AND OTHER OFFICIAL TRAFFIC ,~ONTROL DEVICeS AND TRAFFIC SIGN:ALS DEEMED NECESSARY AND TO PLACE AT SUCH LOCATIONS APPROPRIATE UNIFORM TRAFFIC CONTROL SIGNALS AND DEVICES; REQUIRING APPROVAL BY THE RESIDENT DISTRICT STATE HIGHWAY ENGINEER OF TRAFFIC LIGHTS TO BE PLACED ON DESIGNATED STATE AND FEDERAL HIGHWAYS AND PROVID- ING A PENALTY. . WHEREAS, the City Commission finds that existing provisions with 'r'efer- ence to traffic control devices are inadequate and is of the opinion that the Chief of Police should have authority to promptly adjust traffic controls to meet fast changing traffic problems, and is further of the opinion that extending such au- thority is in the interest of public safety, THEREFORE: BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF LUBBOCK: SECTION ONE: THAT, Article XI of "Traffic Ordinancett No. 890 be and the same Jrereby amended by adding Sections 1-A, 1-B, and 1-C, reading as follows~~ · "Section 1-A: The Chief of Police shall have authority ,to determine the lo- cation of ttpassenger zones, 11 "loading zones," "safety zone s," "quiet zones, 11 and nsick zones," and designate the same by placing appropriate and uniform , signs at such locations, including the pat'Ming ot curbs with lettering to indicate the nature of each zone, and .he shall have authodty to determine the location of "stop, n ttgo. n and ttslow" signs and such other zones, signs, markers, and sig- nals '4-pon all highways, streets, and alleys in the City of Lubbock, and to place and cause the same to be placed at su~h designated locations as may be deemed !necessary in the interest of traffic safety and control PROVIDE D that traf£ic lights upon the designated State and Federal highways shall be placed at locations approved by the resident District State Highway Engineer. 11 SECTION TWO: nsection 1-B: It shall be unlawful for any person except a member of the Po- lice Department or someone acting under the direction of the Chief of Police to place any traffic control device or signal of any kind upon any street, alley, or highway in the City of Lubbock." SECTION THREE: "Section 1-C: It shall be the duty of all persons to comply with and obey the directions provided by the zones, traffic signals, and official traffic control devices placed upon public streets. highways, and alleys in the City of Lubbock, .. ·--- c ...... ~ ..
