Section 1. That Ordinance No. 898, being a.n ordinance creatb& an Airport Board,
eetti~ forth their powers and duties, creating en Aviation Director, Airport
Manager, and eptablishing his police authoritY" is herebY" amended by' the addition
of rules and regnlatione for the condnct and operation of the ~bboCk Municipal
rport.
Section 2. USJC OJ' AIBPORl' RBSTRICTED:
No .person shall use the Inbbock Municipal Airport for the purpose of
carry-ing on of~ commercial activit,., for the carcying tor hire of passengers,
freight, e~ress, or mail, for the instruction in aviation in any of its branches,
for the conduct of an,. phase of ~ aviation activity, for the eal.e of ~ls,
refreshments, or for a::q other commercial parpose, unless approved by this Commis-
sion or ita duly aa.thorized agents.
Section 3· GgJiBAL ~ ~ BJIGULATIONS:
The following ra.les and regnlations shall go'f'ern the condnct and
operation of the ~bbock MUnicipal Airport and shall be obserrid by all persons
using, operating at, or visiting the I.ll.bbook Municipal Airport:
(1) The Civil Air Re~lations promnlgated by the Civil Aero~tics
Administration presently or hereafter 1n effect are hereby referred to,
adopted, and made a part hereof aa though tu.ll.y' set :forth and incorpor-
ated herein.
(2) llo aircraft or airman shall operate upon or over the Lubbock
Mn.nic1pal Airport unleaa that aircraft or airman is dnl;r licensed by
the Civil Aeronautics Administration, provided that this liudta~ion
aball not appl7 to students 1n training under a licensed instructor
nor to pnblic aircraft of the United States Government or of a state,
terri tory, or political eubdi vision thereof. nor to any aircraft
licens ed by a foreign government with which the United States has a
reciprocal agreement covering the operation of such licensed aircraft.
(:3) J.ny person, corporate or individual, causing damage of any kind
to the Lu.bbock Municipal Airport, whether through violation of any of
these rales or through ~ act of omission or commission, shall be
liable therefor to the City of IAlbbock.
(4) Any person entering upon the grounds of the lubbock Ma.nicipal Air-
port or using the llllbbock Manicipal Airport for any plU"pose shall do
eo at his own risk and shall hold the City of LubboCk harmleea from
and on account of any claim for injury or damage to hie person or
property su.!fered thereby. ..
(S) No person under the influence of intoxicants or narcotics Shall
operate or fly in any aircraft upon or over the llu.bbock Mllnicipal
Airport provided such prohibition shall not apply to a passenger when
accompanied by adequate medical attendants.
(6) To enforce the payment of any charge made for repairs, illlprove-
ments, storage, damage, or care of any personal property made or

