for any person to park a vehicle at any time upon the streets, drives and roadways shown on Amended Schedule 1, and whoever shall violate this provision shall, upon conviction, be punished by a fine of not more than Two Hundred Dollars ($ZOO), unless another penalty is expressly provided by. law .. SECTION 4. The fact that Ordinance No. 1461 did not include all areas requiring traffic control and policing on the Texas T-echnological College cam- pus, and the further fact that public safety requires immediate control of vehicular traffic on the streets, drivea· and roadways shown on Amended Schedule 1, creates an emergency, requiring that all rules relating to the pas- sage of ordinances on more than one reading be suspended, and the same are hereby suspended, and this ordinance and its provisions shall become effective from and after the date of its passage; provided, however, that the caption and penalty clause shall be duly published, as provided for other ordinances of a penal nature.
