TOGETHER WITH THE PENALTY CLAUSE AS PROVIDED BY LAW, AND DE- CLARING AN EMJERGENC Y. WHEREAS, the Citizens National Bank .of~Lubbock, Texas has moved to a new location and fronts Avenue K petween 13th Street and 14th street, and, WHEREAS, the need for One (1) Hour parking meters exists, THEREFORE: BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF LUBBOCK: SECTION 1. THAT, Section Twenty-three (23) of Parking Meter Ordinance No. 564, and Ordinance No. 878 ar·e hereby'amended so as to change and modi- fy the parking on the streets hereinafter referred to, with the following provis- ions: A. That a parking meter zone is hereby designated and established in the City of Lubbock, Texas; said parking meter zone shall embrace that part of the streets hereinafter designated which shall limit the time of parking as fol- ~~V/S, to-wit: 1. ONE (1) HOUR PARKING ZONE-PARALLEL PARKING All the parking spaces on the West side of Avenu'e K, between 13th Street and 14th Street. SECTION 2. TMA T, all provisions or portions thereof in conflict with the provisions of this Ordinance are hereby repealed; providing nothing herein shall ever be construed as repealing any part of Ordinance No. 564 and Ordinance. No. 878, except as herein expressly provided. SECTION 3. THAT, the Chief of Police is directed to place parking meters in- dicating the time designated on that portion of the street designated in Section One (1) of this Ordinance) and he is furtherldirected to place lines indicating the kind of parking provided for in that part of the street designated in Section One (1) of this Ordinance. 0 0 SECTION 4. THAT • any person, firm or corporation who shall violate, aid, or abet the violation .of any provision of this Ordinance and Ordinance No. 564 and Ordinance No. 878. which it amends, s-hall, upon conviction, be fined in any sum not exceeding the sum of One Hundred ($100'. 00) Dollars. SECTION 5. THAT, the City Secretary is hereby directed to cause publi- cation of the descriptive caption of this Ordinance, together with the penalty clause, as an alternative method of publication, as provided by law. SECTION 6. THAT, the enactment of this Ordinance being necessary to the public safety and to provide for a greater use of the public stre-ets, it is de- clared to be an emergency measure, thereby creating a public necessity that the rule requiring proposed Ordinances to be presented at two (Z) separate meetings be dispensed with, and this Ordinance is pass.ed by unanimous vote at the meeting of its introduction.