:f'u.rllished by the Cit7 of :W.bbock or its agents in connection vith tbe
operation of the !Abbock *nicipal .Urport, the Cit7 of Inbbock lhall
have. a lien upon eu.ch personal propert7 which sbal.l be enforceable ae
provided b7 thtt law. To enforce the pqment of ~ su.ch charge the
Aviation Director and/or Airport Manager maT retain poseeseion of snch
personal propert7 until all such charges shall have been paid in fu.ll.
(?) myery aircraft owner, hie pilot, or agent, shall be responsible
for the prompt removal from the l.allding area, under the su.perTision of
the Aviation Director SZJii/or Airport Manage!/ of azJ7 wrecked aircraft.
(8) lfo aircraft shall be operated over the City of W.bboek at an
altitude less than that altitu4e which will permit a landing outside
of the congested area in the event of a complete power failure, bu.t
in no event at an alU.tude of less than 1,000 feet above the grOilD.d
or water. Bo person shall operate aircraft engines through accelera-
tion or deceleration While over the City of Lubbock in such a manner
as will distract, excite, or disturb persona on the ground regardlese
of a.ltitnde. Bo person shall perform aerobatics over the City of
W.bbock at a:n;r time.
(9) All vehica.la.r traffic sl:Ja.ll be confined to roade, streets, and
avenue• on the grounds of the lllbbock Municipal Airport, and no person
sl:lal.l enter the la:ul1I16 area with an sutomobile, tru.ck, motor scooter,
motoreycle, bieycle, or other vehicle. Provided tJaat this :ru.le shall
not apply to airport maintenance vehicles nor to gasoline tru.cka
engaged in servicing aircraft. In a:n emergency, amwlaneee and fire
trucks 1JIIq enter the landing area under the direction of the Aviation
Director and/or Airport Manager or the Chief Controller on dnty in the
mbbock Mwlicipal Airport ~raffie Control Tower.
Section 4. ~ TB.AlJ'IQ. BUL'IS:
(1) The following flight priorities are eetabliabed. for the Lubbock
Municipal Airport:
J'iret Priori't7: Arriving a.nc1. d.epe.rting aircraft, both schednled.
and nonsehednled shall be accorded first priorit7, shall have the right
of-wa7 over aircraft fl7ing locall7, aDd local flight traffic patterns
ehall be diverted to permit their arrival and departure in satet7 and
w1 thout undue delay.
Second Priori t7: Local flyin« civilian aircraft shall be accorded
eeeond priorit7.
Third Priority& Local fl71Dg milit&l')" aircraft ehall be accorded
third priority, and their patterns 8ball. be diverted in order that the
civilian aircraft shall encounter the least :possible interference. !'he
priorities established. above shall be void in the event of anT emergen
(2) Milita17 aircraft usi~ the Lubbock Municipal Airport ehall do so
during the hours of operation prescribed b7 the Airport Manager. Military operatio
shall be limited to the number of aircraft previousl.T approved by the Airport
Manager to be 1n the IAlbbock Ma.nicipal .Ur.porl fra:tfic Pattern at ezrr given time.
There shall be no milita.r;y flight operations at the lnbboelc Municipal Air:port on
Saturdqs, Sun.da7.=t or legal holidaY"•

(3) All aircraft in motion on the ground shall be taxied at a safe and
reasonable speed with due regard for other aircraft, persona, and property. Air¥
speed in excess of 10 miles per hour Bhall be deemed careless and reclclesa operatiot •
{4) Aircraft awaiting take-off shall park at least 100 feet from ran-
way in use and in a position so as to have a direct view of aircraft approaching
for l.aztdiDg.
(5) Ta.rliJ2€ aircra:rt shall conform to the tan patterns aet forth on
the !a:rl Chart attached unle.se otherwise authorized by :Wbbock Tower.
(6) There sbal.l be no milit&cy' flight operations when the ceilinl; is
less than 1500 ft. and/or the visibility is lese than 5 miles.
(7) In the event of mechanical or radio malfUnctioning or failure,
mili ta17 aircraft flying locally shall leave the Inbbock Municipal Airport Traffic
Pattern and return to the Reese Air Force :Base, unless the emergency is of tuch a
nature as the pilot in coJIIIDaZld shall determine to require an immediate aergeney
landing at the blbbock Municipal Airport.
( 8) .All a.ireratt in flight below 1500 ft. aboTe the surface ri thin a

(9) Aircraft with operattn,; radio equipment shall contact blbbock
Tower for inatru.ctions prior to tani.Dg or taking off.. J.ircr~t without operating
radio shall be governed b1 standard light signals used for the control of air
traffic.
(10) .Urcra:f't with operatiza& radio equiJaent shall contact :Wbbock
'· Tower for inetra.ctions fifteen (15) miles out or at 16aet outside the control sone.
I (11) Aircraft without radio ehall circle the airport to determine the
~~in use and Shall keep a close watCh on the Control Tower while on their base
leg for light signals.
' (12) Aircraft with operatillg radio equipment flying locally shall
remain in constant radio coJ.DIJIUlication with Lubbock Tower while in the Traffic
Pattern.
(13) All civilian aircraft tald.ng off shall proceed straight ahead to
BZJ. altitude of 400 ft. above the surface. level off and execute a 900 left turn
when ou.tside the airport boundar;y.
(14) .All civilia:D. aircraft intending to remain 1n the traffic pattern
shall continue to climb to traffic altitude of 6oo ft. above the surface after the
firet 900 turn and shall thereafter follow the pattern as set forth on the attached
•Traffic Pattern Chart•.
(IS) .All civilian aircraft leaving the tra.:f'fic pattern shall climb to
traffic altitude 6oo ft. above the surface after the firet 90° turn, and ahal.l. ·
then leave traffic by doing a 450 turn ~ from the traffic patten. '·
(16) JJ.l c1v1lla.n aircraft entering the traffic pattern shall do so at
an angle of 4SO md:tnq on the downwind leg at an altitude of 600 ft .. above the
surface.

(1?) Sche~led air carrier and aircraft having fligat characteristics
which make the above procednres impractical shall be flown at an altitu.de of 1,000
ft. and Bball conform to the rectangalar pattern QQ1m on the attached 1'l!raff1c
Pattern Cha:rt".
(18) All 111illt8l7 aircraft tald.ng off ehaJ.l proceed straight ahead to
an altitude of 800 ft. above the IU.rface, level off f:llld execute a 90° left turn
when outside the Airport b0Ul1dal7.
(19) All military aircraft leav1Jl8 the traffic pattern shal.l climb to
traffic altitude of 1,000 ft. above the ~face and after the first 900 ~ shall
then leave the traffic pattern by doing a 450 turn away from the traffic pattern.
(20) Military aircraft intending to remain in the traffic pattern s 1
follow the pattern as set forth on the attached 'Traffic Pattern Ohartft.
(21) All military aircraft entering the traffic pattern shall do so
at an angle of 45° midwrq on the downwind leg at an altitude of 1,000 ft. above
the wrf&ce.
(22) Aircraft entering the traffic pattern shall exercise extreme
ca:o.tion so as not to cmse aircraft already in the pattern to deviate from their
course.
(23) The traffic direction shall be as indicated by the tetrahedron
and the ran1fa7 indicator on the southeast corner of the control tower unless
otherwise au\horized by the Control !ower. Bun~ J is designated as the calm
wind runwrq.
(24) Aircraft in two-~ radio colDJIIUlication with the tower ~
deviate trom ~ of the rnlea herein when anthorized by ~bboek Tower.
(25) These rules ~ be deviated from when an immediate emergency
presents itself that requires ~ch deviation in the interest of safety or upon
~thorisation from ~bboek Tower.
( 26) :By pu.blication of thia Ordinance ae required by' law • all persons
will be deemed 'to have knowledge of its contents. However, the Aviation Director
and/or Mrport Ma.ua&er is directed to have copiea of thia Ordinance printed and at
all times available in his office and to fu.rnish auch copies to owners and operato •
of aircraft and other us era of the Inbbock Municipal Airport.
Section ,;. Pl!llULTY FOR VIOLA.TIOll:
Jn7 person-operating or handling an aircraft or motor vehicle in viol

MY such penalty has been imposed there lllall be no prosecution under the succeed-
ing section.
Section 6. .Axq violation of this ordinance shall be a misdemeanor, punishable by
a. fine in ezrr aum not exceeding Two Bl.Ddred ($200) Dollars.
SAVING CLAUSlh Shou.ld 8Jl1' part of this ordinance be held invalid, that portion is
hereby declared to be separable and all other portions not declared invalid Bhal.l
remain in fUll force and effect.

Section 7. EMJ:RGEHCY mACTM:I!IZil!:
The enactment of this ordinance. being necessary to the immediate
preservation of the public health, safety, and proper~y, ~d to provide for the
usual dailY operation of a man1c1pal department, it is declared to be an emergene.y
measu.re which shall have end take effect follo~ its present reading and adoption.
